baltimore. the executive director of the baltimore child abuse center is not surprised by the depth of the problem. >> it is not specific to the boy scouts. there are many institutions that had this problem. it shows it is a wide problem in america that we need to do something about. >> a statement from the boy scouts of america acknowledges in the past the response to allegations have been insufficient or inappropriate. >> we did not do the job we should have. we are profoundly sorry for that. >> locally, the council ceo says there has been an intense focus on safety for years. training for youth protection is mandatory for all adults. the scouts are taught to resist and report immediately. there is a policy that requires at least two leaders with the scouts at all times. >> if we found a leader alone with a scout, they would be removed immediately.

secretly videotaping women in their homes for months. there is the possibility there are more victims. detectives say 42-year-old michael stephen mckenny is the peeping tom they have been searching for. the rest came this hours after 11 is released the video of the man now believed to be mckenny. he was caught on surveillance multiple times moving the camera to different parts of the house. police tell us he managed to steal the victim's house key and made copies. detectives are working to notify two other women who were also recorded in an unknown residential bathroom. they are continuing to investigate whether there are additional victims. >> the jury has taken a case in the trial of the two prince george's county officers accused of beating a student with pecans. -- with batons. lowell melser has more on the story.

>> closing arguments took much of the day. the jury got the case around 3:00 this afternoon. they have only been deliberating for about two hours. the only request made so far is the jury wanted to see the video of the beating. reginald baker and james harrison now wait on the jury for a verdict. the case lasted a week. it narrowly avoided a mistrial after was revealed juggdge woodard was married to an officer present -- previously convicted of using excessive force. they were charged after beating a stupid -- student during an incident in 2010. the incident was caught on video from a nearby apartment building.

both men took the stand to tell their side of the case. they say he was the aggressor and startled a mounted horse. first baker and then harrison to assist. their attorneys emphasized their clients were doing what they could to diffuse a dangerous situation. prosecutors claimed the man overreacted and the video clearly showed the officers continued to beat on mckenna even though he was on the ground and not fighting back. prosecutors also questioned officer harris and's integrity -- harrison's integrity saying he lied in then recanted the story. i spoke with the public information officer. he tells me the jury can go as late as 9:00 tonight. if the verdict is not reached, the jury will reconvene on monday and continue deliberating. both officers are facing

charges of second-degree assault and misconduct. i am lowell melser, wbal-tv 11 news. >> police are going to charge a 21-year-old pasadena man with more than 130 counts of animal cruelty after authorities seized more than 40 animals from shane taylor's home. police say many of the animals were without food or drinking water. he told 11 news they were rescues and well taken care of. he has been served with a criminal warrant. >> and baltimore family is pleading for your help one year after their son was finally murdered. the man who killed him is still on the run. new evidence could bring him closer to justice. rob roblin has the story. >> it was a year ago today when baltimore county police found the 21-year-old inside a car.

he had been shot several times. >> detectives learned he had been at the mcdonald's on liberty road earlier in the evening. we believe he went there to meet individuals. after he left the restaurant and walked to his car, we believe the three suspects followed him and forced him to drive have a mile to the location where his body was found. >> police released these pictures of the suspects taken at the mcdonald's. the victim's mother sitting next to her husband and daughter asked for help in solving her son's murder. >> that is what we're hoping for today, that somebody will look at these pictures and recognize these guys and make a phone call to help us get justice for our son. >> along with the crime stoppers reward, the family is also offering $10,000 for any information leading to an arrest. >> we are surviving by the grace

and you could save hundreds." call or click today. >> the man accused of plotting to attack the federal reserve was reportedly considering tapping a location in baltimore according to authorities recording the phone calls of nafis for a least 10 days. he had contacts with al qaeda overseas and mention the attack in a military base in baltimore with one guard outside. authorities have not yet determined which military installations the suspect was referring to. they say he changed course to attack more people. the bangladeshi national was arrested on wednesday after he attempted to detonate when he thought was a real bomb outside the federal reserve in manhattan. >> the ravens tape on the houston texans on sunday.

