manslaughter charges. jennifer franciotti is live in towson with more on the story. good morning. >> the officer has been charged with involuntary manslaughter. he was indicted by grand jury. he is a nine-year veteran of the police department. he was off duty the night he is accused of chasing christopher brown after hearing a loud nor at his home. they got into a physical fight and the teenager became unconscious. brown died from asphyxiation. >> in this case, the evidence shows that a moment during this altercation, officer laboard stepped beyond the scope of his employment. >> he didn't consider that christopher doesn't come home. he didn't consider that christopher has a family. he didn't consider that it'sis a kid.

he didn't consider anything when he killed him that night. >> that was christopher brown's mother and she is not happy with the charges. we've been told that laboard has been released on his own recognizance. >> thank you. we have learned that a police officer is facing perjury and misconduct charges after clement to have been shot while on duty. detective anthony fata claimed he was shot in january of 2011. prosecutors say he falsified his story in an unsuccessful bid to get workers' comp. another scandal rocked the police department as an internal investigation is launched into possible abuses of overtime pay. a search warrant was issued for a division that accounts for

large portions of the overtime that is spent by the police department which totals tens of millions of dollars every year. more late breaking news unrelated to the overtime pay investigation. john king has left the department. he was brought in by decommissioned to implement new training standards for city police. the department has not provided details on why he has left. >> residents are being told to dig deeper for their use of city water. a 9% increase has been approved. that is about a $97 a year increase for the average family of four. there are assistance programs for those who need it. liquor stores in the city will

>> do i want murder charges? he murdered my child. no regard for his life or the neighbor. >> christopher brown's mother is not happy with the charges against officer james laboard. he has been indicted by a grand jury. something county officials say had nothing to do with public pressure. >> the fact that he was a police officer took no bearing. >> he is a single father and has been with the police department for nine years. according to testimony, he has a pristine record with the department. he is a graduate of woodlawn high school and decided to become a police officer. his attorney said he turned himself in after learning about the warrant for his arrest. he was off duty the night that brown died and is accused of chasing the teenager. there was a loud noise at his front door.
