the man who call themselves the joker appear before a judge on thursday. neil prescott is forbidden from having access to guns. he threatened to shoot co- workers in capitol heights after being fired. his case made national headlines when police say they thwarted his plan for a mass shooting. >> a 23 year sentence for the former lacrosse player convicted of murdering his girlfriend. lowell melser was in the quarterback and has the latest from charlottesville. >> the charlottesville circuit court judge decided to reduce george huguely's sentence from 26 to 23 years. he consulted the virginia sentencing guidelines. the judge took the jury- recommended 25 years for second- degree murder and dropped it to

23 years, and the one year for grand larceny will run concurrent. the commonwealth presented witnesses of love and huguely who highlighted his violent behavior. huguely's attorneys called his aunt, uncle, priest, and family doctor to the stand. they said he was a leader and was an all-around good person. huguely did address the love family saying, "miss love, lexie, i am sorry for your loss." the state of virginia banned parole back in 1995. with good behavior, he will have to serve about 85% of his prison sentence, which comes out to about 20 years. he has so far served two years in prison. once he is out, he will remain on three years' probation. lowell melser, wbal-tv 11 news. >> after some stalled stars, the flag is about to drop on baltimore's second grand prix weekend.

jennifer franciotti joins us live from downtown with a preview. >> good morning. we're at the corner of eutaw street and pratt street. we have some racing personnel that are standing by eventually it will close when the practice runs started this morning. we have seen all kinds of activity this morning. ambulances making sure they are in position. k-9 officers on patrol. very busy. traffic seems to be moving well. it should go off without a hitch. racing organizers say they're prepared for this year's grand prix. race on llc has taken over the five-year agreement to host the baltimore grand prix. michael andretti leads the

company. michael andretti has heard the complaints about last year's grand prix and already has a plan in motion. >> just improve on some of the things, some of the complaints that some of the people had. like some of the traffic patterns, and so the pedestrian traffic was a little backed up and we're going to try to do things to help relieve that. >> one thing they are doing is letting pedestrians know where and when they can walk and learning drivers to any detours. that should help traffic move along safely. friday morning's is generally lighter in traffic. a lot of folks downtown have been warned they can work from home and maybe stay away from certain areas. it to be an easier commute. jennifer franciotti, wbal-tv 11 news. >> thank you. make wbaltv.com your pet's stoitstop.

>> good morning. 76 degrees downtown. a little bit of haze out there bang and we could see some patchy fog in some areas. today will be a low humidity day with some fairly comfortable temperatures, at least this morning. it will get hotter this afternoon. look at the radar. nothing around here. the moisture from isaac has moved northward away from central louisiana. rainstorm west of jackson, mississippi and moving into

southern missouri. eventually the storm will make a turn to the east. let's look at the current temperatures outside. edgewood, 70. 50's and 60's in far western maryland right now. as far as the ratings are concerned to the west, it will be kind of hot later today appeared to bounce may pick up a few clouds. you can see a high pressure that is giving us some fairly decent conditions and holding the moisture off to the south and west of us. the moisture is trapped under the ridge of high pressure. that is what kept isaac down to the south. now the center of the storm isn't western arkansas and moving up towards the ozarks. eventually this cold front will help to steer the storm to the

west and move the moisture and was left of isaac into the ohio river valley over the next 24 hours. the movement of the storm in the various computer models are not all together yet. there are some question marks as we get into sunday and monday as to what happens to what is left of isaac. it is not a sure bet. lots of sunshine today. maybe a puffy cloud. the humidity is all right and we'll have a west wind of six to 12 miles per hour. temperatures near 90 on saturday. we have a chance for some rain on sunday and monday and tuesday with the highest renewed chances but it will not be a washout. i think the holiday weekend will be a good one.

>> the grand prix and the closures will be the big story. 395 is shut down at conway street and howard streets. you have to take mlk if you take 395 into the city. light street is closed near key highway. calvert remains closed at pratt street. 295, russell street and paca street are closed. it will be difficult to get onto 295. pratt street is closed. several closures to watch out for. you might want to consider an alternate route. monument street is closed near patterson park. the topside of the beltway at york road is looking good. this is the harrisburg expressway.

>> this is a wbal-tv 11 editorial with president and general manager dan joerres. >> traditionally, the first day of school signals a new beginning with great anticipation for the school year. unfortunately, that was not the case for perry hall high school. a 17-year-old student was shot and critically injured, and police have charged a 15-year- old classmate. immediate heroic action by a guidance counselor who subdued the shooter prevented further carnage as panicked students evacuated the building. it appeared the school's emergency evacuation plan worked, and now the healing begins for both the victim and the student body. increased security and counseling have been provided for students and staff. perry hall has a reputation as a top-performing school, and officials said they will continue to concentrate on that goal as they share concern for both the victim and the suspect. having the first week of school end with a 15-year-old student charged as an adult with attempted first-degree murder and first-degree assault is certainly not on the agenda for the school or their new ceo, dr. dallas dance -- but now,
