but getting stronger. you see the bottom right ha-han corner the circulation. about 250 to 300 miles east-southeast of ocean city and moving north. so it won't come up the chesapeake bay and that is good news. we were concerned about that a couple of days ago but it looks like it will come onshore in new jersey. we could see heavy rain on the eastern shore counties right now with lighter rain in the with respect suburbs. at the airport you see winds are not terrible around baltimore. north wind eight up to about 20 miles an hour gusting. they will pick up this morning and this afternoon. the worse part of the storm will be this afternoon and this evening. by the time we get there the rain will be much heavier, wind gusts 30 to 40 miles an hour by this evening 40 to 60 miles an hour as the storm comes onshore in new

jersey. cold comes in tomorrow. snow is likely in parts of maryland. blizzard warnings are in effect in gerarrett county. we will talk more about there and i will take you step by step through the storm process in a few minutes. first well say hello to ava marie at ocean city. you saw the sustained winds up to 85 miles an hour so you could easily see gusts close to 60 this morning. >> yes. interesting enough, i was looking at the report and they are getting gusts close to 60 miles an hour. we are on the pool deck of our hotel and the winds are variable because we're getting them affected by the building. they are gusting mostly out of the north but check the waves. they are incredible. you can see that barrier, that fence. that is where we were standing yesterday and now the water is

coming in there heading through high tide. we are not able to stand on the coast. it is an incredible situation. the rain has let up a little bit but the winds are going strong. have more rain. now out to annapolis where kim dacey is. how are things going there? >> good morning. here we are seeing steady rain that we have been seeing all morning and the wind is picking up. seeing more gusts. there was a little bit of calm between the gusts but we are seeing more gusts and rain goes horizontal. we will see what is going on near the water and it is pooling a little bit. pretty indicative of what we see on roads and parking lots, starting to pool there. be careful as you are driving morning, you may see patches where water is covering the roadway. as far as the water in the

actual harbor here, it looks like we've got at least a couple of feet before it would come up and over the ledge here. officials are looking for a surge of about one to three feet and that would probably put it over the edge. that will increase the flooding of course. as far as the road conditions we were driving around and most are passable but you may see a little bit of water on them. there is a shelter set up in annapolis high school. if you need to leave your home for any reason, you can go there. annapolis high school on riva road. you can bring your pets. cats and dogs are welcome. as far as parking, the parking garages in the city are open and free to city residents. they want to get cars off the streets in case of flooding or they need to get emergency vehicles by. a couple of things to be aware

of here and we will continue to monitor the situation. back to you. tim tuten is live in baltimore. how are conditions there? >> it is changing. it is storming a little bit in terms of drops getting bigger. we are off of 41st street. you can see it is raining and has picked up. i want to show you that people who are coming that the wipers are going a little faster than earlier because the system is coming in. we are here at the giant food store and another bread truck showed in. people are saying do not come out unless you have to, but this rain is picking up in baltimore city and i think that we're going to see it continue throughout the morning. just an idea as you look behind me you can see that the rain is coming down much more steadily than when we pulled out here about 4:00 this morning. we will keep you posted here.

same applies to residents in baltimore city as any other place in terms of being alert, being able to have an emergency kit. just preparing for the worst. back to the studio. >> rob gold from b.g.e. is with us again. we have some outages. >> they are scattered. we saw the numbers go up and down overnight. we had one in lawmaker and restored in. in the hass half hour it -- past half hour it jumped from 100 to 700. we will be in the community and what customers will see is there will be times they will see a bucket truck or a car with a meter reader sign on it that is not a meter reader but they are patrollers. if they are behind a wall or in a community area, they are there for safety. we are putting them in the community as opposed to bringing them back to safe harbor because they are that much closer to the work.

as the bonds come through and -- bands come through the winds subside they will go out and restore. if it kicks up they will retreat to safety. so we are trying to keep them in the community. >> we are looking at this and this will be a monster and we need to move as much as we can and keep pace with the work. that is the problem we have is this will continue to attack and we know that. to the extent we can use the resources. out-of-state resources and we have upped that to 3,000 in the request from 2,500. we have about 1,600 already coming in and they are coming as far west as new mexico and oklahoma. we want to utilize them rather than sitting and waiting for the storm to pass. but they won't be as effective as if we didn't have the weather. >> it helps knowing that this coming. >> huge.

