high temperature of 86 degrees. we'll come back and check the forecast going into the weekend. >> good morning. a lot of storm-related issues. we have an accident to add to the mix. effort delays in parkville south on perring parkway and taylor avenue. only the shoulder is getting by. traffic lights are out at warren road and york road. one lane of travel in the eastbound direction. we start on 795 in owings mills. southbound traffic is starting to build down towards the beltway. this is 295 at 175.

still without power. >> you're absolutely right. a lot of people will be picking up series tree limbs. we're at loch raven boulevard and walker. last night, it looked pretty much like a lake. you can see the debris that was left over, including a refrigerator. there's a tree that his bend over. the situation had to do with a lot of rain. there were some rescues as cars became trapped. folks are dealing with flooded basements. lots of wind and debris. in some areas, it went from ther one to four inches of rain. rain that fell very fast.

phone app. >> customers are still criticizing b.g.e.. there was the second of four public hearings. residents shared their frustrations on tuesday night as they spent days without power. >> it took me 11 phone calls and 92 minutes to get somebody in management to deal with my issue. >> had we had some advance warning, we would put 1000 utility workers in place before the storm hits. some of those lessons learned would have resulted in best restoring power quicker. >> that's the worst thing. there was no response. there was no planning. you know, give me a number. say it will be a week. fine. then we'll go away and make plans accordingly. >> two more meetings are

scheduled. there is one tonight at ellicott city and another tomorrow night in towson at 7:00 p.m. be ge is uprooting trees around substations and power lines as part of their new regulations in the wake of the derecho in june . they hope this cuts down on outages when another storm hits. >> we can go a long way to mitigating the outages in the future when we have storms such as a hurricane or derecho. >> it took deep about a and a 1/2 days restore power to our customers after the storm in june.

the sun is coming up. 75 degrees downtown at the inner harbor. i'm alive in the studio this morning as i am meeting with different artists. joining us now is tom snyder, a local marylander who is a photographer. you had me fooled. i thought there were paintings. they are beautiful. >> i blend in textures with my photographic images. you blend in enough together and you get some strange effects. >> you are taking a real life photo and your adding different layers and colors. >> pictures of textures to be the bottom of a " pan or a picture of an old piece of paper or a piece of wallpaper.

a pair of propane tanks are possible cause of the blast. a wildfire has destroyed 70 homes in washington state and continues to grow this morning. it has grown to 44 square miles. emergency crews have ordered about 400 people to evacuate. an amazing spectacle at a church in spain as an explosion injured at least 28 people. hundreds have gathered for a firework festival when a stray rocket ignited thousands of fireworks that were meant for that show. 25 people were treated for minor injuries. >> we should get a better idea

flooded roadways. there were helping out folks trapped in their cars. the rain came down hard. anywhere from one to four inches. a major problem for drivers. for some folks, they were bailing out their basements because the rain fell so fast. one woman lost her car in the storm. >> maybe it was a tsunami. i don't know. it was a torrential downpour. my car was behind my house a couple of blocks up the street here, and it is not anymore. it got lifted up in the flood. >> the good news for an lot of folks, not a lot of the power outages. at the height of the storm, a little over 14,000. b.g.e. trying to make quick work of that. that number is now down to just over 3200.

it is pretty cool but folks will have a lot of cleanup in some places. jennifer franciotti, wbal-tv 11 news. >> a man is behind bars, a suspected of killing his own father. people picked him up on sunday after an alert for his father's car. a man was found shot to death inside his pasadena home. there is evidence linking the young man to was father's death. a police officer will stand trial for the death of a teenager. the manslaughter trial for the officer is now slated to begin december 11. police say he chased down christopher brown after a group of teenagers threw rocks at his home. after a confrontation, the teenager fell to the ground unconscious and later died. >> a new campaign begins on

friday aimed at keeping drunk drivers off the road. high jackson has the new statistics. >> the traffic safety agency says the majority of drunk drivers involved in deadly way past the legal limit. police crackdown on drunk driving with more enforcement on on tv.ds and more ands this year, a different twist. two-thirds of drunk driving deaths involve people with blood alcohol limits that were nearly twice the limit. advocacy groups are pushing for more of these ignition interlocks in cars. you have to blow into the machine to show you are sober enough to drive.

this morning after a storm that sport tornado and flash flood warnings. jennifer franciotti is live with some of the damage. >> it looks a lot better this morning than it did last night. as we take a look at loch raven boulevard and walker, you can see a lot of dirt and trash and that has to do with what is left over after the water went away. crews had to do some quick-water rescues. parkville had some trouble with flooding. the water came down very quickly. the storm drains backed up. anywhere from one to four inches. one woman had a car float away from her driveway. what date mess for a lot of folks. a couple of a tornado warnings
