the army's 82nd airborne division, caught on camera in afghanistan. this one shows a group of u.s. and afghan soldiers:of the severed legs of a deceased suicide bomber. >> i strongly condemn what we see in those photos. >> defense secretary leon panetta apologized, saying the incident is under investigation. >> i know that young people sometimes caught up in the moment make some very foolish decisions. i am not excusing that behavior, but neither do i want these images to bring further injury to our people. the pictures were reportedly taken two years ago, but they come amid several recent high- profile scandals involving u.s. forces in afghanistan. in january, a video showed u.s. troops urinating on taliban corpses. in march, staff sgt robert bayless was charged in the

train seven is standing by for further instructions. it looks like they are sending another train no. brown to pick up these passengers and take them to owings mills. no injuries to report whatsoever. >> debate tonight over a hotly debated proposed bottle tax in baltimore city. it is pass, the fee will jump from 2 cents to 5 cents. shelton dutes is live outside city hall where those discussions are being held. >> as you can imagine, there is a lot of buzz generated around this issue on both sides. city council members are getting an earful from people during the public comment. the proposed tax is generating a lot of buzz and supporters and opponents are both very passionate about this issue. sunni people showed up for this. that is no standing room only in council chambers.

the overflow crowd of about an is also up to standing room only. mayor stephanie rawlings-blake wants to increase the tax to 5 cents. the revenue from the new tax would go up to school construction and renovation. supporters are making a desperate plea for the passage of the bill. >> we have schools that look and feel like prisons. it is unacceptable. it is not because people do not care. it is because we have not had the resources to make the substantial changes that need to be made. it is an economic development issue that i urge you to support. >> opponents and don't want the new bottle tax to pass because they worry it could create a burden on small businesses and low-income families. a 12 pack of of water would increase by about $1.20. they are worried that people would then go to the county

instead of spending their money in the city. the public comment is continuing as we speak. i will have an update later tonight at 11:00. shelton dutes, wbal-tv 11 news. >> now what? that is the question facing a big part of downtown baltimore after a deal to rebut -- to redevelop a quayside fell through. jayne miller joins us live from the newsroom with the story. >> this is sure to fuel more debate on how downtown baltimore can compete with the newer part to the east. the deal in question involves a baltimore city community college, a well-known developer, and a holocaust memorial. >> close since 2009 to students, the baltimore city community college is vacant and fenced off. now the deal is off to bring the

property back to life. the college had been negotiating with a developer's company since 2010. the college announced today the talks are done and a new plan is being saw. >> at this time, we are going to look at what other developmental opportunities the economy dictates. >> the break off negotiations is blamed on what will happen to the holocaust memorial. we respectfully disagree with the baltimore city community college's decision that the jewish community be required to relocate the holocaust memorial as a precondition to developing the site. the college disagrees the memorial site was a factor. >> the developer works calamity with the baltimore jewish council to reach agreement. >> the uncertainty about the

>> legendary dick clark has passed away at the age of 82. a longtime host of "american bandstand" had a heart attack this morning at the santa monica hospital. he suffered a stroke back in

2004 that affected his ability to speak and what. he was affectionately called the world's oldest teenager. stay tuned for complete coverage on the death of dick clark on " nbc nightly news." >> on the anniversary of former governor william donald schaefer passing away. >> it is called the william donald schaefer of helping people award. today it went to moveable feast. for 22 years, and has been serving central maryland and providing meals to those with life-threatening illnesses. >> we serve anybody who has life-threatening illnesses that need home delivered meals. we bring food right to your home. basically it is like medicine to them, so we say our goal is to keep people alive.

st. mary's county, maybe some of the rain down in north carolina will come up to the northeast as well. here in town officially, just 0.13 inches at bwi marshall and 0.15 at the inner harbor. not a bunch of brain, but it is something we have not had here in a few weeks. -- not a bunch of rain. considerably cooler than the normal high of 66. steady or heavier rains down in virginia and the mountains of north carolina. the shares have been weakening on their track to the north and east. it is also helping to began to wash out some of the pollen in the atmosphere. the tree pollen count is still very high and the grass pollen count is high, too. yesterday was over 2400. tomorrow we should see the impact of the rain moving through on the pollen count. wet weather keeps the temperature down here, but look