>> your 11 insta-weather plus forecast with the chief meteorologist tom tasselmyer. >> heavy showers last night and this morning. that part of the system has moved through baltimore and off the coast. these and rain is coming down across new england. -- decent rain is coming down across new england. there are showers in d.c. into southwest of the baltimore area. we will see if this turns into stronger storms. it looks like a line of showers that stretch from howard county into northern virginia and perhaps into western baltimore county. white sprinkles for the next couple of hours. we're not concerned with the rain west of the mountains. it looks like most of that will pass us by. we do have to finish up these last showers before we can give it the all clear on what looks like will be a nice weekend. cool air coming in from the west.

40's and 50's over the upper midwest. that is pushing into the warmer and temperatures around here. richmond, 78. 75 in baltimore at this hour. the cooler air is still coming in triggering isolated showers for the next hour or two. the warm air will be pushed off. the cooler temperatures will filter in. by morning, the western suburbs will be in the 40's. downtown baltimore and the shore will stay in the 50's. the shower chances should diminish in the next few hours. in the skies were clear. white men that five most hour. -- then the skies would clear. those should clear in the next hours. this pushed the front through. that is clearing out. high pressure will fill in behind the storm. this will lift to the north and east berlin in nice ball whether for the weekend and next

[captioning made possible by constellation energy group] >> the flu is in town earlier than usual. the department of health announced today the first confirmed cases of influenza have been diagnosed in children in the baltimore region. one child was hospitalized. all four are reported to be doing well. flu is particularly dangerous

for children. a review of cases reveals nearly half of the kids that died from the flu have no underlying health conditions. last year the first confirmed case was not reported until december 30. it is early this year. now to the latest on the meningitis outbreak. medicare is coming under scrutiny as concern grows over the nation's drug supply. program officials are scrambling to find out how many beneficiaries are among the more than 250 people sickened. the number in maryland stands at 16. officials in tennessee say the rate of infection seems to be declining. that is the state where it was first discovered. a new study shows when children are struck by cars starting into traffic. that is a problem. there's increasing evidence of young people being distracted by cell phones or hand-held

games. >> having any kind of destruction can make them aware of their surroundings and less likely to pay attention to safety rules. >> in the study, nearly half of older children and 1/third of teenagers were hit when they crossed the street in the middle of the block. 18% of teenagers were using an electronic device when struck. cell phone technology is leading to new injuries. doctors say people experience trauma to their joints and ligaments from all of the texting. chiropractors say they are seen patients losing the natural curve in their necks. it can cause pressure and headaches. experts suggest taking a 15- minute break after every 10 minutes to stretch your neck. >> that is very interesting. still ahead, a new battle in the case of trayvon martin.

continues now. >> it is all being done in the name of safety. baltimore county is changing the way conducts student searches on and off campus. school officials want to revise the search policy. they say this is not in reaction to recent rash of gun-related incidents. >> those were incidents where students brought guns to campus concealed in book bags. it is just a coincidence? it is unusual timing. >> we are being told is just a coincidence. baltimore county wants to send a message to the community that it is serious about keeping schools safe. that is why the timing of the policy may be expected. baltimore county has always had the right to search students. it is a policy that dates back to 1970. it was updated five years ago. it is again under review.

>> we want to make sure all children are safe. >> the new director of safety is recommending the board take another look at the policy. it already gives administrators the power to search students and lockers. students are also subject to searches any time during a school-related event. >> parent notification is important. sometimes the need for safety and security and reacting to an emergency situation, we have the right to search our lockers. they belong to the school system. that is potentially done. >> a few days ago, school officers were issued hand-held metal detectors that can be used to search students if authorities suspect they have a weapon. in both of the high-profile incidents this year, students showed up on campus with weapons in their book bag. at least two face criminal charges.

