libyan in connection to the deaths of four americans earlier this week. >> the u.s. is also bracing for more demonstrations in other parts of the muslim world. halle jackson is live. what's the latest? >> four people now under arrest according to libyan officials who say it's really too soon to tell if these suspects have any ties to any specific extremist group. >> anti-american protests have now spread through a reported 11 countries. >> our demand is that president barack obama appears and makes an official apology. >> demonstrators furious over an inflammatory depiction of a film. >> we absolutely reject its content and message. >> now u.s. diplomatic missions worldwide are preparing for more protests. >> it's friday. it's a day of prayer in the islamic world.

and i really hope that cooler minds prevail. >> after a violent attack on the u.s. consulate on tuesday, the government now involved in the deaths of four americans including the death of navy seals. >> glen was an amazing human being, and we're devastated. >> the safety of diplomats overseas is of key concern. >> i think there will be a focus of security around our ambassadors and consulates. >> i've directed our authorities to protect all americans serving overseas and abroad. it's one of my highest priorities as president. >> and the deputy minister says it's possible these militants may have had some inside information from libyan securities. >> and how about the video sparking the protests? can we still view it online? >> yes. we can and so can a lot of people around the world. but not in libya or egypt

because google has blocked access to the video there because of the sensitive situation. >> thank you, halle. meanwhile an overwhelming condemnation of those actions overseas. members of the maryland muslim council stood outside of the state east largest mosque to condemn the aoverseas and spread peace. >> the killing of the ambassadors is in no way allowed in our religion of islam, and anyone who does it is not doing the right thing and is not helping the religion in any way. and we stand with our american brothers and sisters in condemning this violence. >> we condemn it, and we hope that this will not ignite more violence. >> the council leaders point out while they don't condone or accept disparaging remarks on the islamic faith, their rules

are not to react with violence. >> and we laronned the 19-year-old shooting victim on a campus was not a student but visiting his cousin who was a member of the morgan state football team and the victim was targeted. also the shooter was not a student at morgan. university officials say they are satisfied with their response to the shooting but are evaluating a glitch in the student alert system. >> what apparently happened was the website reached overload. yesterday. as information started going out and people starting logging on to the website. but it was back up quickly, and the log jam was fixed. >> police did not publicly identify the suspect, and so far no arrests in the case. >> meanwhile defense attorneys for the suspect in last month's shooting at perry hall high school are floating possible motives behind the attack. the lawyer for the teen said

the teen went to school armed with the shotgun because he expected and wanted to be killed. he posted a message on facebook stating first day of school, last day of my life. >> i think you're dealing with a child who was primarily motivated to commit suicide by cop and what he was doing was acting out in a terrible fashion in the hopes that somebody over than him wouldfull trigger on him and he would perish. >> gladden's attorney expressed relief that the shooting victim is recovering and would like meet him to tell him how much he gets his actions. meanwhile the hearing was postponed so the state could review the psychiatric evaluation of gladden. >> meanwhile, baltimore county school officials say they are going to roll out a plan aimed at improving school security. jennifer franciotti is live with us. jen, what can we expect from this new plan? >> some answers, and that's

what school administrators are hoping to give teachers today. starting this morning, baltimore county schools will conduct a series of mandatory meetings where officials will introduce a new security plan. state edge indicators will communicate more on thousand report suspicious activity. the district might also introduce a new safety tip hot line. the head of the teachers association welcomes those new measures. >> tomorrow there is information that will be coming out that will help them to not only understand what their role is and but also to help the students understand what their role is and i believe a piece will be coming out for the paints as well. >> information on school safety and security for parents should be coming home. >> that brings us to our water cooler question of the day, what steps do you think should be taken to improve school safety? you can share your response at

negotiators met saying some progress has been made but not enough to stop the strike from stretching into a fifth day. despite a rally on chicago's west side, officials say they remain optimistic they can reach a deal over the weekend. and the actress best known for playing the role of "gloria" in the show "all in the family," sally struthers was arrested for driving under the influence. the actress is currently in maine performing in a staged a dapation of the musical "9 to 5:00." >> in this morning's "consumer alert" the food and drug administration is warning the public of a rare chemical burn for those using ben gay and icy hot. from first to third-degree

