near johns hopkins university. the march was united for more jobs. in the process, police say they blocked traffic. one man says police told him to clear the streets. you can see police as they get on the ground to handcuff him. he said he was not fighting police. but they continue to mace and beat him. police are standing behind the action and the officers involved pointing out two senior officers are seen on the video. >> the tape is not all that alarming to me. i saw people around the streets, and officers arrived trying to get them settled and on to the sidewalk. >> they were about to spray me, and i covered my face because i was not resisting arrest. i was laying there and they were spraying me. >> he says he plans to file an

assault. planned's assembly is to talk about other allegations of police misconduct this summer. kim dacey, wbal-tv 11 news. >> investigators released a sketch of a suspect after a string of sexual assaults. the attacks in hyattsville began back in january. the latest incident happened if you days ago on april 20. the victim said she was forced into the woods by a white male. he has a mustache. anyone with information should call maryland national capital police. >> julius henson is accused of releasing an automated phone call telling voters they can stay home during the 2010 election.

homeowners. measure has been approved to reduce the property tax rate by 20 cents. a home assessed at $200,000 will see a reduction of $40 and it would increase to $400 by the year and 2020. b.g.e. customers get ready to pay less for their utility bills. customers will likely see their bills increase. customers will save an estimated $54 a year. that comes on top of the onetime $100 credit. >> maryland house and senate leaders expected to meet this

year to finalize a plan to hold a special session to finalize the budget. both agree that action needs to be taken before the so-called doomsday budget takes effect. jack young introduce a resolution calling for a special session on monday night. >> a doomsday budget would hurt baltimore in a big way. >> the time line would give governments time to meet their budget time lines. there was a ruling stating pit bulls are inherently dangerous. and a 5% of dogs -- 95% of dogs taken by barcs are pit bulls.
