southbound 95 prior to the fort mchenry toll plaza, word of an accident. a possible accident on the topside on the inner loop of the harrisburg expressway. the speeds are not indicating a delay appeared york road at lincoln street, watch for one lane to be closed because of road work. monument a shutdown over near patterson park. light street is closed between baltimore and lombard. eight minutes on the inner loop from 795 over to the 83's. 10 minutes on southbound 95 down to 32. here's a quick live look at traffic. york road and out of the traffic is building but moving well over towards the west side. southbound traffic on 295 still moving well. that is the latest on traffic pulse 11.

his defense attorney requested additional time to prepare. he is charged with misusing his security detail. the trial will not be held sometime in november. >> president obama signs a major decoration for the state of maryland. the funds will go towards repairing or replacing facilities damaged by the storms in baltimore city, calvert, charles, st. mary's, and montgomery county. you could see a larger bill from b.g.e. this month. cooling usually accounts for half a customer's usage. it does offer several payment options including rebates for participating in their residential heating and cooling programs. >> one of the food staples of

pulse 11. >> thank you. the labor department will release its july jobs report this morning. many believe that 100,000 jobs were created for the july leaving the unemployment rate unchanged. the number is adjusted to account for teachers going on summer break. there was an incident where three commuter jets flew too close to each other near washington, d.c. a miscommunication led to the incident. ray lahood disputes earlier characterization's of the incident as a near miss. the indiana state fair opens one year after strong winds caused a stage to collapse.

the attorney general's office said most of the victims of the stage collapsed have agreed to accept part of a $13.2 million settlement offer. >> it seems apple is getting closer to unveiling its new iphone. sharp is expected to build new screens. the new iphone is expected to go on sale in september or october with a larger screen. no comment from apple. executives at volkswagen prefer to hire fast-food workers. most of the workers on their plant in tennessee are from the fast-food industry because they note standardize work. they want to avoid hiring

feed in the lobby to watch him win the 200-meter individual medley. >> it was just intense. to watch him lead every length of the race and see the time come up. and the final stroke. your heart is in the top of your mouth. >> phelps isn't done in london yet. plans are in the works to celebrate the home-town hero. four years ago it was billed as a star-spangled salute for all of maryland's olympians. baltimore county executive kevin kamenetz announced the tourism office and chamber of commerce in towson have formed a committee to plan a big event for phelps. we wanted to know what that meant for a potential event in baltimore city, so we asked the mayor. >> i am not going to dim the glow of this moment by having a fight over where a parade that's not even planned is going to be. just like my family, we are still on cloud nine. >> no fighting. there is plenty of his time to plan the celebration.

he did not bother anybody. he was a good person. >> police have no indication the murder was a hate crime. police are looking into a stream of eight robberies at fells point. neighbors say the suspect in three of the crimes was armed. one victim said she was robbed at gunpoint and pistol whipped. >> a man ran in and out of a showing of the children's movie cursing and pretending he had a gun. kyle tanner is now in police custody. it happened around 4:00 p.m. wednesday afternoon. witnesses say he entered the theater and began acting erratically. he is in custody and will undergo an emergency psychiatric evaluation. >> now traffic pulse 11 and insta-weather plus together. >> good morning.

>> this is a wbal-tv 11 editorial from president and general manager dan joerres. >> michael phelps rewrote history tuesday night when he captured his 19th medal to become the greatest olympian of all time. baltimore's own stands alone as the greatest swimmer the world has ever seen. calling his experiences "an amazing ride," he now has ascended to an olympian peak as he surpassed a 48-year-old record and made america proud. he has always said that his primary goal is to elevate the sport, and that he has done by becoming the face of the 2012 olympic games. some may cast doubt on his legacy because of the color of those medals -- of the three he needed to break the record, only one was gold, the other two silver -- but the fact remains, no one has performed better, ever, at the olympics than michael phelps. it is a moment in history that may not be equaled or surpassed anytime soon. it is a place in time in which we witnessed something truly
