pretty heavy storms from lightning and buckets and buckets of rain falling from carroll county down through central howard county into montgomery county in the d.c. area. by 11:00, that heaviest band of rain is right over the city, and downtown at the science center, 3.05 inches of rain was measured with that. it moved through, and then it's moving through this morning. still a couple of showers on the eastern shore, but no active rain to the west of the bay. but what generated the rain yesterday is still sitting there today. >> more of the same? >> more of the same today. so flooding is a possibility today because the ground is pretty saturated. let's keep an eye on it, and that's what the forecast is all about it. traffic implications from all that rain? we'll check it out with sarah. good morning. >> good morning to you, john. good morning, everyone. we're still recovering. roads are still wet, and we have flooding southbound on the j.f.x. just prior to cold spring lane. light rain taken up by the standing water. as a result, we had an accident

overnight. so be extra careful as you travel south on the j.f.x. left lane is open, but watch for the closure of the right lane n. terms of what's going on elsewhere, inner loop just prior to 97, we're tracking a reported accident, and then we have a couple of down trees. that's in pasadena. watch for closures related to that. westbound 50 at the bay bridge, not too bad at the moment in terms of volume, but we do have a disabled vehicle to watch for on the westbound span. here's a live view of traffic. we'll update you on the j.f.x. right at northern parkway. going away from us is southbound traffic. no sign of delays leading up to that accident. but again, center and left lane getting by, so just try to stay to the left. northwest corner of the beltway at green spring, no delays. inner loop traffic going away from us. everything looks good on the inner loop. that's the latest on traffic pulse 11. back to you at the desk.

>> we are still following the news out of colorado. a terrible, term story. >> unimaginable what happened here. this all happened in aurora, colorado. that's about 10 miles outside of denver. we're told about 12:30 this morning at a showing of the new movie, "the dark knight rises," the midnight showing, witnesses say someone -- a suspect released some sort of a canister. they heard a hissing sound, gas emerged, and then the suspect started shooting. >> we're told that person has been arrested, and there is no evidence of a second shooter. emergency crews at hospitals on standby for more patients. we know at least 50 people were injured. again, 14 people killed in that terrible situation outside of colorado. we'll continue to follow the story for you throughout the morning. >> all right. our big story this morning, maryland lawmakers on a statewide tour to promote an end to in-state tuition referendum. >> the maryland dream act will be on the ballot this morning. 11 news reporter jennifer franciotti live in the studio with the fight over this legislation.

good morning, jen. >> good morning. on thursday, delegate pat mcdonough kicked off a tour, working to defeat in-state tuition. on wednesday, umbc president dr. freeman hrabowski says he sees the benefit for all students. parents who pay maryland taxes will be charged in-state tuition rates, but delegate pat mcdonough says it's a bad move. >> it's going to cost hundreds of millions of dollars in about three or fours years. frankly, we don't have that money. number two, they're going to displace a lot of young people taking slots that they don't deserve because they're not here legally. >> but supporters of the dream act say it will pay off in the long run, and we'll have more on that for you coming up live at 6:30. stan, back to you. >> thank you very much. police arrest a man after he leads police on a pursuit from baltimore city into anne arundel county. we covered this live last night at 5:00 p.m. police say they tried to stop 26-year-old darryl watson jr.

for a seat belt violation. it started in the 1800 block of druid hill avenue yesterday evening, but he took off. that led police on a pursuit right to the edge of baltimore city, where they then called off their chase. sky team 11 followed the car on to i-97 -- i-95, then on to i-97, then on to route 100. the car eventually exited off telegraph road. it crashed into a vehicle after it crossed the center line. the suspect bailed out, started running off into the wooded area. officers with canine units did eventually catch up with him. they found him in a vacant house about half a mile away. >> very scary, because had i left work when i was supposed to, i could have been a part of that accident, which thank god, i stayed at work a little late. >> police say watson was not the owner that have vehicle he was driving n. violation of a parole warrant. no one was injured during the chase. >> we knew the storms were

coming last night, but man, was that heavy rain. currently there are thousands of bg&e customers without power this morning. let's look at some of the flooding in south point last night. it's no surprise the low-flying areas like fells point had street flooding. jayne miller sent us this video. >> on the other side of the city, the storm caused some problems for the artscape location. we got reports of damage in that area, as well as tents being blown over and scaffolding falling out of place. as you can see in this video, flooding was not that big of an issue at that point. organizers hope to have all those problems fixed by 11:00 this morning when artscape officially begins. it's billed as the largest free arts festival in the nation. more than 300,000 people are expected to pour into baltimore for this year's artscape. the festival runs through this coming sunday. for more information about artscape, visit our website, wbaltv.com. just click on entertainment.

