story on at the foundry where are you now? >> donna, i just got to the quarter of loch raven boulevard and walker ave. firefighters are on the scene. they responded to two vehicles that got submerged in high water that passed through the area. i'm looking at the road now -- you can see where that water initially had risen. now it has receded and the occupants are out of the car. they were out of the car before firefighters got out here. they are clearing out the road. there's a lot of mud and leaves. i am standing in the middle of loch raven. there is a lot of leaves and debris and my. >> a little flash flooding, there. >> i am just getting to the scene. i am waiting for more information. i got a little bit talking to

eyewitnesses who came out here and saw it. for people who have lived in maryland for a while, the water, the way it was coming through was worse than it was during agnes,. . give perspective to what people are describing the they saw. i is got to be seen -- there is still lightning and so forth. -- i just got to the scene. there is a lightning and so forth. we're hoping to make contact with people. >> everybody is safe? >> yes. the car doors were open. firefighters said the call came out that there might have been possibly a small child stuck in the back seat of one of vietnam -- submerged cars. that call came at an -- kennecott 25. when firefighters arrived, there were no occupants in cars. there were two cars here that's all that. one of the gentleman we spoke to said that cars are driving on

number of outages when another storm hits. >> if we can protect those substations, we will go a long way to mitigating outages that we will experience no doubt in the future when we have storms such as a hurricane or derecho that comes through. >> it took days to restore all the power. >> baltimore city's ethics board wants to take a closer lk at how the mayor's office uses free tickets provided to dozens of events. tonight, a member of the board tells 11 news that they voted to review the matter and that they want a copy of the city's operating agreement with the arena and had a list of questions for the mayor's office about how tickets are used. board members want to know what e contract says about the rules for the distributn ticket by the mayor's office. reached out to the mayor's office for comment. a spokesman said "the mayor has made ethics a top party for her

95 and route 40 in eastern harford county. the same system that came across the city earlier and produce a tornado warning in the city and the county. that has been weakened and then redeveloped. the strongest storms are coming through baltimore county. this one is showing signs of getting stronger, trekking to the east. it will get to the area in the next few minutes. it will continue to move toward harford county. the weather service has issued warnings for no. baltimore county and harford county that would take us until just about 12:00. to give you a feel of were the warnings are -- notturno a warnings rightado now. hail larger than an inch in height -- diameter has been fairly frequent. in this area of baltimore and harford county where areas are in effect. look at this bull's eye in the

northwest part of the city. we have had less than inch of rain here on tv hill, but just to the west of us you are talking about four or 5 inches of rain coming down in a few hours. that causes localize flooding. yellow-shaded area is more than 2 inches. much of central northern baltimore county is drenched with rain. that is my flood warnings continue. officially, at bwi-marshall, it is dry. just north, 5 inches of rain. high temperatures today were at the normal level -- 86 degrees. the record high is 99. storms were developing because of warm areas being lifted from the ohio valley. the east front slices under the air, lifted up, and produces a thunderstorm. throughout the night, as the

front is closer, chances for thunderstorms and mostly cloudy skies and some fog. ttomorrow, more scattered showers, especially to the east of baltimore. look for cloudy skies. we will keep an eye on the sky for possible storms above the day. -- they. height -- highs in the 70's near deep creek lake. storms all along on the eastern shore tomorrow, and nicely on thursday. ocean city, the front will not get there until tomorrow night. thunderstorms are a possibility into the evening, followed by nice weather, low humidity. thunderstorms south of bermuda -- the hurricane center things that could become more organized and possibly take on the next name of the system, gordon. we will see if that happens.
