approaching liberty. a smooth ride and problem free towards the white marsh area and the fort mchenry tunnel. that is the latest on traffic pulse 11. >> the battle lines are being drawn over how to fund the budget. >> the mayor submitted her plan and the city council decided to go in a different direction. kim dacey is live with more on the story. what is the reaction been from the mayor? >> the mayor says she does not understand the council's actions. they don't make sense to her. at the meeting last night, the council signaled their intentions to go against her proposed budget. the council and mayor did agree on raising the bottle tax from two to five cents. the council approved a measure to sell advertising space on the side of fire trucks and medic units. sponsor pete welch believes the ads will bring in enough money to prevent three fire companies from closing. the mayor isn't sure they'll bring in enough cash to save

those companies. councilmembers also made it clear they are willing to attack her funding priorities if she ignores theirs. in an effort to safeguard the fire companies and rec centers, they voted to cut over $5 million from the mayor's proposed budget, including police department funding. >> that is not acceptable. you do not say, "congratulations, you have done a good job" and then recommend cutting the budget just doesn't make common sense. so, i'm not going to jeopardize the safety of our city. >> these budget negotiations between the mayor and the city council are ongoing. kim dacey, wbal-tv 11 news. >> thank you. joan pratt has accused the mayor of going behind the backs by purchasing over $650,000 worth of new phone equipment. officials of the mayor's office

say the purchases were made under existing contracts. >> i did know this. i did know that the mayor was trying to take over the duties and responsibilities of the municipal telephone exchange. because the mayor offered me real-estate positions in exchange for the department of communications, and i told her it was an insult. >> i'm very deeply disappointed with the false accusations of the comptroller, and i look forward to receiving an apology. the city solicitor has already determined that the allegations are without legal or factual merit. i welcome this or any review of the inspector general because i know that they're untrue. >> they were expected to meet about the issue yesterday but the mayor canceled that meeting. try to strip liquor stores of their licenses. 128 stores have been identified
