tonight, an unfamiliar weather turn. it gave us a power outage headache. >> none of us can be satisfied until every home is restored. >> a crippling storm doomed thousands into a week of heat and helplessness. >> we are living in hell. >> while it is restored to a quarter of a million customers, saturday will sizzle. >> this will not let up. >> nine people have died in maryland from heat-related causes. >> so far, it will only get worse tomorrow. the air is coming from the west. 104 in cincinnati, 103 in chicago. 107 in little rock.

all of that moving our way for saturday. advisories in western maryland, watches and the southern part of the state. to explain how this can impact your health and how this is having a major impact on events around the area this weekend, we're joined live from north of baltimore. >> a little bit compared to a little bit earlier. it has dropped down to 85. all of this heat has impacted festivals this weekend and has forced the mayor to extend the state of emergency for baltimore. >> they he has gotten so bad that they held an emergency meeting over the phone to extend the executive order that declared the city in a state of emergency.

after last week's storm, all of the heat, the mayor issued the executive order. the city will remain in a state of emergency for a week and will be eligible for recovery efforts. in the meantime, crews are braving the heat as they set up for this week's african-american festival. >> we will be doing some frequent hydration. you can see what people are taking it easy. >> temperatures are expected to climb well into the triple digits. festival organizers are implementing safety precautions. >> we have cooling fans so people can go. we have tens - -tensts across the festival. "they have fully powered air conditioning units to help people beat the heat.

they are urging people to avoid going out in the heat. be sure to take the proper precautions. >> stay out of the sun as much as possible. where white clothing, go in the shade. >> they have seen an increase in the number of patients coming into the e r with heat related illnesses. they encourage anyone with special needs to check on them. we are live tonight in north baltimore. >> when it comes to folks who have honored done it -- to have overdone it, we are shown the tools used to cool people down at a rapid rate. >> you plug it into the wall, there is some fluid in here. you connect the machine itself. this can be applied on the side of the chest.

cold fluid circulates throughout. >> we dug up a little bit more information. the fda approve the device helps the body maintain the temperature by minimizing the heart and brain. cooling fans are said to be more efficient than cooling blankets, wraps. they use it on patients that have just received cpr. >> cooling off has been red hot in canton. despite not having power for three days, generators have kept it from sizzling. a recent batch were shipped in from north carolina. the company has never seen business like this. >> they are working the amount of hours they are legally allowed to work. some of them have chosen to use that downtime to maybe help here.

property line. this is if they have wanted their own parking space. this house is supporting a tree in north baltimore. >> right now, we are following a developing story out of downtown baltimore. one of the officers were certain the crash with another vehicle. it happened just before 8 tonight. we're told that they suffered non life-threatening injuries. there is no word on the specific circumstances surrounding the crash or group was at fault. it is unclear if they responded to a call when that accident happened. police are looking for a suspect after a deadly shooting in northeast baltimore. officers found an unidentified man suffering from a number of gunshot wounds. police have not released to the victim's identity or a possible

motive in this case. police have released this surveillance video they say captures the prime suspect in a deadly shooting. anyone with information is asked to call metro crime stoppers. >> this seems to be no sizzle on the jobs front. the economy added 80,000 jobs last month and the unemployment rate held steady at 8.2%. experts say the unwillingness of u.s. employes to add jobs quickly shows us that the economy has a long way to go. an average of 75,000 jobs were created every month in april to june quarter, which is below the 226,000 traded in the first three months of this year. the lackluster jobs numbers caused a ripple effect on job --

stations are taking advantage. >> you would think that in a time of need, the prices would go lower, not that they would try to take advantage of people. >> the state attorney general's office is investigating price gouging complaints regarding huge increases of room rates. one establishment usually charges $51 a night jacked up the price. a hotel which has been charging 100-150 a night suddenly demanded $700. the price of some generators skyrocketed. the place to not stop there. when consumer reported that the price of gas shot up by 50 cents a gallon. >> there is no nexus between a rainstorm and maryland and the ability of gas into maryland. this is clearly price gouging, but we don't have a price gouging statute. get one but we

are constantly blocked by the oil industry. >> there are storm chasers,, artists, good at taking money but not at repair work. complaints usually roll in after homeowners realize that they have nothing in return for all of the money they gave a contractor. or the work is incomplete or so shoddy it will have to be done over. >> only hire a licensed contractors. >> the warning signs and unscrupulous person is that your doorstep, demands for up- front payments, repair vehicles that save licensed and bonded. experts say they are typically not. >> the most typical thing they can do is verify that they have a license and that the license is current. >> if you believe you're a victim of price gouging, the

state attorney general like to hear from you. go to wbaltv.com and click on "big stories." >> there is a new law on the books designed to prevent drowning. it is named for a five-year-old who died back in 2006. his parents are convinced that their son could have been saved if lifeguards have a devil to use this for the leaders. under the new law, public and semi public pools must have a difficult later and have lifeguards trained in the use. the legislation was signed on what would have been connor's 12th birthday. >> this is the best birthday present we could give him to honor him. >> we hope it does not happen to anyone else. to be another layer of protection. >> his parents will continue to

lobby for similar legislation statewide. >> it has been an extended stretch of hot weather around here and so far we have not set any records. we have tied a couple but we have not set a record. the heat is typically the hottest time of the year. these are typically hard to reach. today's record was set two years ago in 2010. today, we officially hit 99. it was 103 downtown. that 103, but the weather service reported, might be a preliminary. at any rate, we felt a couple of degrees short of the record for the day. tomorrows record is 101 and it looks like we're within reach.

the normal through this time of year is only 10 of 90 degrees + days. there is more heat on the way tomorrow. a heat warning remains in effect. we have a little bit of high thin clouds over the top of us. that traps the heat under the cloud cover. 87 degrees in hagerstown. morning temperatures, 80's in town, light wind. you can see that thin cloud cover over the area right now. high pressure on the gulf coast will continue to pump in the high heat. the're sitting right on edge of this front fence so that is the heat wave but it will not reach baltimore until sunday night. we have to deal with all of this.
