baltimore. the executive director of the baltimore child abuse center is not surprised by the depth of the problem. >> it is not specific to the boy scouts. there are many institutions that had this problem. it shows it is a wide problem in america that we need to do something about. >> a statement from the boy scouts of america acknowledges in the past the response to allegations have been insufficient or inappropriate. >> we did not do the job we should have. we are profoundly sorry for that. >> locally, the council ceo says there has been an intense focus on safety for years. training for youth protection is mandatory for all adults. the scouts are taught to resist and report immediately. there is a policy that requires at least two leaders with the scouts at all times. >> if we found a leader alone with a scout, they would be removed immediately.

secretly videotaping women in their homes for months. there is the possibility there are more victims. detectives say 42-year-old michael stephen mckenny is the peeping tom they have been searching for. the rest came this hours after 11 is released the video of the man now believed to be mckenny. he was caught on surveillance multiple times moving the camera to different parts of the house. police tell us he managed to steal the victim's house key and made copies. detectives are working to notify two other women who were also recorded in an unknown residential bathroom. they are continuing to investigate whether there are additional victims. >> the jury has taken a case in the trial of the two prince george's county officers accused of beating a student with pecans. -- with batons. lowell melser has more on the story.

>> closing arguments took much of the day. the jury got the case around 3:00 this afternoon. they have only been deliberating for about two hours. the only request made so far is the jury wanted to see the video of the beating. reginald baker and james harrison now wait on the jury for a verdict. the case lasted a week. it narrowly avoided a mistrial after was revealed juggdge woodard was married to an officer present -- previously convicted of using excessive force. they were charged after beating a stupid -- student during an incident in 2010. the incident was caught on video from a nearby apartment building.

both men took the stand to tell their side of the case. they say he was the aggressor and startled a mounted horse. first baker and then harrison to assist. their attorneys emphasized their clients were doing what they could to diffuse a dangerous situation. prosecutors claimed the man overreacted and the video clearly showed the officers continued to beat on mckenna even though he was on the ground and not fighting back. prosecutors also questioned officer harris and's integrity -- harrison's integrity saying he lied in then recanted the story. i spoke with the public information officer. he tells me the jury can go as late as 9:00 tonight. if the verdict is not reached, the jury will reconvene on monday and continue deliberating. both officers are facing

charges of second-degree assault and misconduct. i am lowell melser, wbal-tv 11 news. >> police are going to charge a 21-year-old pasadena man with more than 130 counts of animal cruelty after authorities seized more than 40 animals from shane taylor's home. police say many of the animals were without food or drinking water. he told 11 news they were rescues and well taken care of. he has been served with a criminal warrant. >> and baltimore family is pleading for your help one year after their son was finally murdered. the man who killed him is still on the run. new evidence could bring him closer to justice. rob roblin has the story. >> it was a year ago today when baltimore county police found the 21-year-old inside a car.

he had been shot several times. >> detectives learned he had been at the mcdonald's on liberty road earlier in the evening. we believe he went there to meet individuals. after he left the restaurant and walked to his car, we believe the three suspects followed him and forced him to drive have a mile to the location where his body was found. >> police released these pictures of the suspects taken at the mcdonald's. the victim's mother sitting next to her husband and daughter asked for help in solving her son's murder. >> that is what we're hoping for today, that somebody will look at these pictures and recognize these guys and make a phone call to help us get justice for our son. >> along with the crime stoppers reward, the family is also offering $10,000 for any information leading to an arrest. >> we are surviving by the grace

continues now. >> it is all being done in the name of safety. baltimore county is changing the way conducts student searches on and off campus. school officials want to revise the search policy. they say this is not in reaction to recent rash of gun-related incidents. >> those were incidents where students brought guns to campus concealed in book bags. it is just a coincidence? it is unusual timing. >> we are being told is just a coincidence. baltimore county wants to send a message to the community that it is serious about keeping schools safe. that is why the timing of the policy may be expected. baltimore county has always had the right to search students. it is a policy that dates back to 1970. it was updated five years ago. it is again under review.

>> we want to make sure all children are safe. >> the new director of safety is recommending the board take another look at the policy. it already gives administrators the power to search students and lockers. students are also subject to searches any time during a school-related event. >> parent notification is important. sometimes the need for safety and security and reacting to an emergency situation, we have the right to search our lockers. they belong to the school system. that is potentially done. >> a few days ago, school officers were issued hand-held metal detectors that can be used to search students if authorities suspect they have a weapon. in both of the high-profile incidents this year, students showed up on campus with weapons in their book bag. at least two face criminal charges.

boys from abuse for years. experts suggest parents stay engaged in their children's activities. jury deliberations are now under way in the trial of two prince george's county police officers charged with beating a university of maryland student. officers baker and harrison face second-degree assault and misconduct charges. the defense contends the officers were just trying to gain control of the crowd during a celebration in college park in march 2010. the most serious charges of first-degree assault were thrown out earlier this week. baltimore county police have released surveillance pictures in the hope of finding three suspects in the murder of a 21- year-old. gales was found shot to death one year ago today. his family is offering a $10,000 reward for information leading to the rest of the suspects. anyone with information is asked to call metro crime stoppers.

>> we begin tonight's consumer alert with a look at the latest jobs report in maryland. the department of labor has released the numbers for september. it looks like there are 9800 more jobs this month. the unemployment rate is down to 6.9%. most of the gains were in professional and business services. the transportation, warehousing, and utilities utilities, education, and health care showed improvement. it has been two months since the tragic train derailment that left two teenagers did. this afternoon, the focus was on the financial problems it created for the neighboring economy. many of the local businesses are struggling to recover after the incident. the derailment was tragic and costly. it is estimated to have cost millions of dollars in damage. the county has been working to