school officials are rolling out a plan to keep students safer. >> the school superintendent has been saying all along that he wants to cast a larger net when it comes to safety and security and that will happen first thing this morning. >> there have been two major gun incidents in baltimore county schools since the first day of classes. one at terry hall high school where a teenage gunman shot a classmate in the school cafeteria. then a few days ago a teenager showed one a gun where he threatened his teacher and classmates. mandatory meeting will lay out a new approach to safety and security. >> tomorrow there will be information coming out that will help them to not only understand what their role is but also to help the students understand what their role is. and i believe a piece will be coming out for the parents as well. >> we're told the district will also share an updated reporting

system for staff and students. even an anonymous tip line and talk about the role of a security director. the teachers union supports any training in place to help make schools safer. >> i think a lot of the issues have to do with warning in advance and paying attention and knowing what to pay attention to. because you can say well, it's a child comes to you and says so and so is doing this on facebook. i'm concerned. if it stops right there, then it stops there and something bad can happen. >> and district officials want to keep parents in the loop. we're told parents should expect letters outlining the new security measures. >> thank you, jen. first baptist church hosted a code blue rally in an effort to take a standing against bullying. though there's no evidence that

bullingying played a role in the recent gun incidents at schools but they want to be proactive. >> we want to take positive action steps. >> the church is also starting a code blue facebook page for those who have suffered bullying. >> well tough questions for bg&e regarding the company's response during last june's crisis, bg&e said it was dealing with a shortage of employees. many were tied up on other projects in virginia at the time. >> assuming we had had the heads up and had people hear, we probably would have restored service quibblinger than we did in this storm. there's a growing gap and with divide between what customer expectations are for restoration in a hurricane-like storm versus the reality of the

system that we actually have today. >> despite the limited manpower, bg&e officials point out they managed to repair the damage from the storm in the same time they did for hurricane irene, a weather event they had days to prepare for. >> and leopold is asking testimony bes toed out. information obtained calls the lawsuit impertinent and one was saying it contained only information that was sensationalized. the lawsuit accuses leopold of creating a hostile workplace and using spies to detect disloyalty among county employees. >> and it was learned the county prosecutor and a prince george's county democrat was

>> welcome back to 11 news today. it's 6:43. in the headlines this morning wbal-tv is learning about a new motive at the high school. an attorney for robert gladden jr. said the teenager wanted and expected to be killed when he brought a shotgun to school. baltimore city police are searchling for a suspect in connection with the double shooting in north baltimore just after 10:00 p.m. last night. invest gators found two men, each shot in the arm. police believe the pair were shot somewhere else meanwhile, city police have made an arrest in connection with a double shooting in vernon. they say a man shot and killed one man and critically wounded larry peterson on august 10

during an attempted robbery outside peterson's bed and breakfast and the police are looking into bass as a possible suspect in other robberies in the area. >> and new arrests in the death of our libyan ambassador and three others. tracy potts has the late-breaking developments from washington. >> more demonstrations overnight. more tear gas and rocks thrown as police. so far more than 200 have been injured in protests at 11 u.s. compounds and despite a call for calm by egypt's president, they are concerned for more violence after friday prayers. >> we are going to bring those who killed our americans to justice. >> investigating the arrests into four in the deaths of four americans. >> we have to protect our

difficult to obtain guns to begin with? >> and another writes, better parenting at home. that's where it all starts. >> how does the friday commute shape up so far? >> good if you're not driving on the west side of the beltaway. that's a pretty messy situation. we have a crash at ed mon on the avenue and you can see we're down to 17 miles an hour there and delays are backing up to 75 on the outer loop. so possibly avoid that route if you want to get around it. we have a crash in howard county. eastbound 100 at anne arundel road and so a few problem spots. a live look outside at the harrisburg expressaway west of the beltaway looks like everything is moving fine there. >> and i take it you caught the professor's explanation of partly sunny versus partly
