most areas are pretty much caught up with the rain. we'll get some more this morning. heavier rain falling in the western suburbs. western baltimore county, reisterstown, owings mills, carroll county, we will see that for the next 15 or 20 minutes. heavy rain west of baltimore. off and on showers. the heaviest rain will be this morning. light showers this afternoon. a high near 75. we will check the seven-day forecast going all the way into the weekend. first we will see how the rain is affecting the roads. >> good morning. at washingtoneastb boulevard. a water main break closure on the westbound side of liberty road at washington avenue.

>> last night the senate gave approval to a spending plan that contains an income tax increase. it affects individuals making more than $100,000. the proposal and shifts the cost of teacher pensions and raises sales tax on little cigars. republicans voiced opposition on the special session. the budget includes more taxes. demonstrators descended on annapolis yesterday. supporters protested the plan to raise taxes. others say the doomsday budget would be devastating to education. >> it is belt-tightening. teachers cannot afford that. and increasing class sizes. >> the budget was passed. don't have a special session.

police arrest a suspect following a stabbing. police responded on east monument street. a man was stabbed several times with a pair of scissors. the victim is in stable condition. >> charges are pending against a driver who hit a crew of inmates doing cleanup work. three inmates were riding on a dump truck when it was hit by a passing car. one person was pinned between the trailer and the truck. the driver of the car, shawnta toney, is in stable condition. police are teaming up with a major utility company to help stop a type of crime -- copper
