isthe mayor's spending plan moving forward. they gave preliminary approval tonight for the $2.8 billion operating budget for fiscal year 2013. in a statement after the vote, the mayor said thank-you. this plan closes a $48 million deficit while fulfilling the obligations to public schools. the continuing an aggressive plan to hire hundreds of new police officers while cutting taxes for city homeowners. came afterreen light weeks of protest from citizens and council members concerned that the mayor's budget would cut into essential city services, shutting down recreation centers, and permanently closing three fire companies. >> these and other parties that they wanted.

two men are behind bars after being linked to the murder of a college student found dead inside of his own car. they charged him with first- degree murder and armed robbery. authorities believe he worked in that robbery that had turned deadly. it happened where police say they found miguel daily suffering from gunshot wounds. the vehicle was left running. police say that there is no cause for concern. >> these are parties that knew each other and it was an act of violence. >> heart of an ongoing investigation will continue until they can figure out who pulled the trigger. >> loved ones gather this

a shocker this evening, away from the courtroom, the adopted son of jerry sandusky claimed that he was abused by his adoptive father and said he was ready to testify. they never heard this latest acquisition. in closing arguments, the former penn state assistant football coach was portrayed by his defense as a victim. and they said, that is what this case is all about. the drawing from her testimony, they had a clear pattern in singling out and abusing young boys. we spoke to his adopted son and he was ready to deliver damaging testimony. in a statement released by his attorney, he revealed that he
