>> students can now be approached at any time and scanned with detectors as early as today. police have been trained to use the wands only in cases where they suspect a student is armed. there was a call for metal detectors after a student was shot at perry hall high school on the first day of classes. since then, there have been at least three other gun-related incidents. the latest took place at owings mills high school, where a student was arrested for bringing a bb gun to campus. the county police chief says his school-based officers know what to look for. >> when an individual is carrying a weapon, they carry themselves different. they hold their beltline different. they will be constantly touching the object itself. officers are trained at a very young age in the police academy to look for these clues, these behaviors. >> police say they will continue to rely on students to speak up when they suspect that classmates have a weapon. jennifer franciotti, wbal-tv 11 news. >> a council committee signs off

on the hiring of baltimore's new police commissioner who has already been on the job four weeks. it now moves to a full vote of the city council. protesters gathered outside and claimed they were shut out of the selection process. >> the swearing-in took place two weeks ago. this is the first time the citizens have an opportunity to articulate their concerns. this is ceremonial. the people should have been involved. >> the mayor's office released a list of organizations it says they consulted in the selection of the commissioner. a judge dismisses first-degree assault charges. officers james harrison and reginald baker still face

second-degree assault. prosecutors say they abuse their power when they assaulted john mckenna back in 2010. defense lawyers say their clients were trying to control a riot. >> john leopold says he will pay back the cost of his defense but only if he loses. he was accused of making inappropriate comments about a woman's appearance. >> frank conaway is met over the water bill problems. he announced plans to file a class action lawsuit against the city. he claims the city collects bills who cannot pay their water bills but allows businesses to skate by. some 38,000 customers were overcharged for water service.

city on wednesday. he was arrested in an fbi sting operation after he parked a van filled with fake explosives and try to detonate it. according to the justice department, he traveled from his apartment to a nearby warehouse where he assembled the van bomb. then he attempted to detonate explosives and he was taken into custody. >> i think it shows law enforcement is vigilant. >> he arrived in the u.s. in january on a student visa. he said he wanted to form a terror cell here in the u.s. he settled on the federal reserve building.

we wanted to know whether these star-studded campaign stops are a hit with voters. four years after this performance in ohio, bruce springsteen will again fire up democrats. the president is not the only one pulling in star power this week. dennis miller had a republican crowd in stitches when he zinged the vp. >> i said to the lady, "what is with this coffee, it's so old and bitter." she said, "that is just joe being joe." >> these celeb appearances are nothing new. >> what he represented to a nation of kids -- >> the obama team's web videos feature big names like jay-z and ricky martin. on the republican side, who could forget clint eastwood and his chair at the gop convention this summer? mitt romney has gotten the thumbs-up from stars like kid rock. neither candidate needed the hollywood touch yesterday to sell their plioint.

>> this is a wbal-tv 11 editorial from president and general manager dan joerres. >> on any given night, 4,000 people sleep on the streets of baltimore city -- in shelters, in cars, or in locations other than housing. last year, 24,000 people accessed programs that serve the homeless. at least a third of these people are women and children who have been homeless for a year or more. in these tough economic times, cities across the country are grappling with what to do. the journey home is baltimore's 10-year plan to end homelessness in the city. baltimore mayor stephanie rawlings-blake has formed a 32-

member civic leadership council. joined by the united way of central maryland, businesses, service providers, and other city agencies and organizations are working to implement the plan. the basis of journey home is to join forces to provide services so homeless people can get in permanent housing with the support services they need to eventually lead independent and self-supporting lives. some 100 families already helped prove that removing the housing crisis for a family gives them the stability to address their other needs and move forward. this group is also working to end stereotypes and misconceptions of the homeless population and understand the essential pieces to the solution. in an effort to create awareness and raise funds, wbal- tv 11 is joining the city of baltimore in hosting an event, "evening of unexpected delights," at the baltimore convention center on october 20. the goal is to put a face on our homeless neighbors and create a call to action. proceeds from the event will be specifically targeted to programs that work with children who experience homelessness and with employment