>> good morning. well, it's almost 12 minutes now past 6:00, friday morning, the morning after a lot of rain. you can see the wet rooftop there on our skycam view of the city. downtown, 77 degrees. downtown yesterday, they got over three inches much rain from those storms, which are now leaving the area. still a few showers in delaware on the eastern shore, but there's more rain to the west. i'll explain it in a minute, but the thing that created the rain yesterday, or allowed it to develop, is still there, and it will be there all day today. we still stand a chance to see quite a bit of stuff. on to the temperatures. yesterday was a relief. we were only in the 90's for highs. it was 100 the day before. today we'll only be in the 80's. we're making some improvements. but in the record books, so far this year, we've had 18 95 degree or hotter days, and we've had 600 or hotter days, all right? we still have a lot of summer to go. we'll see what happens. temperatures now in the 70's.

we're still in the warm air, still in the humid air this morning. we're still about 10 degrees warmer than warmer. regional view of temperatures. the boundary is right across us, and we're still kind of technically in the warm stuff. but the cooler and less humid air is just to the north. eventually, eventually we'll get there. and that warm, humid air is pushing up from the south, and it's producing rain all the way up into new york state. this is calledover running rain up there. they're getting rain this morning. our heavy storms are off to the east right now, the ones we had last night. here's the boundary that generated all the heavy stuff last night. that boundary is still there. that's a trigger mechanism, so more stuff could happen during the day today, the low pressure things move along the boundary, and they just stir things up.

we still got our big toe in this humid air, so there's still lots of stuff to help generate a lot of rain, and we'll still be on the warm side. our forecast, cloudy, humid today, thunderstorms very much in the forecast, could be heavy. north to northeast winds at 10. 82 to 87, the high. that's closer to normal. west of the bay, these chartreuse-shaded areas, flood watch in effect for today, because we got so much rain yesterday that we add more to it, and we could see more flooding. in some cases, the ground is saturated. yesterday's rains moving out of the picture. but more in the forecast running across the area. by saturday, that will begin to move out of the picture, and we'll eventually dry out, get some sun in the picture, so part of the weekend still has some rain in it, but sunday looks all right. there might be some thunderstorms out west in the mountains. our forecast, seven days, 80's for highs now. the humidity will back off by saturday, as well as the rain chance. but until we get to saturday, we still have a chance for heavy rain. sunday looks dry.

monday night into tuesday, more rain with that cold front. and now we want to check the traffic and see what's happening here. >> all right, thanks so much, john. good morning, everybody. let's get you up to date this friday morning. the rain will impact your ride overnight. we had a couple of accidents that are still clearing. we'll start here on the j.f.x. in the southbound direction just prior to cold spring. we have the light rain taken up by an accident, but it is due to the standing water there. that's going to be there for some time. so either take the center lane or left lane, and you can avoid it. in terms of traffic elsewhere, we still have problems in pasadena due to the rains, some downed trees left over there. be careful, because lanes are closed as a result. also, some closures of course in advance of artscape. it starts this morning at 11:00, then through the weekend. wanted to remind you of that too. let's have a live view of traffic. going away from us is southbound traffic, and moving well toward the accident scene.

"the dark knight rises" midnight showing, that's where this happened. one person has been arrested. there is no evidence of a second shooter. we will continue to follow this late breaking story throughout the morning. >> while police are on the scene of that mass shooting in colorado, the f.b.i. is now getting involved closer to home. 11 news washington bureau reporter holly jackson joins us live with more into this horrific incident outside in colorado. >> good morning, stan. unbelievable, really. we've been contacting our sources here in d.c.,

contacting federal agencies to see what their involvement is in denver, and it's our understanding the f.b.i. agents in denver are working with aurora police, and a number of other police out there in aurora regarding this mass shooting at that movie theater, the premiere of "the dark knight rises." we've contacted fema. fema at this point is not involved. we're wondering if the department of justice is going to be, since the suspect has been arrested and is in custody. again, 14 people shot, nearly 50 injured. reports are that there was a gas canister that was released and a suspect had several guns, three guns at this point. so we are, again, working here from d.c. on the federal angle. we've made a number of phone calls, sent a number of emails at this early hour, and we're going to bring you the latest information as soon as we get t. the f.b.i. also involved in mass casualty incidents. they were assisting in another very memorable colorado shooting, the columbine massacre. so we are waiting to get more information. stan, back to you. >> i was about to ask if they were involved because this is a case of domestic terrorism, halley. >> it's entirely possible, stan, but at this point, it's