we didn't have this opportunity to bring in people in advance before. we get the 3,000 the next couple days or takes into the later part of the week we will have more resources than before. that will be the differentiator. >> tony has been putting the model of the storm up and looks like it will be further north, new jersey versus right here in the chesapeake bay area. that the is pwwelcome news. >> it helps with flooding because we have natural goes flooding that can occur. but once you get to the winds, when it comes it electric power it is really just all relative. whether 55-mile-per-hour gust others 65 it will take a toll. >> a lot of folks are mentioning the robocall. what is that about? only done that once. we did it before ire reason making -- irene. we made the call in advance to let customers know the storm is coming. you had to be under a rock to

side. beltway, nothing major in traffic to the airport because many of the flights have been canceled. departures from 10:35 on have been canceled completely. there are a limited number of planes going out prior to that. marc trains, m.t.a. and amtrak are not operating today. wind restrictions are in place at the bay bridge. let's give you a live view of the bay bridge. 50 at sandy point. there is the toll plaza. not a lot of cars. south of aolook at 95 route 22 the aberdeen exit. good here, no signs of delays. once you get closer to mountain road that left lane is taken up by a southbound accident. that is the latest on "traffic pulse 11". back to you. >> it is 5:10, 53 degrees at b.w.i. thurgood marshall

morning. we are in the outer bands. we have heavy rain moving into maryland. you see the heaviest is in southern maryland and lower eastern shore counties but we have heavy rain now coming into baltimore around towson, hunt valley. into the northwest corner of the city and eastern part of baltimore county. western suburbs pretty quiet still. let's look at the winds. right now these are north winds so there is not going to be any tidal flooding there today. that may change tomorrow. your n shore counties, tides may come in one to three feet above average. this is not a storm surge. that is just because the north wind. thomas point just had a gust of 36. the winds could be stronger over the open water. b.w.i. only an 18-mile-per-hour gust. 52-mile-per-hour at this beach. the closer to the coast the stronger the wind. the hurricane is about 250

east-southeast of ocean city where they had a gust close to 40 miles an hour. ava marie is holding on it a tree somewhere on the beach there, i think. it is getting close to you and deepening. what have you seen the hrlast 1 to 20 minutes? >> you were talking about not only how close but the fact that it is strengthening. oddly enough, the winds have become visual. they have gusted out the north and south and i looked at my app and a gust at 59 miles an hour at the airport. we are not able to measure the strongest gusts because we are on the pool deck of our hotel and that is effect being the wind. but check out the shoreline. you can see how the water is coming all the way to that fenced off area. that is the restoration area where they have been planting a lot of shrubs at 32nd street and the water is reaching there.

that is where we were standing yesterday. that water continues it come in. the big concern is we're reaching high tide the next couple of hours and that is when we expect the water to be at the highest. that is where we could see the most coastal flooding. there's been a mandatory evacuation of areas south of 17th street. we are getting minor flooding in the downtown here. so far though we haven't had any other reports of major damage or injury. unfortunately as we mentioned, the storm is biarreling toward us. we will have updates as we have the heavy rain, strong winds and storm moving in. 53 degrees at the airport. still ahead our coverage continues. >> i'm in,cape may, new jersey. what people are doing to weather

morning but you will walk outside and say the winds are not that bad and that is true. but the worst as far as the wind will be this evening. we have very heavy rain in the eastern shore counties and bay over into southern maryland and heavy rain in harford county and baltimore county. western suburbs have been pretty lucky and will probably stay that way. around frederick you are seeing light rain and western howard county. but that is drifting farther west. it is moving from the east to the west. you can see that better if you switch to the weather computer. these are the outer bands of the hurricane. the hurricane is still 200 it 300 east-southeast of ocean city so it is way offshore but the out are bands are reaching inland. in these outer bonds we are getting wind gusts from 20 to 30 miles an hour. but the winds will increase through the day. let's look at the current gusts. 20-mile-per-hour gusts at the

airport. 15 downtown. the heaviest gusts on the eastern shore counties. the winds are out of the north and northwest so they are blow-out high force the western shore. if you are watching on the western shore you won't see a storm surge. but on the eastern shore the tides will probably come in one to three feet above average so you could get flooding because the wind is pushing the water across the by. there is not really a storm surge because the storm missed mouth of the bay but this is because of the winds. the center of the storm is getting stronger. sustained winds up to 85 miles an hour. it was 75 overnight. it is getting deeper and stronger. here is the mouth of the chesapeake bay. it is about parallel with that right now. that is good news. we could exhale a little bit. we thought it would make that left-hand turn and come up the bay looks like it will miss the

mouth of the bay and travel this direction and loop back up toward new jersey. we can see one of the computer models there is the center of the storm in about the same location. watch as we go to 6:00 this evening. it pulls back to the west. so although it will transition into a winterlike storm or nor'easter it will have the big storm of water and the storm surge in new jersey will be 10 to 12 feet and they will have hurricane-force winds. so it will be bad when it comes on the shore up there. then it will drift over toward us tomorrow and wednesday morning it will drift around in southern pennsylvania and weaken. that is when the cold air comes in. we expect blizzard warnings for western maryland. they will get from 10 to 12 inches of snow in garrett county with these winds. forecast today. heavy rain at times, gusts 20 to

