attacked this country in an unprecedented assault killing nearly 3,000 people. today remembrance ceremonies will be held at each of the locations where lives were lost including the site of the new york trade center. danielle lee joins us at ground zero. >> reporter: good morning, mara. later the ceremonies at the reflecting pools will feature six minutes of silence marking the attacks. they'll have a reading of the names of the victims. this year's ceremony will be smaller than in years past. one year after their debut, these reflecting pools sitting in place of the fallen world trade towers will once again be front and center. >> you just can't forget that day. >> reporter: and while the country isn't for getting the people lost in the september 11th terrorist attacks, this year much has changed. unlike last year, politicians have been asked not to speak. only relatives will read the names of the victims on this 11th anniversary. president obama will stay in watching ton and participate in

ceremonies at the white house and the pentagon. monday families already gaertd near shanksville, pennsylvania, along with defense secretary leon panetta. they were remembering the victims who died fighting to keep their plane from reaching the capitol. >> they gave their lives for all they loved. they gave their lives for the families they loved and for the country they loved and there is no greater sacrifice. >> reporter: back in lower manhattan construction is resuming on the memorial museum that sat unfinished for nearly a year while the port authority which owns the site battled over financing with the memorial foundation. >> i'm great fied that on the eve of 9/11 we're able to announce an agreement that i think will ensure the completion of the 9/11 museum. >> without a museum this memorial doesn't teach you anything. it doesn't tell them anything about what happened on that day. >> reporter: a positive step forward on a project that for

many will make this tribute complete. and in the last 24 hours some relief for residents and first responders who have suffered from cancer due to the debris following those attacks, the world trade center health program will cover treatment for many of them. reporting live in lower manhattan, i'm danielle lynn. thank you. after a long summer break congress is back in session in washington. on the agenda, they'll try to pass a spending bill to fund the day-to-day efforts. nbc's steve handelsman reports from capitol hill. >> reporter: lawmakers in the house and the senate are back after a month long break with a pile of urgent business. but they're focused first on the election. >> both parties are looking at public opinion polls, looking at

which parts of their agenda are popular and which part of the other sides are unpopular and drama advertise those with floor votes that don't result in bills. >> reporter: so democrats want a new vote on the paul ryan budget to drive home to voters that he would change medicare. republicans want the vote to phase out solar and wind power subsidies to drive home to voters that president obama lost a half billion on solyndra. a far bigger issue, the impasse over hiking taxes on the rich that have not settled could raise everyone's rates january 1st and trigger huge defense and social service cuts. the fiscal cliff is getting put off until after election day. the farm bill that will help with the drought is partially postponed because republicans are pushing for a cut in food stamps. >> the american people are asking to balance this budget. >> reporter: each side blames the other. >> for people that are outside and out of work, they're

astonished by the fact that this congress won't do anything. it seems content to kick the can down the road. >> reporter: so what might get passed before the election? nearly one of those short term stop-gap spending bills to keep government going past september 30th. i'm steve handlesman, nbc news, capitol hill. and now here's a look at some other stories making news early today in america. in nebraska, four masked men armed with an ak-47 took over a mini market. they dragged a clerk along the floor as she struggled, then forced her to the cash register to hand over money. they were in and out of the store in less than 90 seconds and they're wanted for at least one other holdup. in california, newly released video shows a 70-year-old woman getting car jacked in a parking lot. moments later she was run down by her very own siv. the woman has recovered but the car jacker is still at large. in north carolina it's hard to believe, but authorities say that's a u.s. marine on the left

viciously attacking a taxi driver. the marine stationed at fort lejeune is accused of beating and threatening to kill that cabby. the marine checked himself into a mental health facility and is expected to be arrested. finally, on a far, far less serious note in georgia, there's a legal battle brewing over a pink dollhouse. a homeowner's association is suing in part because a play house built for a 4-year-old girl by her grandther says the color irritates the neighbors. do people have a little too much time on their hands? >> i think it's time to paint the whole house pink. >> exactly. >> i'll show you. all right. want to talk about a few things. there are a few things, hopefully you shut your windows. we have seen temperatures down in the freezing range. 32 at the moment. 33 now. saranac lake in northern, new york. take a look out at st. john's
