[captioning made possible by constellation energy group] captioned by the national captioning institute --www.ncicap.org-- >> live, local, latebreaking. this is wbal-tv 11 news at noon. >> good afternoon. i am sarah caldwell. we begin with breaking news out of westminster, where a small plane crash has happened. roy, what have you learned from the scene? >> you can see what the crash site looks like right now. we have a video to show you of what it looks like when we first got here. just after 10:00 this morning, a small airplane made a radio call stating that they had issues with the elevator system and was in the process of making an emergency landing at carroll county airport. since it did not have control with the elevator, it ended up crashing into the end of the

runway and ended up sharing the wings off and the fuselage coming to settle some 20, 30, 40 yards past the wings. maryland state police responded to transport victims to shock trauma, but the helicopter ended up breaking down at the scene. they had a second trooper pick of the victim up and transport to shock trauma in critical condition. the airport remains closed because there is a ballistic parachute system that is on this aviation aircraft, and they are concerned because it has not been deployed and they don't know what shape than ballistic system is in and are waiting for maintenance to come out here before they removed and the airplane. reporting why, i am captain roy taylor. > -- reporting live, i am captain roy taylor. >> all baltimore police officer is on administrative leave

after a teenager had a confrontation with and died. after chasing after several people, he found christopher brown hiding in bushes at starbrook road. police say that during the course of a physical fight, brown became unconscious a source close to 11 news tells 11 -- says that the officer put the teenager in a choke hold. >> why to the officer have to do that? he had no weapons. >> what has to happen now is that our homicide unit does a full investigation to determine what the facts of the case are and whether there was a justifiable use of force. >> once police finished their investigation, the case will go to the state's attorney's office. police have ruled the death of an infant in west baltimore and homicide. first responders responded to the home at north stricker

street around 10:00 thursday morning the victim, a 1-year-old girl, died at the hospital. . the cause of death was blunt force trauma. no charges have been filed. authorities attempt to arrest a group of the six suspects at clippard mill road. they tell 11 news that the suspects are responsible for a string of armed robberies in the area. four of them attempted to get away in a car, and one of the officers shot the driver in the shoulder. his injuries were not life- threatening. officers arrested all six suspects, who now face federal charges. new charges for the man at the center of a harford county cannibalism case. a jury has indicted alexander kinyua on an attempted murder charge stemming from a violent encounter inside a morgan state university dorm room. joshua cesar says that kinyua him over the head with a

baseball bat, knocking him out. days later, he killed a family friend in harford county before eating the man's heart and parts of his brain. another grand jury has indicted a man accused of videotaping boys in a local rest stop bathrooms. police say 28-year-old brian williams used multiple cellphones to secretly record a young boy in the restrooms of the chesapeake house and maryland house rest areas. he had a similar video files on a memory card. faces child pornography charges. >> weather outside is almost too perfect. yesterday we had a few scattered clouds. today, we expect fewer clouds, if any at all. plenty of sunshine. this large area of pressure is parked over the eastern seaboard. rain in the gulf coast region in florida, and out west, a nurse from activity.

>> disturbing story out of illinois. a couple there behind bars, accused of binding and blindfolding two of their children in a wal-mart parking lots. the children were found with their hands tied and blindfolded over their eyes. the parents are charged with child abuse and child endangerment to those charges are felonies. the father faces one count of obstruction. police have not released the motive. daredevil nik wallenda will try to do something no one has ever done before, walk a tightrope over niagara falls. the cable stretching from the u.s. side to canada is more than 1500feet long and hangs it more than 170 feet above the falls. it continues a family tradition dating back seven generations. 11 news was live as he walked across the inner harbor last
