the environment was the focus today during a tour by federal officials in baltimore. kids learn about the internal justice an elementary school. basically it is making sure that laws and regulations that keep the environment safe or applied equally, no matter what. some of the efforts include products to reduce stormwater runoff. >> the baltimore city council approved a major -- approved a measure to reduce the property tax rate by 20 cents by the year 2020. under the legislation, an owner occupied home assessed at $200,000 would see an annual tax reduction of $40 in 2013, and that would grow to four hundred dollars by 2020. supporters say the program would be paid for by reduced city spending as well as revenue generated by the city's future slots location. >> now, your insta-weather forecast with chief meteorologist tom tasselmyer. >> april 2012 was the 15th

system coming. each of these disturbances tracking through, generally from the upper midwest through the lakes to the southeast. they are triggering some heavy thunderstorms along those fronts. we have watches and warnings out in minnesota, indiana, and down into the carolinas. parts of western indiana, down in north carolina there are tornadoes possibly on the ground right now with some of those storms tracking from the upper midwest to the southeast. it is in that general area that we could see some strong to severe storms. a slight risk tomorrow including the western maryland mountains tomorrow afternoon. we will see that on the futurecast. the storms in the ohio valley tracking south and east, occasionally brushing past baltimore. that will happen tomorrow afternoon and possibly on thursday, some isolated storms in area.

getting a start for new york at yankee stadium. the orioles plan to honor our province and on saturday, unveiling a statue inside camden yards. today they had to postpone the plans. they have rescheduled it for september 29. the 74-year-old robinson suffered a fall in january and continues to make a slow recovery. he did not think he could attend the unveiling because of his health issues. the capitals went into the playoffs as a favorite and then flopped in the past couple of seasons. in last night's game, they won over the rangers. credit for the second goal of the game. when you take a closer look, you will see that in the chaos in front of the rangers, the puck down this way to the net off the skate of rangers player. andskate pushes the puck anin
