>> maryland state employees are counting down the minutes until a half billion dollars in budget cuts take effect. the maryland state education association unveiled its doomsday clock at the annapolis office this afternoon. on hand or educators, members of the police department, and a probation officer. budget cuts would be implemented in july at the start of the fiscal year. >> these cuts would be deeply detrimental to our schools, our employees, and our community. we have already seen how cuts to our schools can negatively impact our students. yet that is exactly what this doomsday budget will do. >> republicans they it is an accurate to call it a doomsday plan. they said the state to implement the cuts to help put the state's fiscal house in order. maryland treasurer nancy kopp says counties could face a downgrade in bond ratings because of the current budget situation. >> a dog to the rescue tonight after city police busted a dogfighting ring in west

baltimore. police were conducting a drug investigation when they got the tip about the dog fighting. they serve a warrant to search a house last night and found eight dogs. police arrested and charged johnnie taylor with eight counts of animal cruelty, dog fighting, and cvf equipment. >> baltimore police are investigating the murders of seven people in the city over the past five days. the latest just before 1:00 this morning happen on bellaire road. investigators say a man in his 30's was shot to death inside a bar and grill. police believe the victim, derrick smith, was targeted, but they are still not sure why. just a few hours before that, city police responded to the 1700 block of north spring street that -- for a shooting that turned deadly. the victim had been shot in the

head and body multiple times. he died just 30 minutes later. the university of maryland college park student accused with threatening a camera shooting rampage has been ruled competent to stand trial. he appeared at the prince george's will help board yesterday. authorities say he posted messages online saying he planned to kill enough people to make it to national news. he was not armed at the time of his arrest, and a search of his dorm room and his parents' home found no weapons. >> the newly released set of photos showing a u.s. soldiers posing with the bodies of dead insurgent from afghanistan is prompting a pentagon apology and another investigation of wrongdoing by u.s. troops in that war zone. this time, it is the soldiers of the 82nd airborne. steve handelsman has the latest on that folk controversy. >> the 18 photos are so graphic

thet give up just yet on eastern shore of southern maryland. some of that wet weather looks like it will eventually slide through your area overnight and in the early morning hours. in the last 24 hours, precipitation totals have been much heavier to the south and west. downpour roanoke in the south and western part of virginia. -- down near roanoke. it is enough to wet the ground and get some moisture into the soil around our region. the rain is helping out with the pollen count. we will see this reflected in tomorrows kalthoff. the account is taken in the morning, the measure pollen for the previous 24 hours or so. -- it will be reflected in tomorrow's pollen count. the total count, 1532. yesterday was up over 2400. the rain will help wash some of the pollen out of the atmosphere.

46 degrees in oakland, chilly stuff around area due to the clouds and showers. it looks like the rain will gradually taper off around baltimore as we get past midnight and it will shift over to the coastal areas by morning. the rest of the day we should see a clearing trend. tonight, 42-49. showers most of the early evening and then just cloudy. sunset at 7:48. high pressure will move in for a couple of days. thursday and friday should be some nice spring weather days. another decent chance that some pretty good rain on the weekend. you see the clearing trend on the futurecast. friday looks mild with mostly sunny skies throughout the day. saturday's win the next system begins to organize and push into the mid-a planet.

teachers, students, and beverage industry lobbyists are expected to attend the showdown tonight at city hall. police are investigating the murders of seven people in the city over the past five days. the latest happened just before 1:00 this morning along the 3200 block of bellaire road. a man in his '30's was shot to death inside a bar that was filled with people. investigators say he walked into the bar and grill and open fire. police believe -- believe the victim was targeted, but they are unclear as to why. the music industry pioneer dick clark passed away at the age of 82 after suffering a heart attack. he became famous for american "bandstand" which aired from 1957 to 1987. it was a prolific businessman

>> car bring the nation tonight, the judge presiding over the trayvon martin shooting trial has remove yourself from the case, after george zimmerman attorney said she had a possible conflict of interest relating to her husband. the judge has recused herself because her husband worked for it an orlando attorney, who was first approached by the zimmerman family to represent the neighborhood watch volunteer. he has since been hired by cnn to comment on the case. a replacement judge has not been named. >> investigation continues tonight into the behavior of secret service agent prior to the president's trip to colombia.

>> more on that breaking news we brought you in the last 30 minutes. let's head back to captain roy taylor and skyteam 11. crews were called out to respond to a fire at that location. >> the train your looking at is full of passengers. no one is hurt or injured in this, but the train operator going northbound in the encountering some type of issue on the track. there was some type of smoke and fire on the track. they have shut down this strain as a precaution. since it is full of passengers, they do not want to move it with anyone on board. we'll show you the rescue train that is now approaching that other train. what they are going to do is

transfer all the passengers from the train that is dead in the water to this rescue train. that is what they are calling in, train 7, and they will bring the passengers back to the old court subway station. no injuries to report. there will be a time delay for anyone trying to get northbound. use the subway towards owings mills while they deal with this issue here. we will still monitor the situation. >> he was the longtime mayor of baltimore and governor and comptroller of the state of maryland. william dr. shafer died one year ago today. -- william donald schaefer. an award was given in his name today to an organization that shares the same philosophy. >> it was on april 18, 2011, when former governor william donald schaefer passed away.
