towards 100. 10 minutes to travel on 95 south from the beltway down towards 32. we wait for the roads to complete dry out. 83 at warren road is problem free at the moment. no delays from the maryland line all the way down to the beltway on the harrisburg expressway. 795 checks out just fine on franken boulevard. that is the latest on traffic pulse 11. --franklin boulevard. >> police are asking for the public's help locate a gunmen responsible for a drive-by shooting in parkville. >> jennifer franciotti is live with the story. >> the victim is in stable condition.

they say the shooting happened near a parkville hotel. the victim was a male and was walking near the welcome inn when a car pulled up next to him. a passenger began shooting at the victim. residents woke up startled monday morning to the sound of gunshots and a man screaming for his life. >> the paramedics got here. he said he did not want to die. he was screaming. they were trying to calm him down. >> so far the victim has not been identified. right now police to have a suspect or motive. anyone with information should call baltimore county police at 410-307-2020. >> police are investigating a shooting in west baltimore. it happened around lunchtime on tuesday appeared the victim was taken to shock trauma.

police believe the victim may have been targeted. a fourth person to a list of shootings on monday night. the final victim locked himself to the hospital. the other victims were a boy and at two and adults. none of the victims injuries are life threatening. no word as to a suspect or a possible motive. new data showing a lower crime rate. baltimore recorded the lowest numbers of homicides in three decades. there is an 18% decrease in homicides since 2009. nonfatal shootings are down 16% from this time last year. >> police have a father in custody charged in the debt of his own baby girl. police say demante palmer shook his infant daughter so vile only that she suffered fatal brain damage.

the incident happened a week ago but the baby died this past weekend. demante palmer now faces attempted murder and child abuse charges. no one objected to a plan announced last night's city council meeting. the current plan is to recruit private companies to sponsor a truck and exchange a sign recognizing the sponsor will appear on the vehicle. >> i first heard about the bill and i thought it was idiotic. we do not want to be like nascar or a bus going down the street. after the shock wore off, this shows how far we have to go to make things work in the city. >> the city hopes to expand the plant to city-owned buildings. the mayor says it is time to

about whether this was drug related or whether he was targeted. >> the committee includes an apartment and an extended-stay motel. >> police were called last june when a pregnant woman and her daughter were found murdered in one of the rooms. the woman's fiancee was charged with the murders. it is not clear if the victim was staying at the welcome inn. the victim listed in critical but stable condition. police say anyone with information should give them a call at 410-307-2020. reporting live, jennifer franciotti, wbal-tv 11 news. >> julius henson is paying for his crime. a judge has ruled he must pay more than $1 million in damages for violations of the consumer telephone protection act.
