northbound 83 has reopened. we have closures in the city along the charles because of flower mart. enclosures around mount vernon and portions of madison and that area. some of fire department activity along york road. looking good on the harrisburg expressway despite the fog. 11 minutes on the outer loop northeast side. 10 minutes on southbound 95 from the beltway down towards 32. this is 95 at white marsh. looking pretty good all the way down to the fort mchenry and beyond. the harrisburg expressway is back to normal after an earlier accident. that is the latest on traffic pulse 11. >> the highly anticipated hiring

numbers are out today. >> the above jobs report comes as president obama and mitt romney gear up for an election battle. stacey cohen joins us live with a report. >> the jobs report is coming out. we're expecting that employers added about 170,000 jobs in april. the unemployment rate is expected to remain around 8%. you can bet that will become political fodder this election season. for all the smiles and salutations of election-year politics -- >> thank you. what a welcome. >> i am honored to welcome you to cinco de mayo at the white house. >> president obama and mitt romney are carefully crafting

their message on the nation's economy. at an event in virginia, mitt romney claimed the president had accomplished little. >> a guy who promised he would make things better, and now we have 23 million americans out of work. or stopped looking for work. >> at the white house, a different spin. >> we need policies that will move us forward and continue us in the direction we have been going, which has led to 25 straight months of private- sector job creation. >> but the growth has been slow. >> we are not slipping into a recession, but it will not be strong enough to generate the kind of job growth that will bring the unemployment rate down. >> no matter how the numbers fall, president obama will likely get the credit or the blame. >> if unemployment is high, he is in deep trouble. if unemployment is down, it doesn't matter what he tries to make them remember.

>> both candidates are hitting the campaign trail. mitt romney will be in pennsylvania, and president obama kicks off his campaign rallies this weekend. >> what to economists think the unemployment rate will look like around election time? >> the president would like to be lower. economists are predicting that it will drop below 8% by election day. the historical norm is around 6%. that was not hit until 2015 and that is not good news for the president. >> thank you. >> fred bealefeld is stepping down. jennifer franciotti is live at city police headquarters. do we know why he decided to retire? >> not really. he says he wants to spend more time with his family and friends.

he has been the top cop since 2007. after 31 years, he says it is time to move on. in a statement, the mayor said bealefeld is retiring effective august 1. bealefeld said, "this was a tough decision, but this is the right time for me to bring my career to a close." he says, "i'm looking forward to enjoying retirement with my family and close friends." one is surprised by the announcement. >> i thought at least externally in the crime-fighting category that the police department was doing well. internally, they had their issues. it was becoming more and more difficult. >> the mayor issued a statement saying she is saddened by his decision but she respects it and a national search will begin immediately.

reporting live, jennifer franciotti, wbal-tv 11 news. >> police are investigating a suspicious death in west baltimore. police responded around 7:30 authors the night and found a body on the scene. an autopsy was performed to dermine the cause of death. a woman is dead and another is critically injured after a shooting at a church. there were discovered inside a church office at st. peter's episcopal church in ellicott city. police found the body of a man in the woods near the church with an apparent self-inflicted gunshot wound to the chest. >> we're looking into the possibility that this was a self-inflicted gunshot wound and that this man may have been involved in some way because police have not released the

identity of the victims. >> a judge convicts one brother. the judge cleared avi werdesheim of all charges but found his older brother guilty. he faces up to 10 years in prison on the assault count. >> we were hoping she would find him not guilty of all accounts. we're happy that eli was acquitted of one of the three counts. we look forward to continuing the advocacy for eli. >> we knew there were guilty parties involved. we have to believe in the system. >> the victim is attorneys have dropped a civil suit against the werdesheims and the watch group .honn greeshomrim

the defense argues the political definition of suppression is different from the legal won at what julius henson did did not meet that standard. >> the governor is considering forming a commission to look into a potential gambling site in prince george's county. how to divide revenue from the casinos. the government would consider a second special session. it would have to come after the first special session to rework the budget. a leading economist is taking issue with maryland's budget process. she has been reviewing decades of reports of the panel of legislators that makes recommendations on how much the state budget should grow each year. her research finds the committee has failed to keep state spending in check for the past

