that is set down until 5:00 p.m. tonight. 161 a much better bet. of a crash at philadelphia road and 543. speeds around 62 edgemere parkville. over towards the west side, 56 traveling past 795. here's a quick live look at traffic. 95 at 543, no delays. we're seeing a slowing southbound from 175 down towards 32 on 295. that is the latest on traffic pulse 11. >> a shooting overnight in west baltimore has police looking for clues this morning. the shots were fired just after midnight. officers found a victim shot

several times in the leg. he was taken to shock trauma for treatment. there was an incident at a graduation party that left five people injured. police received several calls about loud noises. they found a boy shot. they discovered that three others stabbed. the baltimore county mother is demanding justice following the death of her son. christopher brown died after an altercation with a police officer earlier this month. his mother feels the officer is getting special treatment because of his job. >> if was the average joe blow, he would be behind bars right

now. >> we're in the middle of this investigation. this is a serious matter and it is not something that can be turned around overnight. >> the state's attorney says he has spoken with the brown family and promise them a full and fair investigation of the case. >> the mayor's budget has passed. the spending plan was approved on monday. there will be two fire company closures. >> something has to go. we're not going to raise any property taxes.

money. yesterday she said the solicitor made a mistake by approving the purchase of these pricy videophones. they went through the i.t. office instead of going to the public bidding process. the solicitor stretched the definition of "computer" in his findings. >> mr. nielson in his opinion violated the city's charter by saying this is a computer. if i go in a store and ask for a telephone, they are not going to take me to the computer center. if i go to purchase a computer, they will not take me to the section to buy a telephone. >> she made an opinion. she has avenues to take. as far as i'm concerned, this is a closed issue. onthe solicitor's opinion the issue found the phone purchase was neither out of the ordinary nor in violation of the law. kim dacey, wbal-tv 11 news.

things will change later this week. the heat will come back. >> the city comptroller is considering calling for an incident --independent investigation. >> kim dacey joins us live with more of the ongoing feud at city hall. >> the mayor and comptroller are two of the most powerful females in the city, and they're locked in a battle. joan pratt is widening the scope of her outrage against the mayor's office. she told 11 news the solicitor made a mistake by approving the mayor's purchase of videophones through the i.t. office instead of going through the public bidding process. she said solicitor george nelson stretched the definition of "computer" in his findings.
