>> people are running and coming out screaming. >> and eight-month old baby girl was stabbed in such as social services office on vettel street in east baltimore. >> the police escorted them. >> police said the stabbing happened about 10:00 a.m. this morning. the dss office, the foster care office for the city. it is where biological parents had supervised visits with their children in foster care. >> the baby's mother was visiting with the baby at the social workers location. at some point she became irate and pulled out a kitchen knife and began stabbing the baby in the neck and body. >> police say she is expected to survive. her mother is in custody. the department has metal detectors. a security review is underway to figure out how she got in there

with out the knife being seen. >> how did a child get stabbed when she's supposed to be protected? >> the mother is in custody undergoing a psychiatric evaluation. police say criminal charges are pending. >> thank you. another developing story uncovered by the 11 news i-team and first reported on wbal tv.com. daniel michaelson is a 17-year veteran of the city police department and he is accused of using his police powers to raid homes in east baltimore as he searched for his daughter. city police internal investigators say they became aware of the detective's actions when people targeted in the raids complained about how they

were treated. he has been a lead investigator in the case of the north carolina a teenager who disappeared here in baltimore in 2010. before her body was found last year in an excess candor -- the susquehanna river. >> late this afternoon, 18-year- old suspect the angela carter became the first person in the past week and a half to be brought in by police in connection with a brutal video assault that when viral on youtube. police credit the video for sparking outrage in the case and helping with the investigation. another was taken into custody yesterday and another suspect turned himself in about 10 days ago. there's still one more suspect on the run tonight. police are asking for anyone with information about her whereabouts to come forward. and finally, five people dead tonight from carbon monoxide poisoning in a home in prince

george's county. it concerned family member discovered the bodies of two men outside the single-family home this morning. when authorities are right on the scene, they found three more inside the home. the victims are described as three men in europe -- in their 30's, a woman in her 40's and a woman in her 60's. >> a massive fuel spill shut down interstate 83 for a 4 mile stretch. it is not cleaned up. this is near exit four on 83 north. it happened in pennsylvania, but traffic was backed up to the maryland border. traffic was urged to get off the highway at old 39 and take it north at. no one was hurt. the drought could get underway sooner than expected in the case of two brothers who are accused of beating a black teenager while on neighborhood watch in 2010.

lowell melser third joined us live from downtown baltimore with the latest. >> we actually thought this case might get off the ground today as defense attorneys told the court they would request a bench trial if there motion for a venue change was denied. at this hour, they are still arguing over that venue change. the rest of the day was spent dealing with many other emotions in this case. >> i think we represent every person in this city every single day. >> supporters of the 15-year-old african-american victim expressed their opinion on the steps of the mitchell courthouse tuesday. it is claimed that in november of 2010, two jewish brothers beat the victim, breaking his arm. but they say it was in self- defense. most of tuesday the court spent

dealing with a number of motions, including whether to allow 911 tapes, changes in venue, and whether to allow the victim to testify about a photo lineup that brought a brief appearance by the victim to court, who spoke very quietly at times wall on the stand and seemed a very uncomfortable. the state also tried to get an article written by the baltimore jewish * admitted into evidence in which both suspects admitted to the crime -- we will have the latest on that request for a venue change. >> we will see you at 6:00 p.m. the army private accused in the biggest leak of government secrets in u.s. history is asking a judge to dismiss all charges against him. private bradley manning and his defense attorneys arrived at their pretrial hearing this

morning claiming that prosecutors failed to hand over documents potentially helpful to the defense. rather than start the discovery process again as they did two years ago, the defense says the case should be dismissed. the judge said she will rule tomorrow on the road -- the motion to dismiss all charges. >> the temperatures are still on the cool side, a little below normal for this time of year. highs in the upper 60's. loh 60's in most areas. a little cooler in the suburbs. temperatures are kind of cool underneath those clouds to the north and west of us. 50's and even 40's in western maryland mountains. a noticeable change from yesterday when it was near freezing. now we have some scattered, like sprinkles of rain. most areas will stay dry.

>> and breaking news out of northeast baltimore where police tell us a person has fallen off a ravine near falls road. captain roy taylor, what is going on? >> what is going to be a stokes rescue. the baltimore city fire department is saying this is right next to falls road, underneath the ramp from northbound jones falls expressway. because of the steepness of the incline it cannot get the guy out. rescue is going to put the gentleman in a stokes basket and then used ropes to get him up the falls road and taken to the hospital. we will follow this. >> captain roy, thank you. meanwhile, bp crews are working to restore gas service in west baltimore. this after a gas line was struck this morning, prompting the

entire block to be evacuated. b g and fire crews were on much of -- or on seen much of the day dealing with the issue. we are told everyone is back inside tonight and no injuries have been reported. there is a push in congress right now to crack down on excessive spending at conferences by federal agencies. it will look at wasteful spending by the general services administration -- the move comes after a discovery of wasteful spending by the general services administration at a conference in las vegas. >> the senate voted on a package of reforms this afternoon, a move that reportedly saves taxpayers some $65 million a year. >> the gsa scandal is only the latest scandal of out-of-control spending, conferences, at junkets by federal agencies.

one federal agency attended hundreds of conferences at plush resorts in hawaii, las vegas, an orlando. of those expenditures, $5 meatballs and $16 muffins. there will require a detailed list of each conference along with a justification to be posted online. >> this is simple good government transparency, where we put it on a website what they're doing and why they're doing it. >> will we have a conference telling the government -- we have a conference held by the government, there should be common sense. >> they will institute a cap and spending at $200,000 per conference. and they will cut expenditures

for travel by 50%. >> most of these conferences are for a valid purpose. federal employees get additional training in a chance to network. >> while the measure passed the senate it now goes to the house. >> in tonight's medical alert, if you ride on d.c. metro, you'll want to hear this. one of their bus drivers has been diagnosed with viral meningitis. the driver worked last friday from 7:30 a.m. until 10:30 a.m. on the 14th street bus line. that bus has been removed until it can be fully sterilize. and we are told all the buses will be disinfected.

viral meningitis is generally less serious than bacterial and goes away without treatment. and 81-year-old warren buffett should never have learned that he had prostate cancer. experts at the university of chicago said guidelines recommend against the screening test in that men over the age of 75. it shows it has no benefit for them men in this age group and it may be harmful. most of the men have a slow- growing tumor and will die from something else before the cancer becomes an issue. and hair loss have traditionally been an inevitable part of chemotherapy for cancer patients, but now there is a new therapy called the cold cap therapy that can help them keep their hair. a -17 degrees cap they keep on their head for several hours.

insurance allegations, met life has agreed to pay more than $30 million to settle with states that accused it of not paying up. the investigation revealed it had information about the death -- had information about the beneficiaries, but did not pay out. some students are about to get help paying for college. president obama is promoting a plan aimed at keeping costs of loans soaring for maryland students. some of it involves freezing interest rates for poor and middle-class students. he said he and the first lady no first hand what it is like to zero student loans because neither of them came from wealthy families.

the latest numbers out of the standard imports case chiller home price index show home prices dropped in february in just about every u.s. city. that is the sixth straight month of decline. the housing market remains far from healthy, despite the best winter for sales in five years. meeting this afternoon at the world trade center downtown, gov. martin o'malley was on hand with 60 business leaders from maryland and india. back in december cut state leaders met with indian chambers of commerce to talk about ways to trade and bring investment. >> we believe the relationship between people of india and the people of the u.s. will be the defining relationship of our times. and in maryland, we want to lead in that relationship. >> there are 3000 businesses in
