outer loop at baltimore national pike, word of a vehicle fire. you may start to see some delays in travelling in the outer loop from 70. another accident in the city. the rest of the major roads are cooperating. light street is closed between baltimore and lombard. here's a quick live look at traffic. 95 at route 24 from harford county in pretty good shape. volume is picking up as you get closer to the beltway. here's a quick live look at traffic. baltimore national pike we're seeing some delays. we will keep you posted if any lanes are blocked. that is the latest on traffic pulse 11. >> we are following breaking news. cal ripken's mother is missing. she was last seen last night in the ebenezer road area of essex.

brothers, the student that produce the batman film. >> that shooting is forcing many to revisit gun control laws. a judge has given state officials two weeks to comply with the ruling removing the requirement that a public and show a good and substantial reason for wanting a permit to carry. currently have to convince police you have a good reason to carry a firearm. such a standard infringes on the second amendment rights to bear arms. we spoke with anthony brown who said tragedies like the one in colorado should prompt a fresh look at gun control laws and he defended the current re criteria for getting a permit to carry a gun. >> i don't think you'll ever be able to prevent someone from

acquiring a gun lawfully and then going on and doing something unlawful. but applying standards like good and substantial will help filter out, i think, the bad actors from owning and possessing guns. >> the attorney general's office is appealing that ruling until the case is decided. state police will be required to grant handgun applications. >> a woman fell onto a track bed at a metro in west baltimore. this happened before noon on tuesday. the train operator saw the woman but could not stop the train on time. she suffered lacerations and some broken bones. a teenager sentenced to life for two separate murders in glen burnie. he admitted to killing one person at a glen burnie 7-eleven in 2010 and pleaded guilty to murdering another three months later. he could be eligible for parole

in 30 years. >> police are trying to recruit more officers who actually lived in baltimore city. the last class of trainees, fewer than 20% were city residents. the department is impressive to try to get candidates from its own backyard. >> we want people that live here in the city, who understand the city and who are from the neighborhoods in the city and understands the problems in the neighborhoods. >> officials say new efforts are underway to tender qualify city residents as candidates. a sergeant is killed while serving in afghanistan. he was killed during an insurgent attack while on patrol. he graduated in 1999 from high school. he will be awarded the bronze

star and the purple heart among other honors. he was 31 years old. >> maryland state leaders are expected to gather for a meeting that could make or break the future of expanded gambling in the state. the meeting is scuttled for 4:00 p.m. this afternoon. they will determine if there is enough support for the governor to call a special session on expanded gambling. there is a test. conducting a large-scale dye test as part of an effort to improve baltimore's water quality. the dye is nontoxic to people and animals and cleans up with water. >> 72 degrees on tv hill. penn state officials removed

mrs. ripken has been found. i asked if she was ok and the answer is she is ok and she is talking with detectives. police will be releasing more details about the situation later today. she has been found safely. we got the report less than an hour ago that mrs. ripken was missing and that issue was last seen last night in the area of ebenezer road in essex. we were looking for lincoln town car. that is one they all points bulletin went to the media. the good news where reporting is that a pilot ripken has been found and she is ok. reporting live in towson, jennifer franciotti, wbal-tv 11 news. >> thank you. that is great news. the maryland board of education

issues its list of dangerous schools. this is in compliance with the no child left behind law. those schools had a high numbers of suspensions. this year's list includes the baltimore rising star academy, garrison middle school, augusta and fell institute for visual arts, benjamin franklin high school, and the march middle school. >> an effort to raise the federal minimum wage. the mayor and jack young rolley with other supporters of an increase outside city hall today. they want the minimum wage to be raised by 85 cents an hour. school coaches will not be