30 morning and 40 to 60 miles an hour this evening as it is closer. two to eight inches of rain. there will be flooding problems. 50's. tomorrow the high 47 and could be snow in the mountains and could be a few flakes around baltimore. that is incredible to say snow when you talk about a tropical system. halloween i will say 40% chance of left yourself showers with a high -- leftover showers and then quiet going in the weekend. it is 5:23. let's see what is happening on the roads. shouldn't be anybody on the roads. >> not a lot in the way of volume. many folks are just staying home a good idea. we are still dealing with just rain but once in becomes stronger out there the winds pick up and we will be dealing with a lot of additional issues, downed trees and power lines expected as the storm comes in.

southbound 95 just past mountain road one accident in harford county left lane closed. not a lot in the way of volume, so delays are not forming. but it is there if you have to be on the roads. beltway looking good at the moment. not a lot in the way of delays. we a moving well toward the airport. 47 miles an hour toward b.w.i. airport. wind restrictions at the bay bridge. and marc trains, m.t.a. and amtrak are not operating today. if you are going to head for the airport, just a limited number of flights are going out prior to 10:35 this morning. after 10:35 all of the flights are canceled. call ahead if you have to catch a plane. let's get an idea of what the roads are like. 97 through 100 through glen

burnie looks pretty good. motorists are moving at posted speeds. here is 95 at fort mchenry where we see water on the camera. 95 southbound coming toward us in pretty good shape. no problems at harbor tunnel. that is the latest on traffic -- "traffic pulse 11." kim dacey is annapolis monitoring conditions. i imagine you are getting more rain. >> the rain is starting to pick up. just the last couple of minutes it has. we have seen a few cars on the bridges next to us. not much traffic. that is good. people want to stay off the roads because we are getting water that is pooling on the ground, at our feet, in the parking lot and on the roads and side of the roads. you could find some water going over the roadways completely in some areas, some low-lying areas as

the rain continues. as far as the water level, emergency officials are looking for a one to three-foot storm surge, but it looks like right now the water is staying in the harbor. it continues it rise though on the posts out there. the boats are bobbing and swaying and looks like they will ride out the storm here. hopefully they are tethered down enough to keep them stable. ncreasing rain here, water starting it pool on the ground. there is a shelter available at annapolis high school on riva road. if you lose power or for any other reason or flooding you can head there. annapolis high school. pets are welcome. back to you. let's go to tim tuten live in baltimore city. >> we will take it right now. thousands have been evacuated and even more are hunkering

screen and they are also at www.wbaltv.com. >> we will check the roads and bridges but first we will check tony. >> a little bit of good news. looks like we will miss out on the worst case scenario. we were hoping it would pass by the mouth of the bay and move out to sea and that is what is happening. new jersey back in and get bad around here this afternoon. but right now it is not terrible. we have gusts 10 to 25 miles an hour around baltimore and heavy rain. the worst of the conditions i think will hold off until this afternoon and evening. on h.d. doppler you see heavy rain in the eastern shore counties and that is always represented by dark orange and red. it has been there most of the night. now we've heavy rain into baltimore and harford counties. if you are watching around the city or beltway it will be coming down pretty hard the next 15 to 20 minutes. with respect suburbs have been lucky and it will stay light

around frederick and hagerstown. only 10-mile-an-hour wind with a gust up to 17 at b.w.i. winds are not terrible around baltimore. kicking up a little bit but not bad yet. we will make it up to 56 or 57 this afternoon. rain will pick up in intensity through the day. gusts may be 40 this morning but close to 60 this evening. the worst for us as far as the wind will be this afternoon and evening. heavy rain will continue into tonight then the cold air comes in. plaza -- blizzard warnings in effect in western maryland and could be snow around baltimore temperatures in the 40's. in a few minutes i will give you the exact location of the storm but first we check out ava marie

in ocean city. the center of the storm is about 250 miles east-southeast of you and sustained winds 85 miles an hour. so it will kick up pretty good there this morning. what is happening right now? >> tony, surprisingly the winds have been -- not surprisingly rather, they are variable. we are next to our hotel building and the building is affecting the wind direction. we are getting gusts from all different directions. the wind is blowing the rain in all different directions. the big thing are the waves. i don't know how much you can see because the sun is not up but notice ou they are coming up to the shoreline where they have the shrubbery where they are trying to restore the beach. the water is starting to spill over that. that is up about four feet in elevation from the water line. hopefully a lot of that will stand and not come under water. watch as the water makes its way in.

