of the big story -- a special session could be on the horizon for merrill lawmakers. leaders will meet with governor martin o'malley to discuss plans. jennifer franciotti explains how the plans could help lawmakers avoid the impending doomsday budget. >> the details of the special session will be handed out today but it looks like lawmakers will be headed back to annapolis. >> i think it is approved. we come to agreement what everyone else has basically signed off on. >> we hope we will have a session on may 14-15th, and we will come together and shake hands, get the votes, get it done and leave hair -- leave here. been in short, the leadership teams agreed with the revenue package house and senate budget conferees handed out the last day of the session. >> i think where we left was the idea of a small, probably point to 5% rate increase for people, depending on whether they were single joint fault -- filers,

making $100,000 for 160 -- $150,000. >> increases for joint and single filers up to 300,000 and those making over 300,000 will see 5.75% tax rate. senate leaders what they have described as an honest philosophical difference. but overriding all of that and the welfare of the state of maryland and getting the budget done and completed to make sure we maintain our commitment. >> the special session will also take of shifting the cost of teacher pensions to local jurisdictions over a four-year period and revenue tax is increasing sales tax of little cigars and tobacco products. it may not be the only special session. the governor says he is open to a second special session on gaming. jennifer franciotti, wbal-tv 11 news. >> meantime, opponents of same- sex marriage say they are halfway to their goal to change maryland's new law. the maryland's marital alliance

says it has more than half the necessary petitions to put the law on referendum on the ballot nov.. organizers say marriage should be defined as a union between one man and one woman and they hope maryland voters have the chance to decide the fate of the bill. then of the clear message is -- maryland is not going to take this sitting down and the voters will have the last say. we are talking about voting citizens of maryland being engaged in the process all around the state. >> in all likelihood it will probably go to the ballot and we will be ready the matter what. >> opponents have until the end of june to get at least 30,000 more petitions signed its -- signed. baltimore city council opens the floor to taxpayers to give them a chance to address problems in the city. wednesday night -- of the city budget could affect children. members of the school program called experience court took up most of the seats in the city council chamber. organizers claim the mayor's proposed budget cuts funding by 84%, affecting city programs and