>> gorpg. welcome back to 11 news today. i'm stan stovall. >> and i'm mindy basara. thanks so much for joining us. a lot of rain fell last night. >> that's right. the pro verb yam cats, dogs, lizards and frogs, it was everywhere. any where from .75 of an inch to over three inches of rain was measured in the area. a quick look at the radar last night. about 7:20, storms were still way out in far western maryland, a few showers over baltimore. by almost 10:00, the heavy line of rain was running from frederick county, carroll county, western howard county, into montgomery county. by 10:00, almost 11:00, the heavy yeast rains -- the heaviest rains are ready to move into harford county. now the rain has mostly moved out of the area, at least for the time being. the thing that caused it is still there, so we still have a chance for some heavy rains and possibly some flooding today. that forecast is coming up in just a minute.

>> our big story this morning, more on the late, breaking news out of colorado. we've been following this story very closely. >> yeah, unbelievably, 14 people killed, 50 more people injured. this all happened in aurora, colorado. this is 10 miles just outside of denver. it happened at 12:30 this morning at a "the dark knight rises" midnight showing. witnesses say the suspect released some sort of a canister. witnesses heard a hissing sound, and then some gas was merged from the canister, and then he started shooting. officers say they found the gunman near a car behind the theater. >> that's right, the police chief says a gas mask, a rifle, handgun, at least one additional weapon were found inside. that was in the car behind the theater. one person has been arrested. the shooter has been arrested. no evidence of a second shooter in this incident, and police say the suspect spoke of possible explosives in his residence. they're checking that out. police checked for explosives

in the parking lot and the theater, and they have secured those areas. the police chief said 10 victims died at the theater, and four at area hospitals. >> and the f.b.i. has now joined the investigation to find out more about this suspect that has been apprehended now by police in aurora, colorado. but again, 14 people dead, 50 more people injured at a midnight showing of "the dark knight rises" in aurora, colorado. we'll have more as more details become available. on to our big local story, the debate over providing in-state tuition for undocumented immigrants. >> the issue will be on the ballot in november, but one state lawmaker is looking to defeat it before the voters get to the booth. jennifer franciotti live near in the studio with details. >> good morning. defeated in the minds of voters so that when they cast their ballot, it will work. delegate pat mcdonough has kicked off a statewide tour. he did so last night in middle river. the theme, stopping maryland's decline. >> quite frankly, if they go to school for four years, it costs about $40,000 in taxpayers'

money to do that revenue for them. and then they can't get a job. >> delegate pat mcdonough launches an official effort to convince maryland voters to defeat the dream act in november. the dream act would allow students whose parents pay maryland taxes to be charged in-state tuition rates. delegate mcdonough says it's a bad move. >> going to cost hundreds of millions of dollars in about three or four years. frankly we don't have the money. number two, they're going to displace a lot of young people taking slots that they don't deserve because they're not here legally, especially minorities in community colleges. >> but supporters disagree. on wednesday, umbc's president joined a local faith-based civil rights and labor organization in catonsville calling for the law to stay on the books. others in support of the dream act say vote yes on november 6. >> it will benefit a lot of students that can't afford college. most of them did really well in high school, but they can't afford because they had to pay

effect, and that includes the ramp from the southbound j.f.x. to st. paul along with portions of mount royal cathedral, howard, oliver, all of those roads in the mount royal district. light street shut down due to a water main break repair between baltimore and lombard. a quit look at traffic. volume on the harrisburg expressway. coming toward us is southbound traffic, and it is building just a bit getting you down toward the beltway. once you get on the j.f.x., no delays to report. but again, watch for the right lane closure at cold spring. switch to a live view of traffic on 95 at 32, no sign of delays here, but definitely picking up in volume. you might see delays once you get closer to 216. that's the latest on traffic pulse 11. over to you, john. >> thanks, good morning. we still are in the warm, humid air mass, and we still have a front straddling the area, so we still have a chance of rain. last night's rain have moved off shore, but you can see the stormy conditions reaching back into the mountains out west. so things haven't changed much

