m&t stadium. it will be moving through early and getting out as the evening goes on. with any luck, we will be ok for football but we will check the weekend forecast coming up in little bit. >> the harassment lawsuit against john leopold has county council members scrambling trying to find a way to protect taxpayers if they win their case or get a settlement. we have more on what they are proposing. >> the legislation does not mention county executive john leopold, but it's clear this is a reaction to the harassment case filed against him. it all comes down to one question. >> should the taxpayers pay? i think the answer is no and i think my colleagues would probably agree. >> he is extremely concerned about the harassment allegations

made against john leopold. add that to the worries, the possible financial fallout the county could bear of a lawsuit filed by a former employee is successful race settlement is reached. on monday, walker plans to introduce one proposal they think will better protect taxpayers and a second measure that will give the council power over payouts. >> where the final fiscal authority, yet in a legal settlement we are not included in the process. >> any settlement $100 in dollars or greater needs mandatory final council approval. reimbursements to the county for any settlement or judgment from a county officer or employee found liable of intentional, malicious, grossly negligent or fraudulent acts -- or harassment. >> it's one of the most egregious types of misconduct. i think, given the gravity of

some things going on in the government right now, making sure that is included among the types of bad actions that would qualify for mandatory reimbursement is important. >> carl is suing the county and commented saying, "we have attempted to hold him personally liable for his actions from the beginning but they have fought us to than mail. she believes leopold made a conscious decision to put the county at risk with his actions time and time again. the taxpayers have every right to recover any damages as a result of those actions. >> county executive leopold has denied the charges. a spokesperson for leopold says he will take a position after an appropriate time, at the public hearing set for september 4th. barry simms, wbal-tv 11 news.

>> and others speak camera vandalized, this time near a high school. lowell melser joins us live from towson. >> the camera in question was spray-painted and it was just on this road here down the road from ravens high school on the opposite end from where we are right now. what is interesting about this story is that it was one of five new cameras that were recently installed. it was not even issuing tickets yet, just warnings. friday afternoon, clean up time for the speed cameras down from this high school and sometime overnight someone using red spray paint sprayed over the lens. it was one of five new cameras recently put on line by the county bring the total lump to 27.

>> this is a relatively minor problem. >> this one has been hit twice and this one, police say it is just not a high priority issue. they say the camera was put back in service just hours after it was noticed. >> in all of these cases involving vandalism, we get them back on my credit quickly, even the ones that were seriously damaged. >> the vendor picks up the bill for all repairs as a part of the contract with the county. while some drivers may not be too happy, those who live near them say it's all about keeping people save, especially children. >> this is not about anything other than public safety, the safety of our children, the safety of pedestrians.
