the stalemate escalated after they wrote that it is patently untrue that it was tied to his desire to pass legislation letting them decide whether a casino should open. he accused them of engaging in press stunts. >> to outsiders, a lot of this looked really city. >> why can the governor does not say, "step in my office and we are not leaving until we figure this out?" >> it would be difficult for them to get away with that. they are independently elected. >> this was designed to balance the budget and the state's deficit. they wanted the doomsday budget enacted to stand. >> we can live with this for one year.

it is $700 million more than last year. they advise the governor to not sign any bills that cost money until it is reconciled. the maryland state education association turned on a doomsday clock. labor unions as members will be impacted worry about increases than they are demanding the governor to talked. >> he is supposed to be the leader of the democratic party. it has been pointed out that perhaps his attention has been devoted to the national party. his ability to command respect is going to depend a lot on his ability to command the estate.

with the very latest. >> robert jarrett is charged with first and second degree murder and has been denied bail. court documents reveal a troubled past between him and his second wife. and we find out that may have had a lot to do with police breaking this case wide open. it was more than 20 years ago when robert reported his wife christine missing. he told police that in the late evening hours that he and his wife had an argument over money and that she left on foot with very little on her person. detectives in their investigation notice that there was some tension in their relationship. they thought he lacked the probable cause for a motive. court documents reveal that she

was able to legally declare her dead in 1997. court records indicate that he remarried where he lived with his first wife. it seemed the two began having their own marital problems taking out a restraining orders on each other. court filings indicate it filed for divorce last year. she was staying at a home -- he was staying at a home in calvert county in that court documents show he was pulled over for dwi, but this was the break in the

case they have been waiting for for 21 years. they paid a visit and asked if they could search the property. that is when they made the gruesome discovery. located in a shed behind the home, covered with concrete, the remains of a christine jarrett. 11 news tried to speak with both of his sons, one in baltimore county, the other in howard, but we were unsuccessful. >> get off the property. get off the property. >> so far, no attorney and a preliminary hearing date has not been set. he is being held year without bond. live outside of the howard county department of corrections in jesup, wbal-tv 11 news. >> four carroll county schools ron lockdown as the police

searched for a suspected gunman. police were on the scene in westminster around 1:00. they say that is where one man shot another and the school was shut down searching for a man in a green shirt and brown pants. >> at least three more secret service agents will lose their jobs in the wake of the sex scandal. >> this would make six employees no longer in service. they were among those setting up security in advance of the summit of the americas. sally kidd is in washington with more. >> they briefed some members of congress behind closed doors today. at this point, 11 secret service employees are accused of misconduct. it has rocked the agency and has

[applause] st. francis academy dedicated their community center in honor of a doctor's bill and camille cosby, the two most generous donors in the 184-year history. they have donated for scholarships through the years. with the establishment of the doctor's bill and camille cosby center became a reality. what the community center located a few feet away from the actual academy opened its doors 10 years ago. they offer many things including after-school programs and free health care. it is not just for students and their families but also the community. there were plenty of inspirational moments, there was also some comedic relief. >> i am not impressed with my

the rain chances continued into sunday, especially for the central and eastern portions of the state. a severe thunderstorm watch will cover the gulf of mexico, louisiana, and the texas, a sign of the developing storm. we will start to see some scattered showers popping up and then they will move in tomorrow night. the rain will get pushed back in during the afternoon and evening hours. the general trend is for rain. sunday night into monday the

storm will wrap up. this is the computer model indicating some potential for snow sunday night into monday up in pennsylvania, western maryland, up in the higher elevations with a taste of winter. what we're looking for is a decent rain. the purple shaded area, you could get up to two inches of rain. much-needed rain. showers and storms tomorrow, a high of around 75-80. western maryland, storms likely tomorrow but only a 50-50 chance of rain. much cooler sunday. rained chances continue. ocean city likely to get the heaviest rain especially sunday.