as school officials work to revise the current policy, they say they will continue to enforce laws already on the books. >> if they find a substance or weapon that they are not to have on school property, the consequences are there for suspension. >> the school board will look at the proposed policy change on tuesday. the public will get to make comments in early november. you can see the entire policy change on our website wbaltv.com. click on education and alert. >> here's a look at other top stories. thousands of files outlining decades of sex abuse in the boy scouts revealed some of those cases took place in maryland. they include locations in baltimore, frederick, and other areas. the national boy scouts office released a statement acknowledging the responses were not appropriate. the organization says it has been committed to protecting

boys from abuse for years. experts suggest parents stay engaged in their children's activities. jury deliberations are now under way in the trial of two prince george's county police officers charged with beating a university of maryland student. officers baker and harrison face second-degree assault and misconduct charges. the defense contends the officers were just trying to gain control of the crowd during a celebration in college park in march 2010. the most serious charges of first-degree assault were thrown out earlier this week. baltimore county police have released surveillance pictures in the hope of finding three suspects in the murder of a 21- year-old. gales was found shot to death one year ago today. his family is offering a $10,000 reward for information leading to the rest of the suspects. anyone with information is asked to call metro crime stoppers.

>> the spotlight is back on florida this evening and the high-profile trayvon martin murder case. lawyers were back in court arguing over evidence. at issue is whether the defense should have access to his school and social media records. >> he was once a neighborhood watch volunteer and now an accused killer. george zimmerman has been in hiding since finding out a florida jail. he was back in court today. the controversial case remains in the public spotlight. >> it is what happened on february 26 that is relevant. >> that is the night trayvon martin was gunned down in this gated community. simmons says it was self- defense. his parents and the state of florida say it was murder. in the hearing today, the judge agreed to the defense request for access to his school and cell phone records along with social media postings from martin and an unknown witness he

policeprince george's department is morning one of their own. officer bowden was killed when his cruiser crossed into a utility pole. another driver was taken to the hospital with non-life threatening injuries. they say he was a six-year veteran of the force and leaves behind a son and daughter. this is the second time in two months accounting officer has been killed in a traffic accident. -- a county officer has been killed in a traffic accident.

>> several people are recovering after a tractor- trailer crashed into a two school buses and other vehicles in pittsburgh this morning. officials say a total of nine cars were involved. a female bus driver and a man both suffered serious injuries when they were ejected from their vehicles. there were no students on one bus. the other bus still had to give students. the accident remains under investigation. >> of pakistani teenager shot by the taliban is now able to stand up and right. malala yousufzai is being treated at a hospital in the u.k. the medical director says she is still showing signs of infection. her supporters are tweeting daily about her progress calling her miracle malala. doctors say it is too soon to tell if she will make a complete recovery. >> she understands why she is here. it is a difficult position for her.

and showers has developed west of baltimore that stretches throughout southern york county and into northern virginia. that line of showers does not appear to be making much progress in it is sitting there. there could be decent rain coming down in howard county and southern carroll county and farther south. not a lot of movement. the potential for an additional shall or lightning strike. -- additional shower or lighting strike. not a lot of rain to talk about. some locations got more than an inch. that shows you how very the rainfall amounts can be. it is coming down. west of town. not much happening in the city. 7.86 inches, below normal for the year. 10 degrees above the average

today. the seller leave breeze with sunshine can get temperatures above normal. the record was not threatened today. there is cooler air to the west of us. it is moving in. it is 48 in cincinnati under clouds and showers. 50 around green bay. the cool air will be moving in. the western mountains have seen temperatures drop. we're holding in the 70's here. by morning, the skies clear. the western suburbs will drop into the mid-40s. the narrow band of clouds producing showers. most of the activity has passed us by. the area of low pressure near chicago will track northeast through northern new england. we may get crushed by the southern edge tomorrow evening. we will mention the possibility of a light shower tomorrow evening.

>> we begin tonight's consumer alert with a look at the latest jobs report in maryland. the department of labor has released the numbers for september. it looks like there are 9800 more jobs this month. the unemployment rate is down to 6.9%. most of the gains were in professional and business services. the transportation, warehousing, and utilities utilities, education, and health care showed improvement. it has been two months since the tragic train derailment that left two teenagers did. this afternoon, the focus was on the financial problems it created for the neighboring economy. many of the local businesses are struggling to recover after the incident. the derailment was tragic and costly. it is estimated to have cost millions of dollars in damage. the county has been working to
