city hall this evening. bill henry has been the most vocal sofar introducing four different bills which he tells 11 news he hopes to improve the way the government operates in the city. >> i would be proud of the council put any, much less all, on the ballot for the people to vote on. even if that does not happen or does not happen quickly, getting the conversation started, for me, is an important part of it. >> bill henry will try his best to rock the city council vote introducing four charter amendments he says will make the city government more efficient and cut down on the city's "strong male role system." he wants to reduce the number of votes for the mayoral veto to two-thirds of the council. >> we have a ridiculously strong male role system of

>> leaving the court without comment, but the parents of 21- year-old chiquita sketeres had something to say to the judge saying, "if my daughter is guilty of anything, it is choosing her friends wrongly and using poor judgment peak of their rest of her at her home in randallstown. in court, she heard the charges against her, attempted murder, conspiracy, firearms violations. the public defender said she had just finished her second year at west virginia state and was transferring to compensate. she says she wants to be an anesthesiologist. according to chart -- court charging documents, she supplied and loaded the rifle used to shoot a 15-year-old boy in the back the head. she is accused of telling him he is going to die. prosecutors called as a horrific crime. he was kidnapped june 19th and

shot in this field. howard and baltimore county police officers executed a search warrant at this home. police say an officer shot and -- say someone shot and killed a man after an attack with a sword. they arrested the man's knees, -- neice, laura karr. she is five months pregnant. investigators think she was the driver and peoples was the shooter. both are charged with attempted murder and kidnapping. skteres has no criminal record. karr and peoples are out on bail for drug charges. peoples was that to be on trial monday for assault and weapons charges. live in a recount the, barry simms, wbal-tv 11 news. >> more now on the breaking news in downtown baltimore where the

big water main break. sheldon dutes is live on the scene. you are right next to the break. what's going on? >> this could not have happened at a worse time. not only is there rush-hour traffic, but we have this water main break happening and traffic is at a standstill downtown. titlist want to assure you were the bulk of the activity is happening, the corner of lumbar, just one block north of where we are. that is rare you can see a lot of activity, light, and sirens down that way. we have seen a lot of water and so forth just cascading in coming down in torrents down where we are here. i spoke to an official from the department of public works and he is actually on his way over here to the scene, but they're trying to figure out how big the break was. they're not sure how big the pipe was would is giving them a hard time figuring out what the cause may have been. traffic around downtown is that a complete standstill and it

took us 30 minutes just to travel a few miles to get here to the same coming down here. this is the main thoroughfare into federal help, but as you can see the area around here has a lot of browne of murky water in the area and a lot of streets are closed as they try to figure out what exactly went wrong and why all this water is here in the street. i did want to show you what's going on trade the water over here is brown and murky. the streets are closed. if you have to be in this area, stay north of downtown or try to take an interstate around so you will not get caught in this mess. there are traffic officials trying to detour and guide traffic in the area. traffic is at a standstill. pratt street looks like a parking lot. >> any idea if the valve trucks are on the scene? have actually gone in there? can they start to fix it?

>> this is as close as we could get. we're still one block or two away from the actual water main break. it's anyone's guess at this point the fed actually arrived. getting to downtown was so tough and a lot of the response crews that have been coming out here got stuck in the same gridlock traffic. that is why officials are urging everyone if you do not have to be here to avoid the areas of they can get to work. >> when you get that much water concentrated, the possibility of raising coal is there. is that a concern? >> v.c. water in your area, do not try to drive through it. just a little bit away from here, the ground is pretty soft. there is water bolt -- bubbling up. it looks like that is about one block away. if you're driving through here, a lot of people are being brave and tried to drive through these intersections that are filled with this water.

>> it is not quite as strong as it was a couple of weeks ago, but in the upper 90's near 100 over the next few days. last night in the heat and humidity, we had some big storms develop and even damage in some areas, but tonight it's not as widespread. most of the activity now is down in southern maryland. prince george's county and then down in st. mary's county. in baltimore, we will be ok. 93 at the airport. 89 in parton. dew point around 70. when we back to that in, the heat index is over 100. 95 in westminster. the forecast for tonight, partially cloudy skies and a chance for it thunderstorm this evening.
