will be in the mountains and south of baltimore. we will come back in detail the forecast for the weekend. >> good morning. one problem, reports on the inner loop, a vehicle fire near 70. speeds around 55 traveling south on 83 down to the beltway. a nice start on 95 coming down from the white marsh area. drive times that five minutes down towards the fort mchenry. 10 minutes on southbound 95 from the beltway down towards 32. here's a quick live look at traffic. no sign of delays on the west side. we will let you know if things change. the topside of the beltway checks out just fine here at york road. that is the latest on traffic pulse 11.

>> a police-involved shooting in baltimore coun. >> police are serving an arrest warrant. the suspect ran at police with some type of an unknown weapon. we have a crew on the way to the scene. maryland state police are on the scene of a shooting in carroll county. police are still on the scene and no other details are available. fire officials are still trying to determine what sparked a blaze at a home. this happened just before 2:00 a.m. this morning. a row home was found on fire. so far and no reports of any injury. >> james clack said he is serious about negotiating a raise for firefighters.

the move sparked outrage from union members who contend this amounts to a decrease in their annual rage. >> if the firefighters don't get a raise next year, i will donate my race to the fire foundation, a nonprofit which goes to benefit firefighters that are injured or killed in the line of duty. >> the latest proposal on the table -- they would receive a pay raise over four years. a salomon agreement -- a settlement agreement. baltimore would dismiss a lawsuit and wells fargo would provide money for an assistant

upper 80's. if you take the boat out, it should be a good day to be on the water with a low chance for lightning. if you're going down to the ocean, it will not be the best way we can but doable. there is a chance for a couple of showers. high temperatures in the low to mid 80's. 30% chance in for a shower or thunderstorm saturday, sunday, monday, and tuesday. i think the best chance for rain will be tuesday night and wednesday. temperatures will stay at or slightly above average through the middle of next week. >> good news for anyone looking to buy a home.

fixed mortgage rates have dropped once again. it is down from 3.60% just last week. 15-year rates also have dropped. this has helped to boost the housing market this year. there are plenty of new homes to choose from. this puts contractors back to work and pumps money back into communities. some people would not think of going into a dollar store a few years ago. but that attitude has changed and so have the stores. chris clackum explains. >> the deep discount dollar stores have now become the store

there's birth control you don't have to think about taking every day or even every year. i'm painting my arms. i want another child, but not for a while. it's mirena, a small intrauterine contraceptive that's over 99% effective at preventing pregnancy for as long as you want, for up to five years. then again, i'm not sure i want to wait. don't use mirena if you have a pelvic infection, get infections easily or have certain cancers. less than 1% of users get a serious infection called pelvic inflammatory disease. if you have persistent pelvic or stomach pain, or if mirena comes out, tell your healthcare provider. if it comes out, use back-up birth control. mirena may attach to or go through the uterine wall and cause other problems. although uncommon, pregnancy while using mirena can be life threatening and may result in loss of pregnancy or fertility. ovarian cysts may occur, but usually disappear. bleeding and spotting may increase in the first few months and continue to be irregular. periods over time may become shorter, lighter, or even stop. mirena does not protect against hiv or stds.

morning. the suspect came at police with some kind of an unknown weapon. we have a jennifer franciotti now. >> we're in a neighborhood east of reisterstown road in the northwest portion of baltimore county. police are still on the scene. around 12:30, officers came to this house to serve some kind of a warrant. something happened that caused officers to discharge their weapons. we have unconfirmed reports they were here to serve a robbery warrant. the suspect charged the officer with some kind of a weapon. we would like to confirm these reports. our repeated calls have been denied all night long. hopefully we will be able to get

more information. uniformed officers are here as well as detectives. we got here about 4:20 this morning. a lot of activity is being centered on the second floor of this home. they are taking pictures of the crime scene and collecting evidence. we have seen a uniformed police officer come back and forth out .f the house and into the van i can tell you that i have noticed the vehicles in the driveway and in front of the house have maryland license plates. we will try to find out more information as soon as it becomes available. a police involved shooting here in reisterstown. one person taken to the hospital. jennifer franciotti, wbal-tv 11 news.

>> fire chief james clack is serious about negotiating a pay raise for firefighters. an extension for the fire chief has been put in place. the latest contract offer amounts to a decrease in their hourly rate. getf the firefighters don't a raise next year, i'm going to donate my whole raise to the fire foundation, which is a nonprofit that goes to benefit firefighters that are injured or killed while they're in the line of duty. >> the latest offer would move firefighters to a three-shift system where the average work week would be 56 hours long. >> a police detective is no longer on the force after admitting to stealing groceries.

prosecutors claim that an employee of a local grocery store rang up nearly $400 worth of groceries for only $100 for her mother. was required to resign thursday. she and her daughter received probation before judgment. a fire destroyed a playground in south baltimore. teenagers lit a paper on fire and the blaze got out of hand. they hope to rebuild the playground. >> an employee is under investigation for possible improper activity. police served a warrant in columbia. nobody has been arrested or charged. investigators are gathering evidence.
