a tow truck is on the scene. 66 on southbound 83. no delays to report on to the j.f.x. into town. speeds on average around 63 on 95 from white marsh to the beltway. no problems at the fort mchenry. 11 minutes on the outer loop northeast side. 10 minutes to travel south to 95 from the beltway southwest down towards 32. 83 from the parkton region looks good. a nice start although volume is building in the outer loop at security. watch for the accident along security at the beltway. that is the latest on traffic pulse 11. >> a double shooting overnight in west baltimore has police looking for some answers. shots were fired before 1:00 this boating.

a man and woman were both struck by gunfire. investigators were called to east lafayette avenue with a found a man suffering from gunshot wounds. no word as to a suspect or a possible motive. state leaders have now come out with a call to make the inner harbor safer. jim brochin has now voiced his concern following statements made by pat mcdonough. kim dacey is live at city police headquarters with more on the story. good morning. >> just a couple of weeks ago, it was republican state delegate pat mcdonough who raised a red flag about safety at the inner harbor after a number of attacks by groups of young people. he does not agree with the racial overtones delegate mcdonough put forth, democratic state senator jim brochin from baltimore county agrees there is a problem downtown. he also agrees that state police should be brought in to help with security. the mayor's office refused to comment on the senator's

identify a person of interest. images of this man were captured by surveillance cameras. investigators say a woman was walking around 1:30 a.m. when the suspect grabbed her from behind and sexually assaulted her. >> definitely an area where there might be people that saw more than they realize. we're hoping even just really from this video that people might have seen something else and like, "oh, i think i remember that guy." you know, that kind of thing. >> authorities are asking anyone with information to call metro crime stoppers at 1-866-7- lockup. about to enter people gathered last night to pray for the victims of john merzbacher. he is now 70 years old and is appealing his four life sentences. the former schoolteacher was convicted of raping a student

good morning. >> good morning. it is a toss about which is more anticipated -- the new casino or ben bernanke testifying. that is the sound of good news on wall street as stocks surged before the closing bell yesterday. the dow up 287 points, erasing that big drop friday after a weak jobs report sent shares plummeting. the s&p 500 up nearly 30 points. now all eyes are on this man, the head of the federal reserve, who will testify in front of congress today. >> i think the investors want to hear whether the fed believes that the last month's employment numbers were an anomaly. >> at its meeting in june, the fed may take some action to help stimulate the economy. we could hear some clues about that when ben bernanke speaks to lawmakers. >> he'll use a lot of words to basically say, "i'm going to wait and see at this point." >> but investors seem to be feeling optimistic, boosted by a report out of europe that says leaders there will try to ease the debt crisis and help out spanish banks.
