minutes late. light rail looking good, along with the metro subway. -- penn 401 is operating 10 to 15 minutes late. >> we're about to make a transition in air mass this morning. the boundary separating them will slide through this afternoon. it could create some big thunderstorms later today. we're smack in the middle of the possibility of severe weather which could include large hail and heavy rain. it doesn't necessarily mean it will happen but we have to say there is the possibility. strong thunderstorms along the boundary in parts of wisconsin, illinois, and indiana.

between an owings mills man and the baltimore city police department. on the 2010 incident, officers attempt to arrest a woman who has a bloody nose. police claim she is intoxicated and assaulted somebody at the ticket counter and punched an officer. a man claimed police took his cell phone and erased it. >> citizens have a right to -- as long as they are not interfering with the work of the police department, they have a right to record officers when they are doing their jobs out there in public to help keep the police accountable. >> baltimore city police released a general order, defining the policy on handling situations where citizens are recording. it is proactive attempt following -- >> i do not think there is any
