main weather segment in just a second. temperatures in the mid 60's in baltimore. very comfortable. 65 at the airport. we expect a lot of sunshine today with a high temperature near 84. we will check the seven-day forecast going all the way into the weekend. first we say good morning to sarah. >> starting off with at the busy pace. we have an accident on the west side. 18 miles per hour. some major delays already on the west side. watch for the left lane closure at edmondson. some closures along washington boulevard because of some emergency road work. southbound 295, we are tracking some delays because of that disabled vehicle. a closure at light street in

hurricane that struck exactly seven years ago today. rain is rushing through the french quarter. the threat of flooding intensify ies. >> a teenager is being held without bail after being charged as an adult at perryville high school for a shooting. jennifer franciotti has the latest on the investigation. >> despite the concern of many parents, school did go off without a hitch yesterday. the suspect is 15-year-old robert gladden jr., a sophomore at the school. he is being held without bond. he is being charged as an adult with attempted first-degree murder and first-degree assault. gladden jr. rode the bus to school on monday with a disassembled shotgun inside his backpack along with 21 rounds of ammunition. police say two shots were fired inside the school's cafeteria during lunch. one hit 17-year-old daniel, a

special-needs student in the back. he is still listed in critical condition in shock trauma. students are trying to remain positive. >> it is important that we all kind of stay together. just because one thing happened, it cannot ruin our whole perry hall community. we really have to stick together and just pray for daniel. >> oh, he is so sweet. oh, my gosh, he's so sweet. he used to come up and give me high-fives. he was so nice. i just love him. he is so sweet. >> daniel's family released a statement thanking everybody for their quick actions, especially school personnel. 11's attorney-- gladden's attorney said his client never

planned to shoot anyone. >> just before 4:00 p.m., officers arrived at the beltway a hotel in landsdowne and encountered a naked man firing a gun out of the window. the suspect was taken to shock trauma. the mayor introduced dr. anthony batts as the new police commissioner after coming from oakland and long beach. he told reporters about an unusual experience while in town interviewing. >> i went to talk to two citizens who is changing read things in red balloons in front of me. they would donate dope deal in

constituents. i want to know what is going on in the city. >> a lot of similarities to other jurisdictions that you have worked? >> very much so. >> how do you do with gun violence? >> you have to stem the supply that is coming into the city. you have to make sure you are tracking people and put pressure on them. human life is a mainstay and that will be our main focus, making sure that young people stay alive. >> you're looking at candidates, what did you like about dr. batts? >> this was a national search. we had a fantastic panel of civic leaders that screened the

candidates for me. i was looking for somebody with experience leading a major department. he has that. i was looking for somebody who could implement community policing and the has that. we have a like mind about where to put resources as far as the hiring of officers and making sure we get strong officers on the street and working with the community to help drive down violent crime. andou're not from baltimore now you've taken a little bit of a hit because you've taken somebody not from baltimore. >> i have to find the best commissioner that i can. i met with almost 40 community leaders from across the city. they said, bring us the best

commissioner that you can and that is what i did. >> i was born 45 minutes away from here. does that count? >> are you a redskins fan? >> ravens. >> you are in. done of violence is a major issue and needs to be addressed -- gun violence. >> you can see a downward flow for violent crimes. the organization is doing a good job. we're doing well and we want to improve on that. the city has been addressing flat on addressing property crime and i think that is tied to the drug issue. we have a pharmaceutical drug problem. if we hit that would dealing

with the supply, we have to deal people better under influence. i have wilted is in the city that have had some challenges of dealing with drugs -- i have some relatives in the city. >> you said you'd like to see a continuation of the policing that has been in place. are you on board with that? >> absolutely. that was one of the things i talked about what the mayor. she is a tough interviewer. she is very direct. we had those conversations that were in direct. we're right on line. i walked around to several stations and talk to a number of the officers. i wanted to get a concept of the professionalism of the officers

and understand how they treat the residents of this committee. i have met a number of them but i will have a formal meeting. >> how would you like the baltimore community to help you and the police department be more effective? >> we have to start by building trust. they have to know we are not going to harm them at will listen to them and that we care about their pain and the issues that they deal with. >> how do you bring about the trust? >> we spent time with two different committees doing citizens on patrol walks and making sure people know that this is a partnership. we have a strategy that works. we need to strengthen the bond

this ended up being a worst-case scenario for new orleans with isaac. back out over the open water over the last couple of hours. it is still a category 1 hurricane. all the water is pouring into the downtown area of new orleans. the strongest sign of a hurricane is the east side. that is where the storm surge is. it is piling all that water into new orleans. much of that area it is at or below sea level. you'll see a significant damage coming out of the new orleans. this is not as strong as katrina. otherwise we would have seemed devastating conditions. they would get serious damage reports. the storm is stalled.

this will continue for the next four or five hours until the storm begins to weaken. it will not we can right now for the next four or five hours. it is a beautiful morning in baltimore this morning. nice weather for the next couple of days. 65 at the airport. 59 in frederick. the dew points are in the upper 50's and low 60's. high temperature between 81 and 86 with a lot of sunshine this afternoon. temperatures will be in the 50's tomorrow morning. a little bit warmer but still dry on friday. if isaac affects us in maryland, it will be towards the tail end of the weekend. we could see scattered

as an adult to after a shooting at perry high school. >> jennifer franciotti is live with more on the case. good morning. >> his attorney is speaking out. his attorney is saying his client did not intend to shoot anyone and that the shotgun went off after his client was rushed by teachers. robert gladden jr. is being held at the baltimore county detention center without bail. the perry hall high school student has been charged with attempted first-degree murder and first-degree assault after a shooting at the school on the first day. police say gladden rode the bus to school and had a disassembled double barrel shotgun in his backpack along with 21 rounds of ammunition. two shots were fired inside the school's cafeteria during lunch, one of them hitting a 17- year-old special-needs boy, daniel, who remains in critical condition at shock trauma. >> oh, he is so sweet. oh, my gosh, he's so sweet. he used to come up and give me

high-fives. he's so nice. i just love him. he is so sweet. ed onlice haven't comments gladden's motives but say the boy acted alone. gladden's attorney told the associated press that his client did not intend to hurt anyone. he believes the gun went off accidentally when gladden was rushed by teachers. he thinks gladden may have brought the gun to school to intimidate bullies. police say there is no indication that gladden had been bullied. the school's alumni association has set up an account to help daniel's family with his medical expenses. >> we wanted to be able to use that account for people to send funds to the family. >> daniel's family has issued a statement thanking everyone for their support, especially those who acted so quickly on monday. and they're asking for continued

across the center part of louisiana and kind of stalled so got stronger. sustained winds of 80 miles per hour. the east side of a hurricane is the strongest side. all this water is piling up against the coast line. it is still coming onshore. the wind is coming from the southeast. most of new orleans is at or below sea level. they will pick up 20 inches of rain. the storm is hugging the coast at the present time. these conditions will stick around for the next four or five hours, at least. for the next several hours, they will continue to get pounded. at home, it is quiet.
