above average. it feels like 35 with the wind. it is a winter like morning. the wind may gust up to 30, 35 miles per hour. it has been snowing out in western maryland. do not be surprised if you see snowflake at your house. it will not stick. it feels cold and wrought this morning -- cold and raw this morning. >> residents are waking up to flooded streets and closures. >> so for sandy is being blamed for 16 deaths in the united states. a tree crashed through the home

of a man in pasadena. that man was found under debris. he was pronounced dead at the scene. there was a traffic accident in montgomery county. hundreds of thousands are waking up without power this morning. most of the outages are in anne arundel county, where 54,000 customers without power. so for khrushchev restored power to more than 7000 customers -- so for crews have restored power to more than 70,000 customers. >> we began our live team coverage on the eastern shore

the wind chills are in the 30's. we are bundled up. you should dress warm because it is chilly. we're still getting some rain. it is pretty light in nature. the roads are still inundated by water. and none of the storm drains are clogged up because of leaves and branches and falling debris. that could cause a problem as far as drainage goes. the ocean is back out where it should be. things are improving in ocean city. we will continue to bring you updates. >> sandy did make quite an

impression along the shorelines. kim dacey is in annapolis. >> good morning. we got word that there are some roads that are closed because of flooding. high tide came in at 5:45 this morning. closer to downtown annapolis is where compromise street is closed for a high water. the city dock is closed as well. some road closures closer to the water. some smaller roads could be flooded out this morning. traffic is moving on the bridge. it doesn't appear to be too damaging.

the city dock is closed for flooding. more than 63,000 customers without power. crews are working to get the power back on. we will get an update on what crews found. they were assessing the damage about what kind of damage sandy did. we will get an update on that coming up. steady rain is continuing to fall. it is breezy out here. very chilly and rainy. take some precautions. it is not a great day out here. >> the coastlines are not the only parts of the state's overrun with rain. tim tooten joins us live.

hi, tim. >> i agree with kim. it is a lot chillier. the jones falls is raging by metal mills -- meadow mills. this was up into the parking lot. you can see there is water coming down. we saw some city trucks and going back and forth. we know this water is heading further south. the weather is continuing. it is cool, rainy, and chilly. shelters remained open. >> we received a glancing blow from sandy.

a much more damaging shot was a further north. it is expected to take days to restore the power. the weather in atlantic city turned severe. people in shelters had to be evacuated to a more secure location. strong winds brought down the entire facade of a building. no injuries have been reported. a construction crane is dangling 10 stories above the boardwalk. the arm of the crane collapsed because of strong wind. it is too dangerous to remove the crane at this time.

>> welcome back. a live picture of downtown baltimore. low 40's in the suburbs. the rain will stick around today. we had anywhere from 5 to 10 inches of rain yesterday. if you have a small creek or stream, it will most likely be running fall. the remnants of senate are drifting through western maryland. i think the snow is the bigger story today. over a foot of snow in some places in far western maryland. that is pretty impressive. most of garrett county is without power. they have wind gusts over 40 miles per hour and it is

morning. during isabel, the water level went up the steps. the other thing that happened is that water got pushed onto pratt street and there was some flooding downtown. the water level is high and that the brim at the promenade. whenever but it will be watching is what happens at high tide and after. i was on the air yesterday. this is nothing like it was yesterday. it was hard to stand up straight yesterday afternoon in baltimore. this is a gentle wind in comparison. it is still raining. travel restrictions do remain in effect.

>> violent waves toppled over sea walls. sandy sent a record storm surge into new york city. tunnels and streets were flooded. >> this is a once-in-a-long-time storm. the surge is very high. >> emergency evacuations. floodwaters destroyed a portion of the world-famous boardwalk in atlantic city. two dozen people were rescued in a shelter that lost power. >> it should been fought out earlier in the day -- it should been thought out earlier in the day. >> to anyone else, the governor offered little hope. >> this is now your responsibility. you need to hunker down and get to the highest point possible. >> the storm stretched out over 700 miles. strong winds at times over 80 miles per hour.

trees and power lines were torn down. at least two homes in connecticut were destroyed by fire. another fire in queens damaged more than 50 homes. several people have died because of sandy and millions have no power. more than 12,000 flights have been canceled, and this storm is not finished yet. the damage has been put somewhere between $10 billion and $20 billion. that could make this storm one of the cost list in u.s. history -- costliest in u.s. history. >> 6:41. >> the cleanup process continues. some important reminders when we return. >> a cold rain is falling this morning. this is the jones falls. state

>> i went from somerset county always up to cecil county and all the counties in between to make sure their needs have been met. >> we know the swift water rescues will continue with the help of the maryland national guard. >> we support the local entities, the mayor, whatever he needs. we bring in special vehicles that can get through the water. we go down and support local fire and rescue and police. >> or vehicles washed away -- your vehicles washed away? >> they became stranded. >> the hope is to get up in the

air and survey the damage. >> we have been looking at when we can safely get up in the aircraft and do some assessments throughout the eastern part of maryland. the guard is operating in 17 counties. we have about 600 individuals on duty and 300 of them with over 160 vehicles currently deployed to support the local entities. >> tell me what you say to your staff. >> my focus is to focus on safety. people are getting tired. focus on the young sergeants to make sure they are operating safely. >> and not to be lulled into a false sense of security.

>> we are anticipating the unexpected. i know what can happen on the shorelines. we want to make sure we have forces on standby. >> what are you hearing from your crews in terms of people staying off the roadways? >> for the most part, traffic was very light. i travel from one tip of the eastern shore to the other. water across roadways were you not expect it. i crossed the hatem bridge just before it closed. i would say stay home in case you have to go out. some >> of the bridges have reopened but the bay bridge remains closed at this hour.

you can see the circulation of what is left of the storm west of hagerstown. look what is happening right there. it might be cold enough for a in theke to make ix in northern part of baltimore county. the wind is coming out of the south. this will be like a storm surge. the high tide may command a little above average. it might spill a little bit to the pavement. and minor will push -- a minor little push up the bay. the wind will gust over 30 miles per hour.
