and makes it in a high-school auditorium with principals and other top administrative staff. the speech is entitled"moving forward." he took time to lay out his strategy to the people who helped him carry it out and the speech was about -- was less about making promises and more about improving what is in place. >> we all know that a culture cannot be changed overnight. in fact, one prominent onto power once said that altering any organizational culture could take anywhere from three-five years. the great thing about us is that we don't need to change our culture. we need to highlight and eliminate our culture. our culture of equity end up standing with one voice is critical to achieving our goal of providing the best educational experience for each child because all means all. >> dr. dallas dence - we have more of his speech tonight along

with reaction at 5:00 and at 6:00. >> thank you so much. with all the excitement at loch raven high school, there has been an act of vandalism to report. alito -- police arrived at a scene outside the high school where a speed camera has been damaged. the camera's lens has been covered with red spray paint and the suspect paid to profanities on the camera. police are just beginning that investigation and we will bring in more tonight on 11 news at 5:00. baltimore county police are investigating a robbery in towson. a man allegedly entered a giant store on york road and robbed the bank in sight. the suspect and the teller a note and stole an undisclosed amount of money. baltimore county police would not confirm that a suspect has been arrested. from the video, officers have apprehended a person of interest and recovered money from the vehicle on the scene.

the man accused of killing a family friend and eating parts of his body has been ruled incompetent to stand trial. prosecutors and defense attorneys agree with that ruling which comes after months of psychiatric evaluation. the 21-year-old was indicted in june of first-degree murder charges. a state attorney says the reason i got a report stating that he is not capable of understanding what is happening and not capable of assisting his attorney during trial. that does not mean he will never face a trial. doctors are constantly reassessing his competency. >> given the right medicine, the right treatment or whatever, eventually, this termination can go forward and we can schedule a trial. then the issue of whether or not he was responsible at the time of the offense is to be addressed. >> he faces attempted murder

charges for an attack on a foer classmate with a baseball bat wrapped in barbed wire. the attorney in that case as the future of that trial will be impacted by this ruling. some powerful national leaders are in baltimore today for a code red state of emergency. the empowerment temple organized a three-day conference to register and mobilize voters. he called on rev. jesse jackson and others to help with this effort. he says it was an idea that struck him one month ago. >> about 80 days out from the election, this is an effort to get p.m. -- african-american focus. >> when asked about how vulnerable present obama is, reverend jackson says the score is 0-0 at this point. hundreds of on documented young people lined up outside a maryland office seeking help at

one day after president obama's immigration relented effect. young immigrants sought help thursday. they went to the latino community center looking for assistance to file for a visa allowing them to legally work in the u.s.. it would protect them from deportation for two years. >> a lot of sunshine again today we started out the day very nice and the only difference is is more humid today. temperatures will be near 90 degrees. out west, there are clouds approached and showers are developing. as the day progresses, rain chances will increase. this evening, we have a football game at the stadium. at ravens-lions' game is 8:00 in the forecast calls for a chance of showers and thunderstorms that front will be getting closer the temperature

>> a huge warehouse fire in san antonio, texas lit up the sky this morning. firefighters responded to flames and smoke which could be seen for miles. the building is home to bee trucking company. a security guard says he saw suspicious activity that may have led to flames igniting wooden pallets. the official cause has not been determined but no injuries are reported. this fire was more controllable. the crew of the television series "boardwalk empire"stay

gen explosion last night. police and fire were standing by. the new york mayor says the entertainment business is booming in new york and has brought more than $7 billion to the city's economy in the last year. police commission believe the man may have murdered his family before being killed in a terrifying wrong way car crash. he was killed early thursday morning in a fiery accident about 30 miles outside of detroit. police went to the home to notify his family and they found his wife and their two young sons stabbed to death. they are now investigating the case as a homicide. still to come -- the benefits of social networking and why you should encourage your kids to hop on line. another piece of west nile virus reported in maryland. it has been nice for the past day and have the changes are coming with a cold front and we will have details coming up.

as far as the pollen count, trees are not doing anything. grass pollen is that seven and a weed pollen is a 23. that is moderate. the sport countess and a higher range. everybody is in the 80's around our area. it is not quite as comfortable as jester day but you consider the effects of the clouds coming in from the west and the cooler air to the west. it is producing slightly cooler temperatures as the cool front approaches. the difference is with the front coming in, the temperatures drop a little bit around pittsburgh where it is only 67 degrees. you can see what is going on. we are kind of getting the tail and of this system which is back in ohio.

there was high pressure off to west virginia yesterday and that is off to sea. this will push the most timid air out of the area. in the tropics, we have what is left of borden going away from us in the atlantic and the remnants of tropical depression 7 off the coast of mexico. forecasters are watching that to see what happens over the afternoon and evening hours. it feels a little more tropical to the locally and humidity is up a little bit, 87-92, which is similar to yesterday's. we feel that humidity and clouds are moving in and later this afternoon and this evening and overnight, rain chances. not as threatening during the day and there could be some storms later tonight as the rain chant goes up. south-southwest winds at 10 miles per hour and it will pick soa little bit in the bay

there is a small craft advisory. here is what is going on to the west of us -- by the time we get around 8:00, we could see a few scattered showers in the area and the rain chance increases overnight and then moves on to the east. by the morning and afternoon hours on saturday, we could still see some showers east of the bay until things move out of the picture. on sunday, scattered clouds in the area and it looks like most of the rain will fall to the west and south of us sunday going into monday. look at ocean city -- rain chances later today so the beach looks fine this afternoon and may be in the early evening. rain chances go up and during the day saturday and tonight. temperatures will be in the 80's and cooling down as we get past the weekend. let's take a look of a seven-day forecast. near 90 today with the rain

chance late and ranchettes is diminishing in the morning on saturday so it will improve by sunday and temperatures in the low 80's with lower humidity. the weekend winds up in nice. monday, tuesday, and wednesday look dry. ♪ >> a second human case of the west nile virus has been reported in maryland. it involves a 70-year-old patients suffering from encephalitis. no word of the virus is blatant. the first confirmed case k -- came out anne arundel county last week. you are urged to take extra precaution when you are outdoors. you want to look for symptoms of the virus which include fever, headache, body aches, skin rash, and slowing lymph gland produce symptoms can occur up to two weeks. after being bitten by a mosquito. johns hopkins will soon begin
