jennifer franciotti is live in the studio with more details. good morning. >> the no-confidence vote came after teare was accused of not doing anything about county executive john leopold's alleged misuse of police details for personal and political use. until a full-time replacement is found, major pamela davis will lead the department. she is a lothian resident. she has been on the police force since 1993. she will be the department's first female police chief. she holds a master's degree from johns hopkins. she's also a graduate of the fbi national academy. >> i think that is a good step, a good interim step. but i do think in the long term, because of what the department is going through and because there will be more investigations, they probably need to do a national search. >> the announcement of the retirement of james teare was made on wednesday by the state's prosecutor's office. his retirement date is effective on august 1. jennifer franciotti reporting live. >> the fraternal order of

into any gaps in the university's control environment, compliance programs and culture. >> the report is expected to be critical of joe paterno. and shed light on what he did and what he did not do when sandusky was seen showering with a young boy in a coaches' locker room back in 2001. the late coach's family is already on the defensive. also posted to the website was a letter written by paterno in the final weeks of his life. he said, "i feel compelled to say that this is not a football scandal." the football president is bracing for a critical report. he said there was never any incident involving sandusky that involved criminality of any kind. the university will get the report the same time the public

this is a great way to see were the moisture is located in the atmosphere. there is a front that has been stalled south of us. this went through and broke the heat wave. there showers and thunderstorms. we have been right on the edge of it for the last couple of days. we could use some rain but we'll get a couple of chances for some isolated thunder chances. a mixture of sun and clouds. 20% chance for a storm in the afternoon. high temperature around 90, which is right around average. the average high is 88. that is the highest average temperature we get to in baltimore. the record for today is 97. if you take the boat out, it should be nice on the water.

another in the glen burnie area. here's a quick live look at traffic. this is harford and we're picking up a little bit of a delay over towards perring parkway but nothing major in terms of delays. tapping the brakes on the west side near liberty. this is the harrisburg expressway at padonia road. watch for the accident on the northbound j.f.x. near guilford. that is the latest on traffic pulse 11. >> it is a nice start on this thursday. the temperatures in the mid 60's. 65 at the airport. 64 degrees in westminster. a mixture of sun and clouds. about a 20% chance for a thunderstorm later this afternoon. high temperature in the upper 80's but the humidity will be in the comfortable range. we will check the seven-day forecast going all the way into the weekend. here's keith mills.

the orioles will practice today. they are squarely in the playoff race. the orioles open up a series with the tigers that go to minneapolis and four games in cleveland. those games will go a long way with what the orioles to it regards to the trading deadline. dan duquette said he would like to pick up another picture. the orioles will start the second half seven games back of the yankees. their best record at the break in seven years. toronto and boston are nine and a half back. no team in the division has a losing record. two years ago the orioles were 27 games out of first. >> 67 degrees on tv hill.

chief james teare decides to step down. john leopold announced the resignation on wednesday as well as who will take over for him next month. jennifer franciotti is live with more details. >> in a statement, he says that the chief has decided to retire in noted to spend more time with his family. there is controversy involving leopold who announced the temporary replacement. until a full-time replacement is found, major pamela davis will lead the department. she is a lothian resident. she has been on the police force since 1993. she will be the department's first female chief of police. she holds a master's degree from johns hopkins and also graduated from the fbi national academy. former fbi agent dr. tyrone powers -- >> i think that is a good step, a good interim step. but i do think in the long

pedal was driving to baltimore county, it might want to think twice about that. hours will receive a warning for the first month. after 30 days, citations will be issued for each infraction. the cameras will operate on mondays to fridays from 6:00 a.m. until 8:00 p.m. you can see a complete list of the active cameras on our website, wbaltv.com. some new speed cameras are going up in baltimore county, several red light cameras have been shut down in carroll county. the cameras were deactivated earlier this week because not enough people were running red lights. the cameras became too costly to operate.
