colleague before he was shot by officers. in other news, a state delegate is asking for the public's forgiveness after admitting he drank alcohol before his boat collided with another boat. accident injured six other people. delegate don dwyer up his apology outside of shark,. with a neck brace and a cast on his foot, he was wheeled out of the shock trauma to make his confession to the media. >> it is true that i was drinking before driving the boat. it is also true that my blood alcohol content was 0.2. >> officials still have not released the names of all of the victims, but they say they are suffering from cuts and bruises and broken bones. the accident is under investigation, but officials

more on when ministry will be open. howard county police have arrested and charged a man with a deadly stabbing in laurel. the 20-year-old faces second- degree murder charges in the death of robert and foster. the stabbing took place last night in a mobile home park and north second street. witnesses told police that the two were fighting prior to the stabbing. tropical storm isaac is bearing down on haiti. in danger of thousands of people still living in temporary housing after the earthquake. >> it is expected to today and into tonight and saturday, bringing heavy rain of 8 to 12 inches, perhaps as many as 20 inches, which would have a devastating effect on this coastal, mountainous country. the prime minister is urging everyone to mai -- to re

main calm and take up windows. here in haiti, a storm of bringing all that rain could cause problems, because they have a history of mudslides and flash flooding. 2.5 years after the devastating quake, the problem is that so many of the people have no other place to go to seek shelter. the red cross and haitian officials and volunteers are in many of the cans urging those who can to go into the homes of relatives, public buildings, and 9into schools. there are very few safe places in this country for someone to go to escape a serious storm. another concern is that the heavy rain can spread the cholera epidemic here, which has killed some 7000 people in the poorest country in the western hemisphere. >> meteorologist ava marie

we are looking at a crossing the eastern part of north carolina and starting to reach richmond as well. it has not quite reached the southern tip of the lower eastern shore. but it is moving that way. we will have to wait for more the activity to come in from the storm. first, i want to show you the tropics. big story right now. this has been strengthening. that is expected, right over the open waters. is at 60storm iisaac miles per hour. just about 180 miles south of espanola. very strong winds associated with this, especially on the easterly side of the storm, the strong this side of a tropical system. this continues to track towards cuba as we head into the weekend.

this could once again strengthen and get over the open water and possibly land somewhere along the gulf coast, possibly alabama, as a category one hurricane. oil from the west coast of florida, to louisiana, some sort of tropical impact. let's go back to our state. temperatures are in the 80's right now. downtown, 87. 77 in hagerstown. same case in ocean city. cooler, with all the clouds as well. satellite pictures showing the thickest of the constant to the south. this is the area of low pressure that is going to impact us in the weekend. this brings chances for rain. notice the storm system is to starting to reach the southern end of the state. in moves and it through saturday and continues to track north into sunday. we have to account for the chance of rain in the entire
