at spring grove called 911 and 1:30 p.m. because they spotted two men entering the condemned building with hacksaws. they called 911. we will show you video. they surrounded that building and started searching it. they found one man and found copper pipe the men had been trying to take out of the building. the other man crawled into the attic. placer not sure if he got away or whether he is still inside. the search is complicated by the fact that there were condemned in the 1970's for asbestos and lead. they're looking to see of that second man is on the property out here. we will have more at 11:00 p.m. he is in custody and police had impounded the vehicle along with pipes that the men had taken out of the building. >> now to our other big story. the maryland house on the budget

>> remember the political maps between martin o'malley and bob ehrlich and the discussion on fees? this week. the special session marks the third time that democrat o'malley and his administration have pushed through significantly higher taxes and fees. during a previous special session in the fall of 2007, legislators approved a plan to increase the state sales tax. it went from 5 to 6%. the corporate income tax was also increased from 7% to 8.25%. the so-called millionaire's income tax has passed although an expired three years later. the tolls went up at the bridges and tunnels by record amounts. told that the key bridge, for a mechanic, and the tunnell jumped from $2 to $3 and will rise to

$4 next year. the toll went from $2 of the cents to $4 and will rise to $6 in 2013. also vehicle type -- title fees rose. the liquor tax increase from 6% to 9%. the special session is expected to produce an income tax hike for individuals making more than $100,000 and couples making more than 150,000. it will be added to a big fee increase. this doubles july 1. >> change maryland which bills itself as a nonpartisan group put out a list of 20 taxes and fees that have been raised since 2007 with an annual impact on taxpayers of $2.0 billion. the group complains the income tax is among the highest in the nation. >> thank you.

could there be a special session round 2? in front of the state house, demonstrators urged the governor to hold a special session to determine if a casino should operate. the governor will name a gaming commission to look into a sixth site and this decision is expected by late june. barry simms has a closer look. >> dog owners who were here believe this is a crisis that needs to be handled right now. they're worried about tenants losing their homes and people's being destroyed because those animals are considered dangerous. dog owners came out in support
