a mixture of sun and clouds. high temperature of 92. we'll come back and check the forecast for the fourth of july. first we say good morning to kim. >> a busy morning on the road so far. at the fort mchenry, the right tube is blocked because of an accident. we have some downed wires in the city. middle river, pulaski, with a traffic light out at middle river road. howard county, woodbine road remains close between old frederick road and seven the because of a downed a tree. in glen burnie, ordnance road, another traffic light is out. a few things to watch out for. 795 in the area of owings mills boulevard. things are moving fine.

95 at the fort mchenry toll plaza. you can see the right tube is block. the left tube moving well. that is the latest on traffic pulse 11. >> with each passing hour, the efforts by b.g.e. crews to repair the damage continues to progress. >> 241,000 customers remain without power. 402,000 customers have had their power restored. most of the outages are in baltimore county and anne arundel county. some now have a long wait and have them. >> it will be a multi day restoration. we believe the majority of our customers will be restored late into this week.

>> an update on the progress from b.g.e. president. >> area homes continue to do their best. nadia ramdass continues our coverage live in northeast baltimore this morning. we just lost her. some businesses and had problems over the weekend. they had to shut down because they didn't have power. another problem -- residents in north baltimore had a tough time buying groceries because some businesses cannot open because they didn't have power. other businesses have to turn their customers away. they had no power because of friday's storm. employees were busy yesterday trying to salvage whatever food they could by transferring some of it to another store. but they still had to throw a lot of perishable items.

the manager said he cannot begin to estimate how much money they're losing because they had no power. >> it is a killer. we have no registers, we have no power. so, you lose out in that respect, but we will get it back. >> d. g. is hoping to have power restored to all their customers by the end of the week. the governor is pushing utilities to get the power back sooner. the governor said he understood the storms came up unexpectedly but the crews need to do everything they can. hundreds of extra crews are moving in from out of state to help b.g.e. restore the power. >> the storms caused at least two deaths in maryland, both by fallen trees. a woman died in silver spring in her bed.

kevin o'brien was pronounced dead at the scene over the weekend. two passengers were treated to injuries. many neighborhoods are being asked to conserve water. the treatment plant in annapolis has not been operating at full capacity. use water only for the essential purposes. officials are asking residents to use water rising throughout the city system so water tanks can refill. >> it takes a lot of energy, it takes a lot of work with the pumps at the filtration plants to produce massive quantities of water beyond the normal amounts. >> once power is restored calm residents should scale back other water use. a portable generator can create their own set of standards,

evacuated have now been allowed to return. they are finding utter devastation. the fire is the most destructive while fire in colorado history, burning 26 square miles and destroying 350 homes. mexico has a new president this morning. a new government that will be modern and open to criticism. pena nieto declared a victory late last night. his top challenger leftist candidate is refusing to concede. the only abortion clinic in mississippi will stay open for now after a judge issued a temporary restraining order to keep the clinic from shutting down.

president. you've been with the company for a long time. >> i never seen a summer storm like this. the impact of the storm was like a hurricane. effected over 4 million customers in the mid-atlantic region and hit b.g.e. pretty hard. there was no warning. we had days to prepare for irene. we have to start by process on saturday morning. we had to pull crews from quite a distance away. a lot of them came in last night. there will be on the scene working today. use it will have a hurricane it is in the fall. the weather after the hurricane is mild. we have an intense heat wave and it is difficult for customers

and for the workers. imagine the workers. i'm proud of our employees. they worked incredibly hard in difficult conditions. >> at the height of this, we had about 600,000 customers lose power and restore about two- thirds of that. >> we have made a lot of progress. we start working into the smaller never hurts. there's more work you have to accomplish. >> how do determine who gets power first? >> the first party is public safety, responded to wires that are down and responding to 911 calls. than to restore the backbone of your system. you have to get the major arteries back first. now we're out working the neighborhoods and do the smaller jobs. we tried to get the most

customers back as quickly as we can. >> people talk about it depends on who you are the gets your powers first. >> a hospital or critical facility gets priority. we try to look across the service territory and recognize that we want to have a balanced restoration. we try to work the biggest jobs first. that way we get the most restoration is the fastest. >> always be prepared. >> we do a lot during the summer to prepare for this. this was a difficult situation because the it is a long restoration time and because of the weather conditions. >> we're hearing as long as this weekend for everybody to get their power back on. >> i think will make most of

issue. >> we tried to promote safety. if we hear thunder, use the 30 minutes everybody gets out and clears the pullback. -- clears the pool deck. >> i can imagine. once they see lightning, 30 minutes out of the pool. that is fair enough. if you hear thunder, your clothes and out to be near a lightning -- you are close enough to be near lighting. thunder travels about 5 miles -- 1 mile per five seconds. that tells why you should be out of the pool. could safety tip -- good safety

>> welcome back to 11 news today. 6:44. the average to repair damage from the storm progress. 235,000 customers remain without power. 406,000 customers have had their power restored. the bad news is that some still in the dark may still have to wait several more days before their power comes back on. police are investigating a deadly shooting involving one of their own officers. a man was beating a woman saturday night. the suspect attempted to escape by foot. a fight ensued, leaving the officer to fire his weapon and shooting michael wudtee.

there was a house fire on valley road just before 6:00 p.m. last night. the fire department gave us these pictures. nobody was injured. the fire did about $100,000 worth of damage. >> you pay taxes but some state injuries -- agencies may be wasting your money. david collins has more. >> maryland state agencies have wasted as much as $63 million over the past three years, and in most cases, money that cannot be recovered. the state health department issues 2.5 million tax dollars to medicaid recipients who are deceased. the maryland transit administration paratransit program shelled out $744,000 in gasoline taxes it's exempt from paying. the maryland office of legislative audits uncovered these issues during the routine examinations it performs on each state agency every three
