expand medicaid. we have details from sally kidd. >> it is a surprise twist. chief justice john roberts cast the deciding vote. that court ruled the health care law is constitutional. including its controversial centerpiece, the mandate requiring all americans carry health insurance or pay a fine. >> today's decision was a victory for people all over this country. whose lives will be more secure because of this law and the supreme court's decision to uphold it. >> john roberts wrote that while the government does not have the power to force people to buy insurance, congress does have the authority to impose taxes on those without insurance. the individual mandate constitutes a tax. the court placed limits on the expansion.

>> maryland passed legislation setting up a health care exchange where individuals and small businesses can buy coverage. the health benefit exchange does not rely on state funds but of $34.40 million in federal grants. >> there is a process that is similar to work on a strategy for the long term financing and an exchange is expected to bring between $500,000,000.1000000238 dollars a year in federal subsidies for people who buy insurance. people cannot afford coverage, it becomes within reach because of the subsidy. >> republicans pounced on the decision calling it disappointing but revealing. >> the president in his response said he disagreed that it was a tax but the supreme court has held it is a tax. >> taxpayers will be required to provide their health insurance that is on returns in 2015. the ira's will go after those who choose not to purchase any or pay the penalty.
