he joins us live from north baltimore with some answers. >> the answer is an expensive one. the total estimated cost for just the b.g.e. territory alone is $9 billion. based on a study done nearly 10 years ago, as much as $400 a year for the next 15 to 20 years for each of us individually. it is this verses that. melissa mason likes living in a community where all the power lines are underground. >> i was not out very long with the storm. of course, underground mines feed into the upper ground lines, which caused me to be affected like anyone else. >> maryland law requires power lines to be underground in new subdivisions. according to bge, 60% of its paralyse our underground.

-- 68% of its power lines are underground. 38% are -- 32% are above ground. >> it is expensive even without challenges. >> 9,000 miles of wire to be buried comes out to $9 billion. >> it would cost somewhere between $340 and $415 per customer per year to retroactively put the wire underground. >> the study found conversion of the entire distribution systems of maryland utilities does not appear to be violable based on installation costs. a 2000 general assembly task force determine the life of underground cables is shorter than overhead lines. outages could be two to three times longer for underground

verses the overhead lines. >> when you have cable running underground, it is harder to find where the fault is. it takes much longer verses and overhead line. yes, a tree may have taken it out, but you know exactly what is wrong. you have is on the problem. >> a state of virginia study determined underground wires to be an -- unreasonable. in florida, it would require rate increases ranging from 85% to 100%. the public utility of texas cited costs as a deterrent for underground mines. >> it is a very expensive proposition. >> no new maryland studies are in the pipeline, or in the works, or even being considered, however, one study wrote the public utilities chairman requesting his agency run a

-- in the northeastern corner of the nation. heavy downpours, dangerous lightning, and unfortunately, some damaging winds are possible. i will show you where it is primarily in effect right now. it is these orange-shaded areas of adams county and york county. wind gusts of 60 miles per hour and large hail are possible. there's the potential for a gusty thunderstorms to arrive. 95 degrees at b.w.i. marshall today. 103 degrees at the inner harbor. most remarkable about the almanac, at the 83 degree morning low at the inner harbor. it probably will not get below 85 in downtown baltimore tonight. there is still 100 degree heat at the inner harbor. us, andto the north of back into the west it cools off a little in the mountains.

at ocean city in the next few days, right around the low 90's. with the humidity factored in, the heat index at the naval academy at 106. heat advisory warnings through 8:00 p.m. tonight and likely to be reissued tomorrow. under strong chances will diminish at midnight. partly cloudy around dawn tomorrow. it will not cool off much at all tonight. 85 is the low in downtown baltimore tonight. triple digits out into the plains. up in new england, 70's. where the two air masses collide is where the thunderstorms are breaking out. right along the edge of the heat, which stretches through western and central pennsylvania. high pressure on the gulf continues to pump out the heat and humidity. tomorrow may be even hotter.