been canceled after 10:35 so call ahead because there are limited number of flights. marc, m.t.a. under amtrak all not operating. ocean city area 5:28 at 65th street not a lot of traffic there as many evacuated. those who are staying are not on the roads. you posted on the situation there. 50 east of the bridge the accident in the left two lanes. you can get by on the right. that is the latest on "traffic pulse 11." jayne miller was out earlier this morning and has this report. >> just stay rain here this. is a community that is well prepared for what may come later as the storm moves closer. the streets virtually empty because officials have said get your cars out of here and especially along the street closest to the water.

high. the storm is past them about 250 miles east-southeast of the mouth of the chesapeake bay. it is big storm so we have the outer bands coming through baltimore. we will look at h.d. doppler. heavy rain from eastern shore to baltimore county and baltimore city. that will continue westbound into the western suburbs. we will look at winds. worst of the winds for baltimore will be this afternoon and evening. right now just 20-mile-per-hour gust at the airport. 36-mile-per-hour gusts in the open water and beach they are gusting over 50 miles an hour. this is the future cast and you can notice the time frame, watch the red and orange how it pivots back toward baltimore this evening. that will be the worst part of the storm when the center comes onshore around atlantic city, new jersey, or just north of there. the worst for baltimore will be this evening and early tonight. on the left-hand side see what

beltway and up and down 83. you see here the bright orange and red on h.d. doppler around towson, cockeysville, down to glen burnie and annapolis. these are the outer bands of the storm. it is a couple hundreds miles the coast but it is huge. western suburbs it is pretty light and will stay that way for while. we can get a better view here. the circulation and all of that. here are the outer bands on the close-up. it is 250 miles east-southeast of ocean city. in the mountains we are starting to see snow. there are blizzard warnings in effect for the mountains of west virginia, western pennsylvania and western maryland. they will have snow on the back of this with hurricane force conditions near the beach and over the water. incredible situation. the winds are not bad around baltimore. it will stay that way this morning. i don't expect big gusts expect

the beaches and lower eastern shore counties. this rst for us will be afternoon and into this evening as far as the wind. it is worth mentioning these are blow-out tides on the western shore. the tides will not come in that much above average if at all. on the eastern shore because the wind is blowing across you may have tides one to two feet above average. this is not a storm surge. it is just because of the wind direction. the storm surge won't take place. the storm is passing by the mouth of the bay. there was a slight chance i thought it could turn up the bay but it doesn't look look that will happen. this is the center of the storm 250 miles east-southeast of ocean city. the sustained winds went from 75 miles an hour to 85 this morning so this is a great thing that we are not getting the worst for maryland.

it will still get bad on the jersey shore. we expect it to come onshore north of atlantic city. at that time it will still be a hurricane or transition into a nor'easter but it will have the same effect. here is one computer, g.f.s. that is the center. as we go into this evening it makes a left-hand turn and comes onshore in new jersey. it will have a storm surge from 10 it 12 feet high. that is how much the water will come inland. the wind will be between 70 to 80 or 90 miles an hour. so it could be almost catastrophic on the jersey shore. that is good for us but terrible for them. this is the worse for us. that is the closest point to us in baltimore. so strongest winds in baltimore will be this evening. then it will come into western pennsylvania and western maryland tomorrow and die out a little bit and winds will die down as well. that is when the snow will take place tomorrow morning in western maryland. so the forecast today rain,

heavy at times, wind gusts 20 to 30 miles an hour this morning and 40 to 60 miles an hour this evening. anywhere from two to eight-inches of rain. there will be serious flooding with the rain. highs 54 to 59. cold air then. temperatures will drop into the 40's tomorrow. it will cause stpnow in western maryland. only 47 degrees. on halloween i will say scattered showers with a high near 55. ava marie is at ocean city. i'm sure she's experienced wind gusts of 50 to 60 miles an hour. what does the beach look like? how high are the waves if you had to guess? >> it is incredible. from nine to 15 feet right now and continue to push onshore. it is hard to see because the sun is not up, but look at the flooding next it our hotel.

notice how the waves have pushed all the way through that walkway and are spilling next to the hotel. not only is it a concern here but there is a lot of homes level to this that are seeing the water come up to the home properties. we will show that in the next live shot. the water continues it rise heading toward high tide. this will be the time for the worst coastal flooding. there's been an evacuation of areas south of 17th street. that was mandatory. everyone else has a voluntary evacuation. see why. because the water is starting to rise. they are hoping that people did take that cautious note to get out or prepare their home. we will continue to track the flooding and wind and rain. that is all coming down here as the storm barrels toward us. >> things are changing quickly there. >> it is blowing horizontally there.