30 years. she said members ignored their own guidelines and acted more like a spending guideline than a spending cap. >> there would set a criteria for income growth. thathey found another way to justify it fitted not sit well. >> she recommends abolishing the committee and putting a plan in place that limits budget growth to the sum of inflation and population. >> ravens fans may be waking up in a bad mood after finding that terrell suggs suffered a devastating injury. he will undergo surgery to tendon. torn achilles' keith mills will have more when the joins us later in sports.

along york road in both directions because of fire department activity. you may want to consider the harrisburg expressway this morning. inner loop of the beltway approaching 95 on the northeast corner, you'll find some delays because of an accident. we have some closures in the city. charles street is closed along with medicine and not for it because of flower mart. we start with 95 in the white marsh area. it is a little foggy but no delays to report. 83 north of the beltway checking out just fine. that is the latest on traffic pulse 11. >> china may be opening the door to resolve a diplomatic standoff over a blind activists. he will be allowed to apply to

study overseas. he has been under house arrest for six years for exposing chinese human rights violations. he left for a chinese hospital on wednesday and says he fears for his safety if he remains in china. the alleged masterminds are finally being brought to justice. khalid shaikh mohammed will be arraigned tomorrow by a military commission. the defendants face charges including hijacking, conspiracy, and murder. they could face the death penalty if convicted. former nfl star junior seau's death as been ruled a suicide. officials are waiting for his family to decide if his brain can be turned over to researchers. his ex-wife says he suffered

were not happy with the storm last night. >> we had some big funder last night. thunder.d some big funde visibility is down to a quarter of a mile in some areas. the storm will come back later tonight. high temperature near 83. it will be a muggy day. will check the seven-day forecast in just a few minutes. >> police commissioner fred bealefeld announces he is retiring. >> jennifer franciotti has some reaction. >> commissioner bealefeld has been with the department for 31 years and spent the last five as the city's top cop but now he says the time to move on. he is known as baltimore's top cop and has a passionate way with words. >> bad guys with guns.

>> the mayor described this as a retirement. bealefeld said, "this was a tough decision for me and my family, but this is the right time for me to bring my career with the baltimore police department to a close." he says, "i am looking forward to enjoying retirement with my family and close friends." the city's homicide numbers dropped during his tenure. baltimore had the fewest number of homicides in 2011 in 35 years. since 2007, overall gun crimes dropped. the news has not been all positive. bealefeld said he has made it his mission to rid corruption within the department. 17 police officers were charged in a kickback scandal. another officer was convicted of selling heroin while on duty. >> he came in on a mess. he did as much as he could. he helped the police and helped the citizens. i'm sorry he is leaving.

huguely was found guilty of murder -- the anniversary of her daughter's murder. >> four people are recovering after a school bus accident in owings mills. the bus and another vehicle collided just before 5:00 p.m. near deer park elementary. none of the injuries were considered life-threatening. baltimore county will hire fewer school teachers. they expect to sign contracts with about 400 new teachers for the fall. is a far cry from the 1000 they had last year. there was a shift in student enrollment. the need for more teachers in the elementary school level. baltimore county is the 25th largest school district. >> a ruling about pit bulls

north. some storms through west virginia and up by the great lakes. the sunshine will destabilize the atmosphere. there could be strong and severe thunderstorms. a slight chance that we could get some large hail and wind gusts over 60 miles per hour. a mixture of sun and clouds. fog this morning. a chance for showers and thunderstorms this afternoon. high temperature between 80 and 85. something cool this weekend -- super moon on saturday and sunday night. the moon will be 10,000 miles than average. it will be about 30% brighter. the high tides will be higher than average. i think you'll be able to see the super ramoon because the clouds should be clearing up by friday.
