targeting voters in baltimore. and implies that a question 7 does not pass that a casino may not open in baltimore city. we asked david collins to look into the claim and he joins us with our own fact check. >> the last line of the tv ad got our attention. the general manager of the new baltimore city casinos as we are ready to build here and all that has to happen as question 7. >> we are ready to build right here. we are ready and it's real. all that has to happen as question 7. >> this claim is misleading. the casino will operate regardless of the outcome. they awarded caesars entertainment group a license over the summer and they will operate south of the stadium under the harrah's name. a city review panel rejected the proposal for a massive parking garages. they are seeking changes in the plans for traffic flow.

orangs beards, orioles beer, show us your orange. ulocal on our mobile app and wbaltv.com. >> is 61-year-old man was walking home on north charles street when someone came up behind him and shot him in the head just after 5:30 yesterday evening. they're looking for a light complected mail last seen wearing a baseball hat and a green shirt as it was leaving the scene. it's still unclear if this was a random more targeted event. two men sent to life in prison without the chance of parole accused of killing or conspiring to kill a teenager outside of the towson town center last holiday season. they were found guilty of plotting to kill a 19 year-old. the two orchestrated the hit. the accused triggerman has yet to go to trial.

it was all caught on tape and now the woman accused of beating an elderly nursing home patient will go on trial december 12th. she pled not guilty to abusing the vulnerable adults. the victim's daughter had set up a security camera in the nursing home room. after seeing what had been recorded, she turned it over to police. the initial trial was set back in 2007 but she fled to kenya. she was recently extradited back to baltimore. >> please want to make sure your weapons are secured. to help make that happen, they're giving away free gunlocks. the goal -- keep firearms out of the hands of children. tim tooten joins us live from the newsroom with more. >> this is the counties web responding to a number of guns turning up in schools taken from homes of relatives. it's being unveiled that they are investigating a third school incident.

>> at a press conference to announce the program, the county executive sent a strong message to gun owners. >> this is not only owners being careless. frankly, they were caused by owners who were being idiotic. >> on thursday, more trouble. this time at deer park magnate middle school where they arrested and charged two 12 year-old's. one showed up with ammunition to a 380 caliber. police later found the gun at the home of one of the students. the weapon was part of a trade for an xbox video game. this is one reason they are being forced to give away free locks. >> responsible gun owners use the lock. it calls -- costs just a few dollars. we will give it to you free. show you are a baltimore county resident and we will give you up to three of them.

david smallwood: maryland money needs to stay in maryland. it's just that simple, i mean, it's a no brainer. anncr: every year marylanders spend five hundred and fifty... million at casinos in west virginia, delaware... and pennsylvania. one west virginia paper calls it a "cash cow" for them. but its cost maryland over one billion dollars. money that could have created good jobs and... better schools for us.
