a front will come through with some scattered showers and thunderstorms. that will take care of the heat and humidity. the forecast for saturday and sunday when i come back in just a few minutes. >> there is an overnight accident that involves a tractor-trailer that exploded. it happened around 11:00 p.m. last night. closures remain in the northbound direction of 95. the closure is closed at the beltway. you'll be diverted at the beltway. you can go either direction. traffic continues to build. northbound 95 ramp 2 caton avenue is shut down. we will keep you posted. 62 on the north side. 55 on the west side at edmonton. 68 on southbound 95.

>> they ruptured the diesel saddle tanks and erupted into flames. >> northbound 95 was shot down throughout the night. investigators have yet to identify the driver. the man accused of killing a family friend and then eating his heart and part of his brain is ruled incompetent to stand trial. >> kim dacey has more. >> prosecutors and defense attorneys agree with the ruling after alexander kinyua underwent psychiatric evaluation. he was indictetd on first- degree murder charges for allegedly killing his house mate and family friend and eating the victim's heart and part of his brain. he has been undergoing a competency evaluation. in an interview, the state's

attorney says they recently got a report stating kinyua should be found incompetent to stand trial because he is not capable of understanding what's happening and not capable of assisting his attorney during trial. that does not mean he will never face a trial. doctors are constantly reassessing his competency. >> given the right treatment or whatever that eventually the determination is that if he can go forward, we can schedule the trial and go forward. and then the issue of whether or not they were criminally responsible at the time of the offense has to be addressed and that is a separate issue. >> kinyua is also facing attempted murder charges for an attack on another man with a baseball bat wrapped in barbed wire. the victim's attorney in that case says the future of his client's case will also be impacted by this ruling. kim dacey, wbal-tv 11 news.

>> thank you. the search continues for the person who shot and killed two people in southwest baltimore and injured athird. two male victims were found dead at the scene. police did not release the victims' identities. >> a man tried to kidnap a woman and a toddler at gunpoint. william brown approached the woman and her daughter just before 4:00 p.m. on wednesday and ordered them to come with him. he's charged with attempted kidnapping and being held on $200,000 bond. fire officials believe the person who started a fire at a denny's restaurant may have struck their once before. this is the scene from the august 3 fire that started from the men's room and spread to the roof.

the suspect may also have set a smaller fire in that same restaurant back on july 4. anyone with information should call the fire marshal. >> a man has died after he fell off a sea wall in ocean city. police say there were walking along the wall on tuesday afternoon and they fell over the edge, striking the rocks below. witnesses were able to rescue the child. the child is now recovering from non-life-threatening injuries. >> medicare is taking center stage on the campaign trail as both candidates hope to win over seniors. hallie jackson joins us live with the latest on how mitt

mitt romney has released one year of taxes and promises to release his 2011 returns by the election. he sounded frustrated that this continues to be brought up on the campaign trail. >> hallie jackson, thank you. >> another afghan policeman has turned his weapon on u.s. service members, killing two. the attacker was a member of the afghan local police. the assailant was shot and killed. this is the sixth similar incident within the past two weeks. the taliban and is claiming responsibility for an attack on a black hawk helicopter in southern afghanistan. seven of those casualties were american service members. the team may have been on a special operations mission but they cannot confirm whether the

the cleanup continues northbound 95 past 395. 95 at the beltway southwest, nothing to getting by in the northbound direction. that is the latest on traffic pulse 11. >> a deadly crash leads police to a disturbing crime in michigan. police went to a home to report he had been killed in a crash and found his wife and their sons had been stabbed to death. the driver of the other car was also killed. fire crews are fighting a stubborn wildfire in central washington state which forced hundreds to evacuate. some residents have been allowed to return to their homes. they hope to have the fire fully contained by sunday.

sentenced to prison for robbing six businesses in the baltimore area. he was convicted back in april. he robbed two fast food restaurants and pistol whipped a clerk. >> the latest case of west nile virus involves a patient that was suffering from encephalitis. the first case came out of anne arundel county. you are urged to take precautions when outdoors. some symptoms of the virus include skin rash and swollen glands. >> johns hopkins hospital will soon start performing facial transplant surgeries. they were approved late last month making hopkins the second hospital in baltimore authorized to perform the surgery. >> it is just like a heart
