the outer loops. this is the beltway at liberty road. very light volume for this time of the morning. that is the latest on traffic pulse 11. >> 9 people are recovering following a boating accident on wednesday. a state delegate was among the victims. don dwyer was on one of the boats. two boats collided on a wednesday night in pasadena. there were nine victims including five children. >> one boat was coming at a higher rate of speed and the other boat was telling a child in a tube. they seemed to be approaching each other pretty quickly. >> don dwyer is listed in stable

condition. >> crews are working to restore service after this week's deadly train derailment in ellicott city. >> several road closures remain in effect this morning. csx officials expects train service to begin sometime within the next hour. officials are re-interviewing the operators. the accident claimed the lives of elizabeth nass and rose mayr. leaders gathered for a town meeting on wednesday. the meeting was scheduled before the train derailment. business owners were looking for the status of the cleanup. >> we rely heavily on the foot
