>> authorities say they were forced to shoot a pit bull after the dog went after an 11-year- old boy, and this comes after lawmakers in annapolis failed to deal with the ruling that affects all pit bull owners and landlords. this 5-year-old has been here for months trying to find a home, but finding a home for her just became more difficult. state lawmakers fail to pass a bill in special session that would have addressed liability concerns related to pit bull- related injuries. >> we have adoptions on hold, and they have fallen through. we have won a dog who went home with a young woman and as soon as the landlord saw him, he said that he had to come back. >> maryland lawmakers cannot agree on the high court ruling that declared pit bulls inherently dangerous. the owner could be held liable without proof of a violent attack. >> a breed does not determine

behavior, and a third party should not be held accountable for what somebody else and their pet does. >> a motion has been filed with the maryland court of appeals for reconsideration. >> for our shelter and other shelters through maryland, we are inundated with animals. we are going to be taking in a higher volume of animals, we will probably have less adoption, and what does that mean? more euthanasia of animals that would otherwise have a home. >> the maryland court of appeals is expected to meet today, so we could know more by tonight. jennifer franciotti, wbal-tv 11 news. >> another hotly debated issue on the november ballot is same- sex marriage. members of the black church initiative held a prayer vigil wednesday night to show their opposition to making same-sex marriage legal in maryland.

11 news. >> 11 people are killed after a helicopter crashes in afghanistan, and seven of them were reportedly american troops. the cause is under investigation, but a taliban spokesperson says that insurgents shot down the aircraft in kandahar. among those who died were an interpreter and three members of the afghan security forces. state health officials confirmed are heat related debtaths among the worst in recent years. the total number of heat-related debts is 40 this summer. nearly half of them died during power outages caused by june's to read joe's storm. -- derecho storm. >> lots of sunshine, comfortable, low humidity, and temperatures are moving into the 80's around the area.

a lingering storm in the state of maine, and a cold front in the midwest, the mississippi valley, is driving some thunderstorms. they are moving through chicago and are perching detroit and annapolis and are moving east. the storm activity looks somewhat threatening, but there is a big area of high pressure over west virginia, and that will affect the way the storms behaved today. i will be talking about the forecast for the rest of the afternoon, but also tomorrow's stormier forecast. >> the orioles magic continues to work into mid-august, as they is still hold one of the two wild cards in the american league. baltimore blogger boston 5-3 at oriole park. -- baltimore and beat boston 5-3 at oriole park. jim johnson recorded his 35th save in last night's game.

>> up out of bankruptcy judge approved the sale of the sparrows point steel mill to a liquidator. it was sold for $72 million to help co industrials. the location was put up for auction in new york after the owner, r j steele, filed for bankruptcy in june. around 2000 employees were working for the plant when it shut down in may. big-name retailers like wal- mart, target, and best by teaming up to give customers away to pay with their smartphones. they created a company called merchant customer exchange, which is developing a mobile application that will be available for nearly any smartphone. it would compete with the google wallet payment app and other mobile applications. >> now your forecast with meteorologist john collins. >> nothing here.

lingering rain over new england. approaching indianapolis now, thunderstorm activity. the site it is moving and a good rate, we have this big area of high pressure over west virginia right now. it will cause a lot of this to fall apart this afternoon. tomorrow, a different story. more on that in a minute. along the beach at ocean city and the boardwalk, a lot of people out there. mid-summer, really crowded. it is not even the weekend yet. the water looks really in fighting. let's look at the current temperatures and situation outside. it will give an idea of what is going on. edgewood, 82. 79 in parkton. frederick is up to 88. low seventies in far western maryland right now. key to all of this is the humidity. dew points temperatures are

down. dew points are mostly in the 60's. that is a little bit on the humid side, but not terrible. even lower to the west, where the dew points are in the 50's. that is pretty dry air out there. you will begin to feel that more in the atmosphere. tomorrow will be the case for the dew points and the humidity. satellite image -- departing storm system carried a lot of rain over the ocean. this from complex over michigan, indiana, and illinois, this went through chicago and is now approaching indianapolis. that will have an effect on how this affects the rest of the afternoon. eventually, the cold front does come in and out will be tomorrow. more rain will develop ahead of the front. the front will move too slowly.

first part of the weekend may be affected as well. this is a significant front. behind the front, temperatures in the 50's and 60's. ahead of the front, readings are in the 80's to near 90. that is what is charging all of that storm activity. out in the atlantic, a tropical system. that is turning down and adding to its the atlantic. no where near us. just kind of a tropical curiosity. our forecast, not tropical today. very nice. mid-to-upper-84 highs. we have sun now. with the temperature in the upper 80s, white northwest breeze. winds are northwesterly, five to 10 knots. next high tide at 6:39 this evening. insta-weather futurecast -- there is the stormy weather. it is not look like it will be
