northbound 83 has reopened. we have closures in the city along the charles because of flower mart. enclosures around mount vernon and portions of madison and that area. some of fire department activity along york road. looking good on the harrisburg expressway despite the fog. 11 minutes on the outer loop northeast side. 10 minutes on southbound 95 from the beltway down towards 32. this is 95 at white marsh. looking pretty good all the way down to the fort mchenry and beyond. the harrisburg expressway is back to normal after an earlier accident. that is the latest on traffic pulse 11. >> the highly anticipated hiring

numbers are out today. >> the above jobs report comes as president obama and mitt romney gear up for an election battle. stacey cohen joins us live with a report. >> the jobs report is coming out. we're expecting that employers added about 170,000 jobs in april. the unemployment rate is expected to remain around 8%. you can bet that will become political fodder this election season. for all the smiles and salutations of election-year politics -- >> thank you. what a welcome. >> i am honored to welcome you to cinco de mayo at the white house. >> president obama and mitt romney are carefully crafting

their message on the nation's economy. at an event in virginia, mitt romney claimed the president had accomplished little. >> a guy who promised he would make things better, and now we have 23 million americans out of work. or stopped looking for work. >> at the white house, a different spin. >> we need policies that will move us forward and continue us in the direction we have been going, which has led to 25 straight months of private- sector job creation. >> but the growth has been slow. >> we are not slipping into a recession, but it will not be strong enough to generate the kind of job growth that will bring the unemployment rate down. >> no matter how the numbers fall, president obama will likely get the credit or the blame. >> if unemployment is high, he is in deep trouble. if unemployment is down, it doesn't matter what he tries to make them remember.

he has been the top cop since 2007. after 31 years, he says it is time to move on. in a statement, the mayor said bealefeld is retiring effective august 1. bealefeld said, "this was a tough decision, but this is the right time for me to bring my career to a close." he says, "i'm looking forward to enjoying retirement with my family and close friends." one is surprised by the announcement. >> i thought at least externally in the crime-fighting category that the police department was doing well. internally, they had their issues. it was becoming more and more difficult. >> the mayor issued a statement saying she is saddened by his decision but she respects it and a national search will begin immediately.

reporting live, jennifer franciotti, wbal-tv 11 news. >> police are investigating a suspicious death in west baltimore. police responded around 7:30 authors the night and found a body on the scene. an autopsy was performed to dermine the cause of death. a woman is dead and another is critically injured after a shooting at a church. there were discovered inside a church office at st. peter's episcopal church in ellicott city. police found the body of a man in the woods near the church with an apparent self-inflicted gunshot wound to the chest. >> we're looking into the possibility that this was a self-inflicted gunshot wound and that this man may have been involved in some way because police have not released the

identity of the victims. >> a judge convicts one brother. the judge cleared avi werdesheim of all charges but found his older brother guilty. he faces up to 10 years in prison on the assault count. >> we were hoping she would find him not guilty of all accounts. we're happy that eli was acquitted of one of the three counts. we look forward to continuing the advocacy for eli. >> we knew there were guilty parties involved. we have to believe in the system. >> the victim is attorneys have dropped a civil suit against the werdesheims and the watch group .honn greeshomrim

the defense argues the political definition of suppression is different from the legal won at what julius henson did did not meet that standard. >> the governor is considering forming a commission to look into a potential gambling site in prince george's county. how to divide revenue from the casinos. the government would consider a second special session. it would have to come after the first special session to rework the budget. a leading economist is taking issue with maryland's budget process. she has been reviewing decades of reports of the panel of legislators that makes recommendations on how much the state budget should grow each year. her research finds the committee has failed to keep state spending in check for the past

>> the mayor described this as a retirement. bealefeld said, "this was a tough decision for me and my family, but this is the right time for me to bring my career with the baltimore police department to a close." he says, "i am looking forward to enjoying retirement with my family and close friends." the city's homicide numbers dropped during his tenure. baltimore had the fewest number of homicides in 2011 in 35 years. since 2007, overall gun crimes dropped. the news has not been all positive. bealefeld said he has made it his mission to rid corruption within the department. 17 police officers were charged in a kickback scandal. another officer was convicted of selling heroin while on duty. >> he came in on a mess. he did as much as he could. he helped the police and helped the citizens. i'm sorry he is leaving.