>> welcome back to 11 news today at 6:44. in the headlines -- police are on the scene of a mass shooting in colorado. 11 news has been following this late-breaking news all morning. police say a gunman shot and killed 14 people. he injured 50 others. this all happened outside a movie theater in a suburb of denver called aurora. the victims were waiting to see the new batman movie, "the dark knight rises." police say they have the suspect in custody, and the f.b.i. is now -- the f.b.i. has now joined the investigation. the latest storms brought with it very heavy rain last

crash. center street at st. paul place in the city, we have an accident. southbound on the j.f.x. just prior to cold spring, right lane is taken up by standing water there. stay to the left or center lane, and you should be all right. eastbound pulaski highway in joppa, we're hearing about a disabled vehicle to avoid. artscape closures in effect through the evening, along mount royal, also southbound j.f.x., the ramp to southbound st. paul is blocked. we have closures in effect on all of the roads in that mount royal area. also want to remind you, light street shut down between baltimore and lombard for the next couple of weeks. that's due to water main break repairs. as far as delays, not doing all that bad this morning. 29 looks great. north and southbound here at 108, and let's switch over to a live view of traffic on 795 at owings mills. if that's where you're heading out, you can see not a lot in the way of volume. southbound traffic going away, moving well from this area toward the beltway. once you get on the west side, still in good shape from 795 all the way down the west side. that's the very latest on

traffic pulse 11. now john has more on the forecast. >> radar right now, we're rain-free here in baltimore. a lot of the moisture though in the atmosphere, a little fog here and there, maybe mist or drizzle. a few showers in delaware and new jersey, but the storm from last night is off shore for the most part. there still are showers out to the west. the front still in the area, so we could see more stuff develop during the day today. what happened yesterday? well, our highs yesterday were cooler than wednesday. it was still in the 90's. 895 at the airport. -- 95 at the airport. today we'll drop 10 degrees. morning lows are in the 70's. .86 of an inch of rain at the airport measured yesterday. but just over three inches of rain at the inner harbor. 1.27 inches here on tv hill. if you were under the right part of the storm, you got soaked. downtown yesterday got soaked with rain. here's a radar estimate of the heaviest rains in the area. when you get into the yellows you see here in carroll county, running from northwest to southeast, that's an area that's got in the range of two

to three inches of rain. also, all this yellow in the southeastern part of baltimore county and right over the city itself, that too got up to three inches of rain around the region. in general, the greens that you see covered the area in rainfall yesterday, and more today. with that saturated ground, we could see flooding. temperatures this morning starting out in the 70's. these are readings in the 60's. insta-weather-satellite combination, rain to the east, that's yesterday's stuff. rain to the west, that's what's going to happen today as the stalled-out front will be a trigger for more rain to develop. little waves move along this front, and each of those waves kind of stirs things up. we're still close enough to that humid air, even though something will come out of it. and very likely it could be heavy once again. so clouds, humid, thunderstorms possibly heavy, north to northeast winds at 10. 82 to 87, the high. 20 degrees colder chance it was

on wednesday, or cooler, less hot, however you want to put it. west of the bay, the chartreuse-shaded areas, you see all these counties, including the baltimore metropolitan area under a flood watch for today. if we get any additional heavy rain. the rain forecast, well, the one area is leaving us, but there's more out to the west. so this afternoon and this evening, showers and thunderstorms are still in the forecast. by saturday, that stuff will move out, and moisture will move to the south. dryer air will come in, so the latter portion of saturday and sunday look fine. here's the forecast for the next seven days. 84 today. 83 saturday. 83 on sunday. drying trend has to hold off until saturday afternoon. today's rains could be heavy. sunday looks dry. most of monday looks dry. by monday night into tuesday, another round of showers and storms possibly with another cool front coming in. >> our local local story -- a

theater outside of denver, witnesses say a gunman walked into a midnight showing of the new "the dark knight rises" movie, released a canister that contained some type of gas, and then opened fire. at least 14 people are dead, 50 others injured. this morning, the suspected gunman is in custody. we will have complete coverage when we get started on a friday morning here on "today." >> 6:50, 73 degrees on tv hill. coming up, we will update the mass shooting one last night.

>> we want to bring you up to date, late, breaking news out of aurora, colorado. we've been following this closely all morning long. 14 people have been killed, 50 injured. again, 10 miles outside of denver. it happened about 12:30 at a showing of "the dark knight rises," the midnight showing of the new batman movie. witnesses say a suspect released some sort of canister at the front of the theater. people heard a hissing sound. gas emerged. then he started shooting. >> officers found the gunman near a car behind the theater. the police chief in aurora says a gas mask, rifle, handgun, at least one additional weapon were found inside the car. again, one person has been arrested. no evidence of a second shooter. police say the suspect spoke of possibly his home, revealing that potential threat,. police also checked for explosives in and around the theater, and they secured those areas already. the police chief said 1 victims died at the theater, four more
