>> a raid inside the police department conducted by the department's own detectives involved in overtime pay. kai reed is live at city police headquarters with that story tonight. >> what makes the case so unusual is that the internal affairs division actually had to get a search warrant signed by a judge to get these records from within its own police department. a department spokesperson confirmed that the search warrant was executed inside the offices of the violent crimes impact division located in northwest baltimore. it is a specialized unit that focuses on violent crime. the spokesperson said the search warrants saw records as part of personnel investigation conducted by the internal affairs division. a separate source says the target of that investigation is the possible abuse of overtime pay. the violent crimes impact division accounts for a large portion of the overtime spent by the police department that totals tens of millions of dollars every year. some of the officers have been the target of misconduct

investigations. the department would offer no other comment on the investigation or a specific targets. >> about 300 officers make up the violent crimes impact division which includes the narcotics unit. we are live downtown, kai reed, wbal-tv 11 news. >> there is even more late breaking news involving the city police department. unrelated to that overtime pay investigation, sources tell us that john keane has abruptly left the department. he was on an earlier this year by commissioner fred bealefeld to implement new training standards for the city police. the department has not provided any details on why king left, but a spokesperson would only say it involves a personnel matter. an officer accused of lying about being shot while on duty in a downtown parking garage. the detective faces perjury and

misconduct charges after claiming he was shot during an attack in january 2011. prosecutor said he falsified the story to get workman's comp. he is currently assigned to the department's property division. >> of baltimore county police officer has been indicted in the death of randallstown teenager. sheldon dutes has been reporting on these developments throughout the day and joins us live from county police headquarters in towson with more on the case and also a closer look into the officers background. >> officer laboard was a nine- year veteran and was released on his own recognizance after turning itself in this afternoon. it was determined he is not a flight risk or dangerous to the community. chris brown is not satisfied with the manslaughter charges in the death of his son. >> he murdered my child on another person's lawn with no

regard for his life or the neighbors. >> the county state's attorney's office says the timing of the announcement has nothing to do with public pressure. >> the fact that he was an off- duty police officer had no bearing on the time it took to evaluate the evidence and to move the case for to the grand jury. >> his attorney declined to speak with us on the particulars of the case but we learned a lot more about officer laboard during the hearing. he has been with the police department for nine years and has a pristine record with the department. he is a graduate of woodlawn high school and attended morgan state university before deciding to become a police officer. his attorney says he turn himself in after learning about the warrant for his arrest. he was off duty the night brown died. he chased the teenager several blocks after hearing a loud noise at his door. witnesses said there was a physical fight and the teenager

became unconscious. the medical examiner said brown died from asphyxiation. >> in this case, the evidence showed that in a moment during this investigation, the officer stepped beyond the scope of his employment. >> he did not consider that christopher has a family. he did not consider anything when he killed him that night. >> he was released on his own recognizance after turning himself in. he now faces both manslaughter and involuntary manslaughter charges. >> the system is designed to remain impartial to both the accused and the victim, and in this case, i believe that justice was not done. >> the officer has been suspended without pay and the arraignment is scheduled in the next month or two. sheldon dutes, wbal-tv 11 news. >> while emotions are undoubtedly running high for all parties involved, we wanted to get some legal perspective on

the case. while not directly involved in these particular proceedings, we asked defense attorney warren brown to give us his take on what he believes the biggest officer -- the biggest obstacle the officer would have in defending himself. >> he leaves his home and pursues. he puts himself in harm's way, so it will be hard for him to argue self-defense. by all rights, what he should have done is called the police, actually. >> still, route thing -- brown thinks his attorneys will argue in court that the officer acted in self-defense, or the results worker an accident. >> 24-year-old eli avi werdesheim received a three-year suspended sentence and three years' probation after his conviction for second-degree assault and false imprisonment. werdesheim was convicted in the beating of a black teenager in

the park heights neighborhood. the attorney and the victim's family said the sentence was the right thing to do. he also has to write a number of essays about neighborhood diversity. we are getting a rare look at the treasure trove of documents of presidential memorabilia collector stole from the maryland historical society last july. he will spend the next seven years in prison for his deft. he lived at least 6500 items worth more than a million dollars from archives all around the country. it includes copies of presidential inaugural addresses, letters written by isaac newton and charles dickens. >> we want to bring a breaking news from harvard county. deputies are investigating a shooting in edgewood. just after 10:00 tonight, deputies found a man in the 1700 block of downtown rock way with at least one gunshot. he was brought to shock trauma and we are awaiting an update on

his condition. there is no word on a suspect or possible motive. in anne arundel county, firefighters battled a blaze in hanover. it happened just before 5:00. the crew for met with heavy claims on the scene. it took about 20 minutes to get the fire under control. one person was transported from the scene of that blaze for a medical problem unrelated to this fire. tonight, an update on the deadly accident in harford county involving a motorcycle and a county owned dump truck. the victim has been identified as 24-year-old samuel agostini. according to witnesses, the motorcycle had been traveling at a high rate of speed and was seen crossing the double yellow lines. baltimore county police said the man on your screen, 51-year-old michael hamilton, fired shots at a group of kayakers along the

river in gunpowder falls. happened around 8:00 last evening in the 1400 block of blue mountain road. the group of seven kayakers were practicing maneuvers when they say that passed the house for someone yelled at them to leave. that is when police say hamilton repeatedly shot at the kayakers in nearly hit the group. investigators say he admitted to pulling the trigger, but not in their direction. he is now facing assault charges. >> if you pay for water usage in balte city, get ready to pay more. and 9% increase was approved for water and sewer rates. the average family of four will see their water bill increase about $97 per year. it takes effect tomorrow. there are assistance programs for those who cannot afford the increase. for more information on that, had to wbaltv.com. starting next month, liquor stores in the city will no longer be able to sell anything to minors, including snacks and

sodas. the mayor signed a new bill into law today aimed at keeping kids out of such establishments. the law does not apply to grocery stores or stores that sell beer and wine but not hard liquor. >> the fourth u.s. court of appeals has signed with maryland anti-abortion counseling centers. greater baltimore center for pregnancy concerns, the archbishop of baltimore and the roman catholic church chalice a city ordinance that require pregnancy counseling centers that don't provide abortion or birth control to post disclaimers stating so. the archbishop in baltimore ruling and said this ruling represents a major victory for the first amendment and for those people who seek to live their lives and their faith according to it. >> we are just hours away from the u.s. supreme court ruling on president obama's landmark

health-care law. 26 states are challenging the constitutionality of a law. the major question before the court, whether congress exceeded its authority when it mandated that all americans obtain health insurance and whether an expansion of the medicaid program is an unfair burden on states. the high court's decision will set a precedent regardless of how it rules. baltimore top health official said the city is in the top high of -- the top five when it comes to hiv diagnosis. local and state health officials are using the moment to encourage everyone to be tested. before able to get checked out for free at mobil testing sites outside of walgreen's. one advocate says the stigma surrounding the disease often scarce people away from testing. >> lot of people run from the word hiv. the more you know about hiv, the more you can spread it to the
