>> the water started rushing in. >> up to 60 people may be stranded after the water toppled over the levees protecting the parish. >> i got out the backdoor with the boat and tried to save my next-door neighbors. >> across the coast, storm surges are turning out a violent waves. in new orleans, strong winds blew out transformers, leaving nearly half a million people without power by sunrise. >> it has just messed up a lot of things. >> it is moving so slowly that we are waiting to see if it gets worse. >> despite the damage, emergency officials says that new orleans has held its ground. >> we've not had any major incidents so far. >> "so far" being the key words. >> this will last several days.

>> we continue to see more and more damage in the french quarter. at this building, we saw two windows fall out and completely shatter under the strength of this storm, a storm that is nowhere near finished. >> we are looking at latest radar images of isaac. still hurricane slowly crawling into louisiana at about six miles per hour. this could make you dizzy. it sits and spends just to the south of new orleans by about 45 miles. very strong winds on the east side of the storm. all that rain. notice how the heavy rain or extends all the way out into alabama and even close to the panhandle of florida. this definitely something we are watching as the storm forms slowly. 79 degrees, with sunny skies and the dew point at 58 degrees. quite weather for now in the

east. could we get impacted by isaac? details coming up. >> police have charged a 15- year-old suspect in the money shooting at perry hall high school as an adult. he is being held without bond. jennifer franciotti as a reaction from the boy's attorney. >> the 15-year-old suspect is being charged as an adult, but according to his attorney, his client never intended to shoot anyone, and says that the gun only one of after he was rushed by teachers. 15-year-old robert gladden, jr. is being held at the baltimore county detention center without bail. he has been charged with attempted first-degree murder and first-degree assault after a shooting at the school on the first day. police say he rode the bus to school and at a disassembled double barreled shotgun in his backpack, along with 21 rounds of ammunition. two shots were fired inside the school cafeteria at lunch, one of them hitting a 17-year-old

special needs boy, daniel, who is in critical condition at shock trauma. >> oh, he is so sweet treat he always came up and give me high- five's. i just love him. he is so sweet. >> his attorney told the associated press that his client did not intended to hurt anyone. he believes that the gun went off accidentally when gladden was rushed by teachers. police say there is no indication that gladden had been bullied. as perry hall continues to deal with the violence that rocked the first day of school, the school's alumni association has set up an account to help daniel's family with his medical expenses. >> we want them to use the account to send funds to the family. >> daniel's family continues to ask for privacy, but has issued a statement thanking everyone for their support. jennifer franciotti, wbal-tv 11

news. >> police-involved shooting under investigation in landsdowne this afternoon. officers responded to the beltway motel just before 3:45 this morning. reports of a nude man firing a gun from a hotel window. when police arrived, they said the man began shooting at them. he was shot by one at the officers and is being treated at shock trauma. baltimore city mayor stopped by 11 news this morning to introduce his choice for the new commissioner of the city police department. after a nationwide search, dr. anthony batts it won the bid to replace fred bealefeld, who retired earlier this month. the mayor told us that it was his prior experience that attracted her to dr. batts as a candidate. >> i was looking for someone with experience leading a major department i was looking for someone who has experience implementing community policing in a way that as driven down violent crime.

we have a like mind about where to put resources. >> commissioner-designate batts has worked in law enforcement for 30 years and previously served as police chief in long beach, california. the commissioner-designate has already had a chance to meet the people he will be serving. he says he did some undercover work when he came for his interview and witnessed a drug deal taking place in the open. >> i don't think that is unique to the city, but i think it is something that i keep in the back of my head that we need to address and deal with. >> the 52-year-old says he is committed to policing on a personal level, and was happy to receive such a warm reception from residents. his first day in uniform is scheduled for september 27. coming up, republicans kick off

degrees. you may not need your air conditioner tonight. tomorrow we will see warm conditions. mid-80's with the afternoon. again, humidity stays low. was the sunny skies. -- mostly sunny skies. just a few puffy clouds out there. this is essentially the case all across the northeast. the cold front is pushing down into the carolinas. what a different story as we get into the gulf of mexico here we have hurricane isaac, still a major impact. look at this latest radar image. notice how the eye has barely crept into louisiana. soaking rain all across the east side. rainfall rates of one to three

inches an hour. it is easy to see why many these locations are going to see upwards of 10, maybe 20 inches of rain. the wind as impressive as well. 52 as you get towards -- we have grand isle at 48-mile-per-hour wind gusts. everyone at southwest. -- 71 at southwest. this is continuing as a category one hurricane now. this makes it out to a tropical storm that heads into louisiana. this will be hitting drug- stricken areas like missouri and arkansas and then possibly into the mid-atlantic by the weekend. that is something we have to keep in mind, especially with the grand prix. a lot of people may be heading to the beach or with outdoor barbecues. saturday, sunday, monday, and

beyond where possibly we see thunderstorms. isaac states to our south, we get nothing, if to the west, we could be getting rain. >> time for our "medical alert." there's a lot of buzz over the fda's approval of an hiv tell. it is a combination of four existing hiv medications. patients who took the pill once a day had an detectable amounts of hiv in their blood, about the same as other hiv treatments on the market. but this bill is to be taken less often. it runs about $20,000 a year, too much for public health programs to afford. a painful condition is showing up in overweight children. we are talking about gallstones.

experts at kaiser permanente examined medical records of half a million kids and found those who were overweight or twice as likely to develop gallstones as kids with a healthy weight. obese children were four times as likely to experience the problems. if left untreated, gallstones can lead to damage or infection in the gallbladder, liver, or pancreas. you have heard of living a balanced lifestyle of body, mind, heart, and spirit. when we hear those words, we often think of eastern culture. there is now a push to get our pets in that mind set, too. some animal hospitals are offering acupuncture. >> that is the sound of a happy, relaxed horse. the 5-year-old is being treated for a sore hip today. >> she came to me with issues, very mild. they are going for a long hikes and walks.
