>> good morning. let's get you up to date on the west side. an accident just past liberty is taking up the right lane, causing some delays. avoid it if you can. in the city, a couple of accidents. there's one at lakeside which involves an overturned vehicle. another on the southwest side of the city. 22 at shamrock road is clear. 10 minutes on southbound 95 down towards 32. 12 minutes on the outer loop west side. those delays will be popping up big time. this is liberty. you can see the right lane is closed and causing a major backup in the outer loop. we will keep you posted on how things evolve. we're seeing the normal volume come into play.

this is 83 out of the parkton region, a smooth start down towards the beltway. that is the latest on traffic pulse 11. back to you, stan and mindy. >> police say they have arrested a man who is a peeping tom. >> kim dacey is live at police headquarters with the story. >> the man was arrested after a student chased him down. this happened last week. police say he was spying on women in building a. two women reported run-ins with him. a third victim caught him in the act and chased him until officers caught up. he is now facing two criminal counts. -- six criminal counts. investigators believe more women may come forward to add to those charges because they say he has shown a disturbing pattern of behavior.

>> this suspect clearly has a history of behavior. we have three incidents we have looked at and are investigating to see if he is connected with similar incidents at other college campuses. this is much more than a prank. this is a violation. >> he was set to stand trial in baltimore city next week for a similar incident. he pled guilty to another charge in january and got a $50 fine. kim dacey, wbal-tv 11 news. >> police have arrested eight suspected serial arsonist in colombia. surveillance video help them track down the man. he's charged with seven arsons. the damage estimates are near $400,000. this week is arson awareness week and the theme focuses on young fire setters.

thwarted by the cia. >> this was a non-metallic bomb that never made it onto a plane, but it was intended to go on an american plane. >> agents stepped in before the bomber picked a target or bought a ticket. this device is said to be an upgrade of the one that failed to detonate abort eight detroit-bound plane on christmas day in 2009 and expected to be hidden inside somebody's underwear. >> it is being analyzed and tested. this could be significant if a non-metallic bomb could make its way through our metal detectors without being spotted. >> the white house and the department of homeland security -- bombers are not clear. authorities believe the bomb was made by the man responsible for the first underwear bomb and two others built into printer

cartridges in 2010. >> what this incident makes clear is that this country has to continue to remain vigilant against those that would seek to attack this country. >> u.s. officials insist the latest plot was not linked to the anniversary of the killing of osama bin laden. stan? >> could the bomb have passed through airport security? >> officials are concerned it might have been able to do that. there was no metal in it there is concern it could have gone to the metal detector. it contained a white powdery substance that is rarely detected by x-ray machines. what a body scanner has picked up the bomb? the fbi is examining the device at this point.

we're starting you off with a live view from the skycam. 62 degrees downtown. a chance for rain today. i'm alive at the learning center and we're talking about hartford's most beautiful baby contest which is coming up on saturday. we already have all of the semifinals. they are down to about 10 children this year. i have something special -- the former winners. i'm here with carolyn. -- i'm here with jennifer and you have carolyn. was the most beautiful baby in 2010. look how much she has grown. >> she just turned 3. she is keeping up with their brothers who are 6 and talking a lot more than she did two years ago.

it is kind of a busy morning commute on the west side. the accident in the outer loop past liberty is off to the side. we have a slow go leading up to it. in a lakeside avenue, an overturned vehicle. in terms of traffic elsewhere, we are not tracking any delays on the j.f.x. through the construction zone. 95 out of the northeast looks good. major delays from 795 down to the accident scene. it is off to the side past they're ready. the delay stretches back to reisterstown road and the delay continues down towards liberty. that is the latest on traffic pulse 11. >> some disturbing footage of a california police officer beating a homeless man.

the video shows the officer beating him and taser him after he was slow to cooperate with their request. he died five days later. both officers have pleaded not guilty. bodies of the mother and daughter were found. they went missing 11 days ago. the bodies were discovered in a shallow grave. fbi officials believe that mays on the run. >> the controversy over so- called pink slime will cost hundreds of people their jobs. three plants will be closing. 650 jobs will be cut by the closures.
