it is well up into the louisiana and mississippi. look at the rainfall in the last couple of days. the dark blue is indicating over a foot of rain coming down in many areas. approaching 7 inches in new orleans at this hour. all of that is aiming at the mississippi river valley. that is the good news. they are parched. as it turns to the ohio valley, that is when the rain will come our way it could eventually come up here and enhance our rain chances, especially for the second half of the liberty weekend is it may have been downgraded to tropical storm -- the second half of the labor day weekend. it may have been downgraded to a tropical storm, but is still a danger for many along the gulf coast. >> wind and rain pattering not only in new orleans, but the entire gulf coast.

isaac's assault has been relentless, punishing winds, driving rain, pounding into new orleans and the gulf coast for a full fault -- for a full day, with no signs of easing anytime soon. rescue teams came in to clackum reince parish -- placquesmines parish. >> i have more damage from this than from katrina. >> hundred scramble to get to higher ground. >> i tried to save my next neighbors. it could not happen. the wind was so strong it pushed the boat out of the way. >> everything is washed away. we have nothing. >> an entire neighborhoods.

>> investigators -- detectives are investigating an early in morning shooting at the beltway motel along washington boulevard. they found a naked man firing shotgun shot outside his room window. the suspect suffered injuries after exchanging gunfire with police. the man was taken to shock trauma. no word on his condition. >> sentence this week for the -- george huguely will be sentenced this week for the murder of yeardley love. he is facing some 26 years in prison for killing the 22-year- old. the conviction is for second- degree murder, for which the jury recommended 22 years and grand larceny, for which the jury recommended one year. the judge can lower the standards, but not raise it. and the trial continued for two

of the men charged in the murder outside the towson town center. they're on trial for the shooting death of 19-year-old rodney pridget in the mall parking lot in decemberf last year. detectives testified about interviews with williams after the murder, during which he identified himself and other suspects on the mall surveillance video. this afternoon, jurors got to watch the video >> the official start to the grand prix in baltimore is on friday, but already, drivers downtown are feeling the effects of what will be 8 2 mile temporary street course. lots of traffic, folks. here is the situation near pratt and patent street. many lane closures are in effect and more tomorrow. find alternate routes. most of the delays that you will see include russell street by camden yards and west pratt street downtown.

much of the work has to do with the race course and the track itself. jennifer franciotti was downtown this morning during rush hour. she has details of what you can expect over the next few days. >> downtown baltimore is beginning to look more and more like a race track, but with two more days to go until cars hit the circuit, there's still 20% of the track that needs to be built. you'll see fencing stashed in spots along the course. >> we have left all kinds of openings around the circuit, so that the businesses can remain open until the last minute, and so that we can make sure traffic flows. >> but it was not feeling so well wednesday morning. especially here. many of the big rigs carrying race cars and other equipment started making their way into downtown, causing major headaches for drivers. even more closures are going into effect for thursday morning, especially near the circuit.

accused of leaking documents to wiki-leaks is under way. prosecutors are asking for evidence that they say shows he should have known that he should not have shared the information. he received so-called corrective training in 2008. a military judge is deciding the issue on thursday. and it is now up to a charlottesville virginia judge to determine whether he will uphold a jury's sentencing guideline for the university of virginia lacrosse player george huguely. after mont of various separate -- appearances, he will be facing a sentence of 26 years in prison for killing 22-year-old yeardley love. it only took a little over nine hours for the jury to render a verdict. sources close to the case said that based on sentencing guidelines, it is a possibility the judge could reduce the sentence.

but the flooding along the coastline has been so much worse than anyone expected. >> i saw some pictures this morning. new orleans was literally being pounded. by this evening, a lot of the wind will die down, but the water is still left behind. a slow-moving storm. >> the storm has top sustained winds of around 70 miles per hour. jay gray has been braving the elements where city officials not too long ago posted dust to dawn curfews. are there that many people still in new orleans? >> there are still a lot of people in new orleans. many are staying inside. we are still getting a beating from isaac. i'm sure before we are done talking we will see some pretty big gust of wind. the frustration of those left

time. no matter how many palms, if you've got more water than you can move out, you're going to get a standing water and flooding. that is going to happen. we are below sea level. this area floods when there is just a strong thunderstorm. you've got three or four days of continuous rain, and you're going to see some flooding. that is why officials are saying to stay inside. make sure you are safe. it just takes a couple of inches to float. haveu're walking in that water, many times you do not see manhole covers. it is still dangerous and potentially deadly situation. >> any news on the levees in plaquemines parish? there were saying they may have to cut a hole in the levy because the pressure is so

great. >> now the consideration is that it will not have to happen. they are still monitoring it. they're very frustrated at what happened here, because this storm @ plaquemines parish was worse than katrina in terms of how it affected the area. 75 people had to be escorted out. teams rushed in and try to rescue them. the national guard is still looking for people. >> stay safe out there. it is too late to stay dry. >> but a couple of very encouraging signs, traffic moving behind him and people walking in the street. not bad -- quite as bad as katrina. >> we will see how it impacts

our weather over the upcoming weekend. a very compacted area being impacted by that. some spots and during a nice, sunny day, but you can see the dry, parched areas, parts of oklahoma and texas, hoping that some of that comes their way. we will see how it affects the forecast. the high temperature at b.w.i. marshall today was warm. 86 is the normal high and it slid down to 83. feeling ok for most areas. 100 degrees is the record high for this day 1953. duracool record is in 1986. -- the cold record is in 1986. of the elkton and sees a county from 82.

garrett in allegany and counties. tonight in baltimore, temperatures spread of 50-57. the winds will be quiet overnight. the that area of high pressure northwest should deliver another beautiful day tomorrow. then the wind shifts to the south and more moisture comes in. we will have to see where the remnants of isaac ago. 96 in denver right now. with any luck, the tropical moisture will hit the drought- stricken areas along the mississippi river and the ohio valley. the problem is that this aims at the mid-atlantic over the labor day weekend. the center of depression is still out way over western ohio. we will not take a direct hit, but the moisture will start streaming out at a bid and enhance our rain chances, especially on sunday and monday. a nice sunny day tomorrow and not very humid. winds out of the south about a

march 1 and june 30. more than 2800 maryland residents have gotten help already, ranging from mortgage modifications, principal reductions, refinancing, and short sale financial assistance. we're not out of the woods yet. maryland is supposed to receive $1 billion total. coming up, lots of places to shop in owings mills, including a wegmans. but not everybody is happy about it. a new shopping center is in the works. the development will be anchored by wegmans at painter's mill and reisterstown road. opponents have been pointing to traffic concerns and they said they will collect 22,000 signatures for a referendum. the shopping center is already more than 70% leased. a bankruptcy judge is taking -- taking a look at the sale of the steel mill.
