>> this is wbal-tv 11 news at noon. >> the three city fire companies scheduled to shut down june 30 were permanently shut down this morning. victims of baltimore budget cuts. i am sarah caldwell. that is our big story. the city decided to hold off on the closures because of the outages caused by the storm and he. kim dacey has more on how one of the companies had to respond to a fire last night, including a firefighter injured battling the flames. >> this is one of the two set to close today. just last night, a firefighter

from that company was injured when a ceiling collapsed while fighting a fire or no. washington. the idea was set forth in the proposed city budget, it shot down three fire companies to help build a budget gap. the move will end david rotating closures. no firefighters would be laid off. 66 will be reassigned. >> we have to identify where we can cover the best, identified a company and take it out of the system to quit rotating closures. >> squad 11 and truck 15 are closing. the third is 10 on lafayette avenue. it will be closed on october 1. the plan got mixed reviews at city hall. >> we cannot afford not to. it is not that much money. we cut taxes. we can pay to protect the houses were just lowered taxes for. >> after debate and discussion,

they ultimately passed the budget including the cuts. the plan does not sit well with the firefighters' union who argued the closures would compromise the safety of firefighters and residents. >> we need every resource available to protect them. we take an oath to protect the citizens of baltimore. it is getting tougher and tougher. >> the first to closures was given to go into effect june 30. it was extended until today because of the way. there's no word on the injured firefighters condition this morning. kim dacey, wbal-tv 11 news. >> a deadly fire and anne arundel county started sunday morning on newport avenue in annapolis. a young boy spotted the flames and ran to his mother to call 911. firefighters found the body of a woman inside. >> we have seen her. we did know her husband passed away recently.

that was all my family knew about her. >> it is not clear how the fire started. officials think it may have started in the kitchen and a back bedroom area. this is the second deadly house fire in anne arundel county in the past week. no word on whether the home had working smoke detectors. good news and bad news concerning the status of the power outages. on sunday, pg&e crews said power had been restored to all customers. because of last night's storm, some areas experience outages again. they have restored power to 748,000 homes in central maryland taking nine days. that is only second in number to the damage done by hurricane irene last year. >> hopefully we do not have to do it again. that is unrealistic. next time, we will be even better prepared than this time. >> it is reported some areas are without power because of last night's storm. we will have an update at 5:00 and 6:00. >> the rain last night was

authorities say the plane encountered a severe thunderstorm and believe that was part of the reason it crashed. the flight began in interest, north carolina, headed to oxford, mississippi. more than 120 people have been killed in devastating floods in northeastern india. the rising waters have forced 1.1 million out of homes. officials believe it will get worse before it gets better. floodwaters are killing livestock and have destroyed more than 630,000 acres of crops. the indian government is pledging $90 million in aid to help those affected. the floods hit the state almost every year with heavy rain causing massive flooding. still to come on 11 news at noon, it is rare. but there have been cases of children suffering from strokes. details coming up. >> this line is dividing nice air from the sticky stuff we

inches of rain. the storm stalled over them. diminishing amounts as you move east. we only received 0.25. at the airport, just over 1/4 inch of rain. all the other rain south of us occurred yesterday in northern virginia and the eastern shore. we got much-needed rain overnight. it has let up. the pollen count, things have settled down. the moderate range for grass pollens. the mold spore accounts are in the moderate range. the orange temperatures are in the upper 70's and low 80's. we are still warm. the yellows are cooler than that. mostly in the mid to upper 70's. they have had rain and more clouds. the dew point readings, oranges

and yellows are high. green means lower and less humidity in the air. this is yesterday when we had a record-tying 100 degrees. here is the situation now. the jello is pushed to the south. the highest committee. the greens are the lowest. the darker greens are even lower. much more comfortable air is coming in behind a cold front that passed to the south. here is the cloud picture and front with the low pressure system to the south. there are clouds on either side of the front. we do see a chance for rain. most of the rain will be closer to the front or south of baltimore. it will be stalled south of us. it may throne reigned in our direction. the front will be to the south. -- it may throw some rain in our direction. the front will be to the south. i like to put these confusing

maps up once in awhile. the key to movement on the maps is the jet stream is riding low over the great lakes and new england. that is allowing cooler drier air to come in and pushing the hot stuff to the south, making things more comfortable for us. more son to the north. more clouds to the south. thunderstorms to the south of us. 82 to 87 for the high. the risk for severe weather is highest to the south in virginia and the carolinas. the futurecast shows the rain chances going away today. tomorrow there will be south of us. after today, the rain chances drop to just about nothing. we will be in the 80's for highs all week. 60's for lows. the next chance of rain is coming at the end of the week. >> some good news. since the hpb vaccine hit the

market, cases have gone down. they studied sexually active teenage girls before and after the vaccine w approved. they found cases went down nearly 60% after the teenagers started getting vaccinated. the decrease was most significant among those who got a shot. cases also went down in those who were not approximated -- vaccinated. experts say larger studies are needed. when you think of a stroke, you often think of an older person. a blood clot in the brain can affect children. a special newborns. -- especially newborns. >> he woke up april 5 with a raging headache and severe vertigo. >> i felt like i was free falling. it felt like the world was spending. perhaps he suffered a hit to the back of a head -- >> he suffered a hit to the back of a head that weekend blood vessels. they tore and cause a stroke.

" what happened to him is rare. what is not uncommon is the fact that no one realized he was having a stroke. >> it was 25 hours before they -- any thing was done. >> the public is not aware of the fact that children have strokes. even the medical authorities do not recognize the threat that children have strokes. >> while it is incredibly rare, the kids most areas include newborns a few months old and children between 5 and 6. awareness is important because half of those kids who suffer strokes have permanent damage. kids to have strokes are 20% likely to have another. james did. he has a five-inch scar left over from two brain surgery. contact sports are replaced by physical therapy to help them get back into the game of life with a new realization. >> you do not have to be 70 to have one. >> that is scary stuff.
